30.01.2019:

DOT proposes 5% fitment benefit for pay revision:

In today's meeting between the Additional Secretary, DoT and the four recognised unions/associations, DoT is reported to have proposed 5% fitment for pay revision. It is learnt that the unions and associations have agreed to it. It is also learnt that VRS has been proposed along with pay revision.

DPE extends DoP&T OM on Reservation for economically weaker sections (EWS) in civil posts and services in the Government of India to all CENTRAL PUBLIC SECTOR ENTERPRISES:

In pursuance of Ministry of Social Justice and Empowerment O.M. dated 17.1.2019, DoP&T had notified that 10% reservation would be provided for Economically Weaker Sections (EWS) in central government posts and services and would be effective in respect of all Direct Recruitment vacancies to be notified on or after 1.2.2019. DPE has circulated the DoP&T OM and requested all Ministries/Departments to advise all CPSEs to ensure 10% reservation for EWS.   View DPE OM

CHQ again writes to General Manager (FP) regarding improper reporting procedure for APAR in Finance wing of Tamilnadu Circle:

21.01.2019:

17.01.2019:

Meeting with General Manager (SR):

GS met GM (SR) yesterday and enquired about the present status on the following issues:

1. Promotion from DE to DGM (T) grade:

Representations questioning non-circulation of the seniority list of DEs before conduct of DPC have been received and one such representation has been addressed to the National Commission of SC/ST and BSNL is considering publishing of the seniority list. We opined that once seniority list is published there is the possibility of claims and counter claims with filing of fresh court cases. We once again reiterated our request that the issue can be resolved by promoting all in the zone of consideration by upgrading sufficient number of posts to DGM (T) grade.

2.Third Pay revision of BSNL Executives:

We were informed that DoT has ruled out 15% fitment benefit in the present financial condition of BSNL and has asked BSNL to submit a fresh viable proposal.

3.Pension Contribution on actual pay:

GM (SR) said that Department of Expenditure has called for certain clarifications like effective date for proposed change, annual financial implication on the current and the proposed rates, justification for making DoP&T order meant for CDA pattern pay scale, applicable for IDA pattern, etc. DoT has inturn asked BSNL to clarify the points raised by DoE.

4. Pension Revision:

No change in the status.

5.Allotment of 4G spectrum to BSNL:

DoE and Niti Aayog have expressed reservation against infusion of equity as proposed by BSNL, since in the present financial status, immediate return cannot be expected. However, the issue is likely to be discussed in the Digital Commission (previously Telecom Commission) meeting expected to be held in the first week of February.

6. Interim Report of IIM Ahmedabad:

BSNL has already submitted its proposals to DoT in respect of the recommendations viz. reduction in retirement age to 58, VRS to BSNL employees above the age of 50, facilitating 4G spectrum etc. All the issues are likely to be deliberated in the next Digital Commission meeting.

Indian Institute of Management, Ahmedabad submits is interim report on revival/restructuring of BSNL:

In its interim report, IIM Ahmedabad has made the following suggestions for revival/restructuring of BSNL:
1.Accelerate assets transfer from DoT.
2.Accelarate the operation of BSNL Tower Corporation Limited.
3.Create a separate Fibre Infrastructure Division.
4.Create a Project Division.
5. Facilitate 4G spectrum allocation for a limited 5 year period.
6. Organisational restructuring by Reduction of retirement age to 58 years, VRS scheme for all employees in the age group of 50 or more years, Including professionals in the Board of Directors, Implementing a performance-driven culture.
7. Provide contingent liquidity support for BSNL.
8. Postpone listing of BSNL for five years and

Updates on promotion from DE/AGM grade to DGM (T) grade and JTO (T) to SDE (T) grade:

In the background of disputes again being raised in court and outside regarding the seniority list of DEs/AGMs submitted by the Management in Hon'ble CAT, Chandigarh which resulted in getting the stay vacated, GS wanted to meet Director (HR) on Thursday. But since Director (HR) was busy, she had advised GM (SR) to meet us. We explained the sequence of events in our knowledge and GM (SR) duly conveyed it to Director (HR). Yesterday we met GM (Pers) and requested for early issue of promotion orders to DGM (T) before any legal hurdle arises. We once again reiterated our stand that upgrading more posts to DGM (T) and promoting all in the seniority list submitted by BSNL to CAT will remove any heartburn and consequent legal issues. GM (Pers) informed us that the DPC process was in advanced stage and orders will be issued after resolving the issues raised by some associations. In respect of JTO (T) to SDE (T) promotion, we emphasized that promotion orders should be issued without further delay, since the JTOs recruited by BSNL and some recruited by DOT have been waiting for their first promotion for more than 18 years. GM (Pers) said that some issues are to be sorted out in this case also and assured that the needful will be done and promotion orders will be issued at the earliest possible time.
