Meeting with Addl.GM (Pers):
GS met Addl GM (Pers) yesterday and discussed the following:(i) Delay in issue of orders of DE Regular promotion to left out cases:
We expressed our concern over the delay in issue of orders even after the approval by the CMD. Addl GM(Pers) told us that due to some technical reasons Pers I section could not issue the orders promoting 29 executives but assured us that orders will be issued on Monday i.e. on 1.9.2014.(ii) Delay in promotion from JTO (T) to SDE (T) under 67% quota:
We requested Addl GM (Pers) to cause action to file appropriate application in Ernakulam CAT on the same lines as the IA that was filed in Hon'ble Supreme Court of India where the Hon'ble Court issued directions that promotions cannot be withheld for any long time awaiting the result of the court case. We also requested that a copy of the direction of Hon'ble Supreme court may be submitted along with the IA. Addl GM (Pers) said that he will discuss our suggestion with Sr.GM (Pers). We shall take up this issue further with the CMD.29.08.2014:

Meeting with CMD:
While handing over the letters regarding review of posting orders of Executives on promotion to DE/AGM grade on regular basis in respect of Tamilnadu Circle and Chennai Telephones District, we elaborately argued our case explaining the details of vacancy position mentioned in our letter and requested him to fill all the existing vacancies to accommodate the senior Executives. Provident Fund interest rates to remain at 8.75 percent:
Employees' Provident Fund Organisation (EPFO) trustees on Tuesday decided to retain interest payment on provident fund deposits for 2014-15 at 8.75 per cent. "It has been decided to pay 8.75 per cent interest in the current fiscal," Central Provident Fund Commissioner (CPFC) K K Jalan told PTI after a meeting of the Central Board of Trustees (CBT), the apex decision making body of retirement fund body EPFO. The final notification for payment of the interest rate for the current fiscal year will be issued by the Finance Ministry later.26.08.2014:

Role of AIBSNLOA in regular promotion to DE/AGM grade:
AIBSNLOA initiated dialogue on holding CPC for filling up around 2500 STS (Telecom) posts in the month of March 2014 [ View posting dated 13.3.2014]. Initially Sr.GM (Pers) said that the process will depend on the outcome of the court case on seniority lists No.6 & 7. In April 2014 we spoke to the Addl GM (Pers) that there was no stay by any court which prevented Personnel section from holding the DPC. We were informed that there was a status quo order on the seniority of 147 Executives by Hon'ble Supreme court of India and there was no clarity as to whether these executives could be considered for further promotion. We were also informed that an IA will be filed to get direction before closing of Supreme Court for summer vacation [ View posting dated 24.4.2014]. Efforts were made by BSNL to have a special mention in the Supreme Court on 5th May 2014. But the IA was posted for hearing along with the SLP on 7th July 2014. Then, we met the Director (HR) and the Sr.GM (Pers) and requested that preparatory work for holding the CPC can commence so that orders could be issued once the court's decision is known [ View posting dated 2.5.2014] [View posting dated 8.5.2014]. Our request was accepted and the preparatory work commenced immediately. Later we met the CMD and suggested that, promotion can be ordered either subject to the outcome of the court case or by reserving posts for the petitioners. CMD was in agreement with our suggestion and agreed to talk to the officers concerned[ View posting dated 28.5.2014]. We followed up our discussions with written correpondence [ View CHQ letter dated 23.4.2014 View CHQ letter dated 13.5.2014].We were meeting the officers concerned periodically afterwards requesting them to expedite the completion of preparatory work in time before the Supreme Court direction on the IA was available. On 7.7.2014, acceding to BSNL's prayer in its IA, Hon'ble Supreme Court allowed BSNL to promote the officers concerned, which will however be subject to its final verdict. In the last week of July, we met GM (SR) who is the Chairman of the CPC and requested him to cause holding of CPC including 2013-14 vacancies. GM (SR) agreed to explore the possibilities of inclusion without further delay in the process. From then on all concerned started putting in strenuous efforts in concluding the CPC before VC expired for a large number of executives under consideration for promotion. Finally orders were issued on 20th August 2014 for 2303 Executives. We are thankful to the CMD, Sr.GM (Pers), Addl GM (Pers), CLO and CVO for their resolve to see the list out early. We owe our special thanks to GM (SR), who is the Chairman of the CPC for agreeing to our suggestion to fill all the vacancies simultaneously and for ensuring that the CPC was held in time. We place on record with extreme gratitude the tireless work, which extended into the night on a few days, of the entire staff and Executives of DPC Cell. We are thankful to the staff and Executives of CVO, the CLO and the Personnel Section, but for whose hard work, the process would not have been completed smoothly.We congratulate all the Executives who have been promoted as DE/AGM on regular basis.

Central Working Committee Meeting at Bhopal:
The Central Working Committee Meeting of AIBSNLOA was held at Bhopal on 16th August 2014. The meeting commenced with hoisting of AIBSNLOA flag by Com.V.P.Arya, former GS. Com.R.K.Narang, CS, MP Circle welcomed the participants. After the opening remarks by Com.K.Balasubramanian, CHQ President, GS gave a brief about the developments that happened during the past one and a half months in respect of Membership Verification. It was followed by Circle Secretaries' report. In the noon, a colourful open session was held with senior officers of the MP Circle present in the dais as well as in the front row. After Presidential address by CHQ President and Key Note address by the GS, Circle Secretaries of SNEA and AIBSNLEA felicitated the meeting. Dr.Mahesh Shukla, Sr.GMTD Bhopal and Shri Prakash Ballal Sr GM (HR/Admn), o/o the CGMT Bhopal addressed the session. All the senior officers present, Circle Secretaries of SNEA, AIBSNLEA & SEWA BSNL and Com.Rajput, former CS TESA, MP Circle were presented with mementos. Com.P.K.Jha, CFS MP Circle did the anchoring. All the participants lauded the efforts taken by MP Circle for holding the CWC at short notice and for the wonderful arrangements that had been made. The CWC deliberated at length on the issue of membership verification, with particular reference to offer of support to AIBSNLOA and appeal for support from AIBSNLOA from various associations. Some circles wanted to consult their CEC before forming any opinion. 'Gross revenue of 22 telecom operators, including Bharti Airtel, RCom, BSNL and Tata Teleservices, declined in October-December quarter of 2013 compared to the previous quarter, government said today. Status of promotion to various grades:
1. JTO to SDE promotion under seniority cum fitness quota is still hanging in the balance as the next hearing in Ernakulam CAT has been posted to 23rd August 2014.
2.CPC for promotion to DE Regular is likely to be held next week and orders will be issued thereafter for vacancies pertaining to years 2011-12 and 2012-13. CPC for remaining vacancies, both for DE Regular and DE (Adhoc) will be held afterwards.
3.The process for holding CPC for promotion to DGM (T) on adhoc basis is still in the initial stages.
4.CPC for promotion from DGM (T) (Adhoc) to DGM (T) on regular basis has been completed. Orders are expected to be issued next week.
5. Preparatory work for promotion from JAO to AO grade is in progress but DPC can be held only after the disposal of the case in Punjab/Chandigarh CAT.
6. Promotion to CAO grade will not be held now due to availability of only a few vacancies. Diversion of posts from MT quota has met a road block reportedly being not approved in the meeting of BSNL Board last week due to some queries raised by DoT.

Meeting with CMD:
GS and AGS (HQ) met CMD today and brought to his notice the sudden and unexpected orders by CGM Chennai Telephones, issued after office hours on 31.7.2014, relieving with immediate effect all the Executives who were expecting favourable decision regarding their retention. No time was given even for making over and their names were unceremoniously removed from HRMS. We requested him to intervene and to direct the authorities to grant time till 31st August 2014. After some discussions, CMD agreed to talk to Sr.GM (Pers) on this. GS and AGS (HQ) then met Addl.GM (Pers) since Sr.GM (Pers) was not available. Addl.GM (Pers) said he will discuss the issue with Sr.GM (Pers). We shall meet Sr.GM (Pers) tomorrow.04.08.2014:
Home ministry calls for re-imposition of 74% FDI cap in telecom companies:

CAG has questioned how Axis Bank gave a guarantee of Rs252.50 crore to Infotel Broadband, which had a net-worth of Rs2.5 crore, without any margin money. Will RBI show some interest now?:
'The DoT failed to rigging of the auction right from the beginning, when the auction documents and the Earnest Money Deposit (EMD) of Rs252.50 crore was paid by a small ISP through the covert and overt assistance of a third party/ private bank. This small ISP (Infotel) ended up bidding Rs12,847.77 crore (5,000 times of its net-worth) for Pan India spectrum and then ended up being sold on the day of completion of the auction, indicating Infotel Broadband's collusion and sharing of confidential information with a third party, in violation of Auction Conditions/Rules. Neither the top management of the DoT nor important committees like the application screening committee (ASC), Inter-Ministerial Committee (IMC) and Committee of Secrataries (CoS) could detect the tell-tale signs of collusion and sharing of confidential information by the biggest bidder, a tiny ISP. The government should get the matter investigated even at this juncture, fix responsibilities on the bidders that violated the auction conditions/rules prescribed in the notice inviting application (NIA) and cancel the allotment of the BWA spectrum along with exemplary punishment for the colluding firms."'
