CHQ WRITES TO SECRETARY, DOT ON REFUND OF BWA SPECTRUM CHARGES PAID BY BSNL:
'The DoT on its part had committed, in the MoU between DoT and BSNL for 2012-13 signed on 14.3.2012, for refund of upfront BWA spectrum License fee. It has taken more than a year and a half for DoT to get a recommendation by a GoM for refund of Rs 6,724.51 crore. But even after lapse of two months no cabinet approval appears to have been given.' GS met GM (Trg) and discussed the issue of TTAs of J&K, Himachal Pradesh and Punjab Circles who are being deputed for Phase I JTO training in Jabalpur Training Centre. We requested him that all these TTAs may be sent for training to RTTC Rajpura in Punjab Circle. GM (Trg) has agreed to consider our request. We also requested him that, in general, efforts should be to be taken to depute all TTAs who are to undergo JTO Training, to training centres in their own circles or atleast the nearby circles. 'Back in 2011, the DoT had issued show-cause notices and Rs 50-crore demand notes each to the three mobile phone operators for allegedly flouting licence conditions by renting out SIM cards in bulk to Matrix Cellular in the Delhi service area. Subsequently, the three GSM operators had challenged the move in the telecom tribunal, TDSAT. In its judgement dated July 17, 2012, the tribunal had directed the DoT to "serve fresh show-cause notices" and also asked DoT to refund the penalties to the three companies.' Read More27.11.2013:

GS met Addl.GM (Pers) yesterday and discussed the following issues:1. Promotion from JTO to SDE (T) under seniority cum fitness quota:
Addl.GM agreed to our proposal that DPC work can go on parallely so that as and when the stay is vacated promotion orders can be issued. He informed us that DPC for left out cases and for backlog vacancies has been completed. He also said that DPC for promotion from JTO (TF) to SDE (TF) has been completed and orders will be issued shortly.2. Filling up the remaining vacancies in STS on adhoc basis:
GS pointed out that as many as 2400 ACR/APAR had been processed by the last DPC held in July, but only around 1600 executives were promoted. GS requested that the remaining vacancies can be filled by promoting the 800 odd Executives. Addl.GM agreed to consider our proposal after the status of the case in Punjab-Haryana High Court is known on 26th November.3. Transfer case in DGM grade:

New rule lowers HRA exemption claim limit:
'The central government has lowered the exemption limit for reporting the rent received. Salaried taxpayers claiming HRA exemption and paying a rent of over Rs 1 lakh per year have to give landlord's PAN (permanent account number). Till now, if the total rent paid was less than Rs 15,000 a month there was no need to submit the landlord's PAN details. The new rule effectively lowers the rent limit from Rs 15,000 a month to Rs 8,333 per month for claiming HRA exemption without making any disclosures.' Read More18.11.2013:

'These guidelines are clear violation of the DoP&AR O.M. No. No.1/3/69-Estt(D) dated 22nd November, 1975 stipulating the Policy to be followed in case where persons refuse promotion to a higher grade. According to this O.M., no fresh offer of appointment on promotion should be made in such cases for a period of six months from the date of refusal of first promotion and this policy will not apply where adhoc promotions against short-term vacancies are refused.' GS met AGM (SEA) today and had discussions about promotion from JAO to AO grade. AGM (SEA) informed us that the legal opinion given by the BSNL counsel for Haryana was not clear and hence no action could be initiated for holding the DPC for promotion from JAO to AO grade. GS requested him to take up the matter further for clarification so that the hurdle is cleared for holding the DPC for which permission had been given more than a year back.06.11.2013:

LOOKING BEYOND - BAREFOOT COLLEGE:
The Barefoot College in rural Rajasthan helps rural communities become self-sufficient. Development projects the world over run into one crucial point - For a project to live on, it needs to be organic, owned and sustained by those it serves. In 1972, Sanjit “Bunker” Roy founded the Barefoot College, in the village of Tilonia in Rajasthan, with just this mission - to provide basic services and solutions in rural communities with the objective of making them self-sufficient. These “barefoot solutions” can be broadly categorized into solar energy, water, education, health care, rural handicrafts, people’s action, communication, women’s empowerment and wasteland development. The Barefoot College education program, for instance, teaches literacy and also skills, encouraging learning-by-doing. Bunker’s organization has also successfully trained grandmothers from Africa and the Himalayan region to be solar engineers so they can bring electricity to their remote villages. In his talk over the success of the project, Roy says, "Barefoot College is a place of learning and unlearning - where the teacher is the learner and the learner is the teacher." On the student governance at Barefoot college, he says “The prime minister is 12 years old. With a aim to facilitate its customers, BSNL has launched new service in which all points of sale (franchisees, retailers etc.) of BSNL have been authorised to receive payment of post-paid mobile bills without any extra charges from the customers.
