31.10.2013:

JTO (Telecom) Induction training structure & syllabus:

BSNL CO has amended the Structure of JTO (Telecom) Induction Training dated 23rd June, 2006 to the extent that the Departmental qualified candidates who possess qualification viz. B.Tech, B.E, AMIE, M.Sc(Electronics) shall be allowed to undergo directly Phase-I training (without undergoing Pre-Basic-II for 3 weeks prior to Phase-I training), at par with DR JTOs, so far as JTO induction training is concerned.  View orders

Meeting with Director (Finance):

GS and AGS(HQ) met Director(F) on 29.10.2013 and requested him to cause action for filling up around 150 vacant DGM posts. Director(F) informed us that necessary instruction has already been issued to SEA section. As far as the regularisation of adhoc CAO, promotion from AO to CAO and JAO to AO, Director(F) assured us that he will discuss these issues with GM (FP) for initiating necessary action.

30.10.2013:

Tenure transfer in SDE (T) grade:

Regular promotion to AGM/DE grade:

BSNL CO has issued orders of promotion and posting to 3 Executives as DE on regular basis notionally w.e.f. 16.8.2013.  View orders

Meeting with GM (Pers):

GS and AGS(HQ) met GM(Pers) on 25.10.2013 and discussed the following issues:

(i) Promotion to DE grade :

GM(Pers) informed us that Management Committee has already approved the proposal of diversion of 50% posts of MT quota to seniority cum fitness quota and now the proposal will be submitted for the approval of BSNL Board. After the approval, 3975 posts will be available for regular STS promotion. GM (Pers) also said that that one of the associations is opposing this move on the plea that this proposal would affect their future promotion prospects. We explained that even after diverting 50% MT quota posts to seniority cum fitness quota, 50 % posts will be available for MT quota which is more than 1300 posts. In fact this will pave way for fast promotion to DE grade at present as well as in future. Naturally all Associations should support this move.

(ii) STS to DGM Promotion:

GM (Pers) informed us that work has already commenced. A list of eligible executives has already been published on the intranet and as soon as APAR is received, the process of DPC will be start. We requested GM (Pers) to expedite the work so that promotion orders may be issued at the earliest.

(iii) JTO to SDE promotion:

GM (Pers) said that due to stay on the DPC work by the Hon’ble Ernakulum CAT, it will not be possible to conduct the DPC. We requested GM (Pers) to ensure that the stay is vacated early. We were informed that this case is related to fixation of seniority of JTOs and is being dealt by the Establishment section, which is the cadre controlling section for JTOs.

(iv) Retention/ allotment to nearby circle:

We once again requested GM (Pers) to consider the requests of the SDEs who got STS promotion in July 2013 and have been posted to other circles and now requested for either retention or allotment of nearby circles. We pointed out that these requests are mostly from Chennai TD, Tamil Nadu TC and Karnataka TC. GM (Pers) has agreed that he will issue instructions for examining the requests.

Meeting with GM (Establishment):

GS and AGS(HQ) met GM (Establishment) on 25.10.2013 and discussed the following issues:

(i) JTO to SDE promotion:

We requested GM (Establishment) to cause action for vacation of stay which has been imposed by the Hon’ble CAT Ernakulum Bench of Kerala. He said that he was not aware that due to this case Personnel section is not able to issue the orders of promotion of JTO to SDE. He said that already necessary supportive documents to defend the case has been provided to Kerala Circle administration and has agreed to ensure that the stay is vacated early.

(ii) Regular appointment of TTAs officiating as JTOs:

GM(Establishment) informed us that legal opinion of BSNL counsel for Punjab and Haryana HC has been received. The file has been submitted for the approval of CS and Sr GM (Legal. As soon as approval is received from the Sr GM (Legal) necessary action will be taken for regularization of officiating JTOs.

(iii) E2/E3 scale to JTOs/ SDEs:

GM (Establishment) informed us that the issue will be further discussed in the second meeting of the committee to be conducted soon.
(iv) Superannuation benefit to the employees recruited by BSNL: GM (Establishment) said that soon the minutes will be submitted for the approval of the competent authority. However, he declined to disclose the details.

While discussing the issue with concerned authorities, it is learnt that holding of DPC for promotion to SDE (T) grade under 67% seniority -cum-fintess quota is possible only after vacation of stay imposed by Kerala CAT. We have requested immediate action by BSNL to vacate the stay.

The Minutes of the 23rd meeting of SCOVA reveals that DoT has since changed its earlier stand stated in its Action Taken Report on the Minutes of 22nd meeting of SCOVA and has said that the matter has been re-examined by them and a fresh proposal will be sent to DoP&PW for consideration before 30.09.2013. In the ATR, DoT had said that 'The proposal for revision of pension/ family pension of pre-2007 and post-2007 BSNL IDA pensioners/family pensioners by allowing the benefit of merger of 50% of DA/DR effectively amounting to 78.2% as on 01.01.2007 w.e.f 10.06.2013 based on the pay revision of BSNL serving employees w.e.f. 10.06.2013 is under consideration.'  Read More

06.10.2013:

MEETING WITH PGM (BW):

GS along with President, Com.R.Duraisamy, Vice-President, Com.R.Selvakumar, Editor, Com.Sudip Dey Choudhury, President, West Bengal Circle and Com.K.Rajasekaran, Circle Secretary, Tamilnadu met the PGM (BW) on 1.10.2013 and discussed the issues of amending the BSNL MS RR to facilitate promotion of non-graduates to STS grade and II ACP for left out civil Executives. PGM (BW) informed that all rulings relevant to allowing promotion of non-graduates are being compiled and some inputs from circles and other units have been called for and assured that a decision will be taken early. Regarding II ACP, he wanted more details from West Bengal circle, after which a decision can be taken. The issue of Executives from West Bengal alone required to go on transfer to NE circles frequently was also discussed.

MEETING WITH PGM (ELECTRICAL) BSNL CORPORATE OFFICE:

GS along with President, Com.R.Selvakumar, CHQ Editor and Com.K.Rajasekaran, CS, Tamilnadu met PGM (Electrical) BSNL CO on 1.10.2013 and discussed the issue of non-following of PGM (E) guidelines dated 26.10.2010 by the CE Chennai. PGM (E) said that CGMT Tamilnadu has already been requested to issue necessary directions for implementation of the above guidelines scrupulously. We pointed out that CE Chennai is still issuing looking after orders within Chennai area ignoring seniors working in Tamilnadu area. DGM (E) wanted us to give in writing specific instances of violation of guidelines on which he will initiate action.

MEETING WITH THE COMMITTEE ON MEMBERSHIP VERIFICATION:

GS along with President and Com.K.Rajasekaran, CS, Tamilnadu met the committee on Membership Verification at the scheduled time on 1.10.2013. GM (SR), Sr.GM (Pers) and GM (Estt) were present. We emphasized the points given in our response to BSNL’s proposals and explained the rationale behind them. The committee heard our views and made notes, assuring us of careful consideration of the points raised by us.

MEETING WITH CMD AND DIRECTOR (HR):

GS along with President and Com.K.Rajasekaran, CS, Tamilnadu met CMD and Director (HR) separately on 1.102013. Greetings on BSNL Day were exchanged. CMD enquired about our CWC meeting and the decisions taken in it. He requested our co-operation in various efforts being taken to improve the financial condition of BSNL. We later met DGM (Pers) and had discussions on filling up remaining DE vacancies on regular basis and promotion from JTO to SDE.

REDUCTION IN SPECIAL DISCOUNT ON FMRC OF POST-PAID BROADBAND PLANS TO GOVERNMENT EMPLOYEES:

In view of rationalization and extension of same special discount to FTTH DSL Broadband plans, BSNL has decided to reduce the special discount on fixed monthly rental charges of all the Postpaid Broadband Plans from existing 20% to 10%, for Serving and Retired Central / State Government and PSU Employees under DSL and WiMax Broadband Services. BSNL has launched this special discount scheme to broadband plans under DSL services from 2008 and WiMAX Services from 2012. The new revised instructions for reducing of special discount for government employees shall effective from 1st-October-2013 and shall be applicable on the bills issued from 1st-November-2013 onwards for all the existing and new customers of all the BSNL Circles.(BSNL Teleservices)

OPEN SESSION OF CWC MEET AT NEW DELHI:

The Open Session of AIBSNLOA Central Working Committee meeting at New Delhi commenced today with Com.K.Balasubramanian, President, CHQ in the Chair. Shri N.K.Gupta, Director (CFA) was the Chief Guest. Shri K.C.G.K.Pillai, Director (F) and Shri Anupam Shrivastava, Director (CM) were Guests of Honour. Com.Rakesh Sethi, GS, Com.S.Basu, Chief Patron, Com.V.P.Arya, former GS and senior officers of BSNL Corporate Office were in the dais along with CHQ office-bearers. The hall was virtually overflowing with participants of the CWC meet and members of Corporate Office and nearby circles. A complete report on the Open Session will be posted later.

LOOKING BEYOND:

This new section ‘Looking Beyond’ intends to draw attention towards things happening around us, particularly the socio-economic issues in the country, outside the small circle comprising our career and career related problems. During the past five years, AIBSNLOA has been successful in creating awareness on many important career and organization related matters, analyzing the matters to the core and reporting the pros and cons with honesty and objectivity. This has resulted in creating compulsions on others to seriously pursue the matter till then neglected by them either by chance or by design. Our responsibility and concern cannot end there. More than being a BSNL Executive, we are human beings, citizens of the country and we have social responsibilities to fulfill too. This section will periodically bring authentic reports of such socio-economic issues, taking care to avoid any political overtones. To start with we are reproducing a report on ‘Child Labour in India’ from ‘CHILDREN IN INDIA 2012 – A statistical appraisal’ published by Social Statistics Division of Ministry of Statistics and Programme Implementation, Government of India. Even today, after six decades of independence and despite various initiatives both on the legal as well as policy and programme levels, the condition of children remains a cause of concern in the country: ‘Children, under age 14 are often forced to work for as many as 18 hours a day. They are subject to malnutrition, impaired vision, deformities from sitting long hours in cramped, over crowded work places, they become easy preys to deadly diseases like serious respiratory diseases, T.B., and Cancer. They are often forced to lead solitary lives away from their families, deprived of meaningful education and training opportunities that could prepare them for a better future. Child labour not only leads to a perpetual cycles of poverty for a family, it depresses the Economy also. The immense benefits of abolition of child labour cannot be measured in economic terms alone, its enormous long term beneficial impact on the Society as a whole far out-weighs the nominal economic hardship that some families would suffer only for a short span of time.’  Read More
