Third Pay revision committee appointed:

'The company, as it seems, is not serious in bringing the court cases to an end, since it has been able to put the responsibility on the JTOs and extract the work of SDE from them without hindrance of work in the name of Looking After promotion. Even transfers are being forced on them in the name of Looking After promotion, justifying the transfer on the ground that they are already drawing the SDE scale and hence cannot deny LA promotion.' Management Committee recommends replacement of E1 to E6 scales with E2 to E7 scales:
Management Committee of BSNL is reported to have recommended replacement of E1 to E6 scales with E2 to E7 scales and sent to DoT for approval. This vindicates our consistent stand ever since revised pay scales were granted to BSNL Executives on 5.3.2009, that not only JTO & SDE scales but all scales should be revised at par with the Executives in other PSUs and since DPE has categorically declared that there should not be any intermediary scales. No other Executive Association can claim credit for this, since three associations, as part of the Joint Committee headed by Shri Md.Ashraf Khan, had recommended that, "i. The standard pay scales for JTO and equivalent grades in replacement of the pre-revised E 1A pays scales may be fixed at E2 level in revised scale. Similarly, those of SDE and equivalent grades may be replaced from pre-revised E2A pay scale to E3 in the revised scale. ii. Necessary changes in the EPP may be made, if required." Even in the recent agitation programs, they fondly adhered to their recommendations. While one of the three associations wanted SDEs and Sr.SDEs placed in the same E3 scale and amendment of EPP to that effect, the other two associations demanded implementation of Khan Committee report in its true spirit with introduction of E2 and E3 scales for JTOs and SDEs and upgradation to next higher scale every five years. They had never demanded replacement of E1 to E6 scales with E2 to E7 scales. This was why we were surprised with their claim that replacement of E1 to E6 scales with E2 to E7 scales have been agreed, when it was not their demand at all. Now, hopefully we expect DoT to approve the recommendations of BSNL Management Committee. Nevertheless we will take up with DoT now with added justification for equating our scales with MTNL executives consequent to grant of Government Pension to them under Rule 37A of CCS (Pension) Rules 1972. Anyway we are thankful to CMD, Director (HR) and GM (Estt) for taking a right decision at the right time.02.06.2016:
