Budget 2015: Taxes Cut for Corporates, Small Relief for Middle Class:

Finance Minister Arun Jaitley in his first full-year Budget did not provide tax breaks to the middle class disappointing millions. Currently, income up to Rs. 2.50 lakh is not taxed. However, Mr Jaitley proposed raising health insurance premium deduction from Rs. 15,000 to Rs. 25,000 and transport allowance from Rs. 800 per month to Rs. 1,600 per month, considered to be a small relief to the salaried class. The proposed hike in service tax and education cess from 12.36 per cent to 14 per cent will make many services costlier. Meanwhile, the Finance Minister has reduced tax on corporates to 25 per cent over four years from the current 30 per cent. This will boost spending and job creation, he said.

In respect of Merger of 78.2% IDA with basic pension benefit to the absorbed BSNL pensioners, the Minutes of 26th SCOVA meeting says that "It was informed that the proposal has been approved by Department of Expenditure, in principle. Department of Telecom informed that as per the advice of the Department of Expenditure a Cabinet Note has been prepared and sent to their IFD for approval. Department of Telecom was advised to finalise the draft Cabinet Note and circulate it to the concerned Ministries by the end of February, 2015."

The state-run firm is modernising all telephone exchanges with an investment of about Rs 600 crore for improving landline services. Long distance domestic calls are set to become cheaper as TRAI today slashed a network charge that one operator pays to another for carrying the call. Long distance domestic telephone calls are set to become cheaper as regulator TRAI today slashed a network charge that one operator pays to another for carrying the call by about 50 per cent to 35 paise a minute. Carriage charges play an important role in determining the long distance (STD) tariffs. "The Authority has reduced the ceiling of the domestic carriage charge to 35 paisa per minute from the existing 65 paisa per minute. This should also reduce STD call rates," the Telecom Regulatory Authority of India Secretary Sudhir Gupta told PTI.

GS met Sr.GM (Pers) today and discussed the following issues:

1. Promotion to SDE (T) grade:

We requested that an early submission may be made in High Court of Kerala, quoting the orders of Supreme Court of India that promotions cannot be withheld for any long time awaiting the results of the court cases and to ensure that DPC is process is completed immediately. Sr.GM (Pers) assured us that action is being taken to get the 'status quo' modified and that the work is in progress so as to issue promotion orders once the 'status quo' order by High Court of Kerala is modified.

2. Promotion to DGM (T) on regular basis:

We said that the executives have been working as DGM (T) on adhoc basis for more than three years and sizeable number of vacancies are available to regularise them. Sr. GM (Pers) has agreed to consider initiation of the process for promotion to DGM (T) grade on regular basis.

3.Request for transfers/retention in various grades:

Sr.GM (Pers) has agreed to consider the cases based on merits and based on the recommendations of the Circle Heads.

4.Status of court cases:

We were informed that the orders of Supreme Court is yet to be received in the Rule 206 case. In respect of Supreme Court's orders on revision of seniority lists 6 and 7, DoT has recommended that a review petition be filed by BSNL in the Supreme Court.

Meeting with General Manager (FP):

GS and CHQ FS met GM (FP) today and invited him to attend our AIC. He said that he will definitely try to come. We discussed the following issues with him:

1. Promotion to CAO (Regular) grade:

GM (FP) said that the process is on and hoped to complete it at the earliest.

2. Promotion to CAO (Adhoc) grade:

GM (FP) informed us that approval of the competent authority has been obtained for conduct of CPC and the process will commence soon.

3.Promotion from CAO (Adhoc) to CAO (Regular):

We reiterated our request for filling up the vacancies upto last month with the executives who were eligible and were under consideration for promotion in the previous CPC but could not be promoted due to want of vacancies. GM (FP) said that the matter is being examined and appropriate action will be taken.

4. Promotion from JAO to AO:

We made a similar request as in the case of CAO (Adhoc) to CAO (Regular) to fill up the available vacancies so that left out JAOs can be promoted. GM (FP) assured us that this issue will be taken up after the status of implementation of the promotion orders in all the circles is available.

5. Consideration of requests for retention/reallotment on promotion to AO grade:

GM (FP) informed us that genuine cases will definitely be considered but action will be taken only after the information sought for from the circles is received.

GS along with AGS HQ and CS & CFS of BSNL CO met CMD yesterday and invited him to attend the Open Session of our AIC to be held at Kolkata on 10th April 2015. CMD has agreed to attend unless some important business is fixed at the last moment. We handed over our letter [published below] on BSNL having two scales for JAG Selection Grade and requested his intervention. CMD has agreed to get the issue examined. We also requested him to ensure that DPC for promotion from JTO to SDE (T) is held at the earliest. CMD said that he will talk to the concerned officers to expedite the process. We requested him to get diversion of MT quota vacancies in Finance Stream cleared by the BSNL Board early so that promotion to CAO grade can also be processed. CMD agreed to do whatever is possible.

In the Action Taken Report on the decisions of 25th SCOVA meeting, in respect of pension benefit of IDA merger effectively amounting to 78.2% for BSNL absorbed Pensioners, DoT has conveyed that “DoPPW has conveyed its no objection and Department of Expenditure has also agreed to the proposal subject to the approval of Cabinet. Accordingly, Cabinet Note has been prepared and put up for approval of MOC & IT.”
