SC quota as per post based roster system in promotion from JTO(T) to SDE (T):

to GS AIBSNLOA furnishing the report from Personnel Branch on the above subject.

BSNL to function like a quasi private company?:
The DoT has proposed that BSNL should be taken out of the
purview of the Public Enterprise Selection Board (PESB) in respect of selection
and salaries of the board and higher level of management. DoT wants to
restructure the BSNL board with chairman from private sector. This is not
possible as BSNL CMD gets a salary less than Rs 20 lakh per annum. CEOs in the
private telcos get salaries ranging between Rs 4 crore to Rs 6 crore per annum.
Sources said that the DoT will seek full telecom commission’s approval in a
meeting to be held in the first week of May. Full telecom commission is the
final decision making body in telecom and comprises secretaries of ministry of
finance, industry and Planning Commission. “This has never happened in India. It
will require prime minister’s approval,” said a senior official in DoT. (TT)

Moratorium on transfers under BSNL Transfer Policy in view of the organisation
restructuring exercise: BSNL
has responded to our letter dated 18.02.2010
[read our letter], stating that it
has been decided not to resort to a moratorium on transfers. It further
states that the Transfer Policy has a provision which enables the management to
retain the employees beyond the specified tenure depending on the administrative
requirement and in the interest of service.

let down: Hours after the
indefinite strike started, a drama has been enacted culminating in the JAC
calling off the strike based on mere assurances from the Minister, which are
nothing but empty assurances and are only repetition of what the Minister had
said on Friday the 16th April 2010 to the JAC. The record of the discussions
with the Minister shows that the JAC has made an abject surrender without a
single demand being resolved and also putting a large question mark over the
future of the BSNL employees and executives. On the main issue of opposing
disinvestment, on which we had lent our support to the the strike, the record
says that all stake holders will be taken into confidence before arriving at a
final policy decision by the Government. But moments after the meeting with JAC
the Minister has spoken to the press that this issue will be referred to Group
of Ministers. This is a sample of the fate these assurances are going to face.
On the issue of ITS absorption and Pension revision for pre 1.1.2007 pensioners,
the JAC has agreed to preparation of cabinet note which is absolutely not
necessary, since extant orders are enough to settle these issues. The ploy of
cabinet note is the same old trick to indefinitely delay things. Thus the JAC
has given further unending lease of life for ITS officers and put the pensioners
into more trouble. Overall the strike settlement is nothing but a farce, which
makes mockery of the unsuspecting and innocent employees, and has done
irrepairable damage to the interests of the Executives and Employees of BSNL for
a long time to come. Once again these leaders have let down the interests of
BSNL and the interests of their own members, by willingly landing into the trap
laid by vested interests in the Government and BSNL Management.

Disinvestment to be referred to GoM:
Within hours of going on indefinite strike, the employee
unions of BSNL on Tuesday called off the protest after the government assured
that the issue of disinvestment in the telecom PSU will be referred to a Group
of Ministers. "We have assured them (unions) that the issue of disinvestment
will be referred to a GoM and they would be consulted before taking other
decisions with regard to BSNL," Telecom Minister A Raja said. (PTI)

The indefinite strike commenced at 6 AM today. The
strike has now been called off after a meeting of JAC with Minister of
Communications. Details of the meeting will be posted later.

for Strike from April 20th:
We had earlier very clearly made known our stand on the reported recommendations
of Sam Pitroda committee (which have not been made available to the
associations/unions till date) in our letter dated 16.03.2010 addressed to the
CMD BSNL [Read
our letter]. The committee was said to
have recommended a few issues contained in our letter dated 11.01.2010 addressed
to the Prime Minister with a copy to the committee
[Read our letter], such
as immediate finalisation of absorption of ITS Group A officers, induction of
professional Managers to manage the affairs of BSNL, more autonomy and power to
BSNL etc. On proposed 30% disinvestment of BSNL, we
had reiterated our consistent stand that disinvestment cannot be the solution
for the illness afflicting BSNL. We had also registered our strong protest
against any such move. Meanwhile a call for
Indefinite Strike from 20th April 2010 was given by the Joint Action Committee
of BSNL Unions and Associations. The demands include ITS absorption, No
disinvestment, No scrapping of tender for 93 million lines equipment, No
unbundling of last mile copper, No VRS, Pension Revision on IDA pattern and Wage
Revision for Non-Executive employees. The track records of some of the
associations and unions - which are part of the JAC - in the matter of revision
of pension of past pensioners of BSNL, absorption of the ITS Officers in BSNL
and on other issues have never been good. It was these unions/associations which
became the stumbling block in early settlement of Pension Revision by supporting
the demand of ITS officers for Pension Revision on CDA pattern. Again, these
were the unions/association which are solely responsible for giving fresh lease
of life to the ITS officers to continue in
BSNL without absorption when in October 2005 they vehemently opposed the Order
for repatriation of the ITS Group A Officers unwilling to get absorbed in BSNL/MTNL
which was issued at the instance of the then Secretary (Telecom).
It was these unions/associations which agreed for extension of their deputation
till December 2009. On ther other hand, it is AIBSNLOA which has been all along
studiously and painstakingly pursuing both these issues with the right
perspective and without making empty noises for public consumption. Further,
AIBSNLOA is second to none in opposing disinvestment, unbundling of last mile
copper etc. Also, the JAC did not make any effort to rally the support of all
associations and unions on such an important issue like 'disinvestment', which
cannot be fought in isolation. This exposes the non-serious approach of the JAC.
Nevertheless, AIBSNLOA will not remain a silent spectator during a protest
against 'disinvestment' and calls upon its members to join the Indefinite Strike
from April 20, 2010, if it takes place. All Circle and District Secretaries are
requested to communicate this to all the members immediately and to ensure full
participation of our members.

writes to CMD BSNL on relaxing eligibility criteria for appearing in LDCE for
promotion to SDE (Telecom) under 33% quota of vacancies:
'It is therefore requested that suitable relaxation in
Recruitment Rules be made so as to allow all those JTOs who have a combined
service of three years and more in TTA and JTO grades to appear in the LDCE for
promotion to SDE (Telecom) grade under 33% quota of vacancies.'

Removal of disparity in pay of JTO 2005 Batch:
We had earlier reported on 30.03.2010 that BSNL Board had
cleared a proposal for removal of the anomaly. BSNL has now issued orders as we
had reported -
allowing fixation equally to all JTOs of the Batch by
merger of 68.8% IDA and fitment benefit of 30% to the minimum of pre-revised IDA
scale which works out to Rs.21620/-.

Deletion of old HRMS number of TTAs promoted as JTOs on outside quota: The
issue was again discussed today with GM (Estt) consequent to reports from
Karnataka and Tamilnadu that the administration has again initiated the process
of deleting the old HRMS numbers. It is learnt that the issue is still
pending with EF unit of BSNL. GM (Estt) reiterated that the old HRMS
numbers will be retained and can be restored when a decision is taken even in
cases where new HRMS numbers are given. However we have requested him to
instruct the Circles to maintain status-quo till a decision is taken.

Modification suggested in BSNL MS RR:
It was AIBSNLOA which first took up the issue of
discriminatory provisions in respect of Civil/Electrical wing in BSNL MS RR and
sought relaxation in Educational Qualifications for promotion to EE (C/E) as has
been given for Telecom wing and Finance wing. Although BSNL Management
committee was reported to have taken a favourable decision long back , it is
said that the matter is yet to be cleared by the Board since the applications in
various CATs are pending on the subject making it sub-judice. The
management appears to have taken a stand that the issue cannot be cleared unless
the cases are withdrawn.

and Tamilnadu Circle was held with pomp and show on 8th and 9th April 2010 at
Chennai. GS Com.V.P.Arya and Com.S.Basu, GS AIBSNLREA were Chief Guests.
Com.J.N.Mishra, Circle President, MP Circle and Com.P.Arunkumar, Circle
Secretary, Karnataka were Special Guests. Senior Officers from both the Circles - Shri.A.Subramanian, CGM, Chennai
Telephones, Shri.P.K.Gupta, PCE (Civil), Shri.S.Shanmugasundaram, PGM, Tamilnadu
Circle and Smt.Sujatha Venkateswaran, GM (F), Chennai Telephones addressed the Open Session of the

Meeting with GM (Rectt): We met GM (Rectt) along with GS
of AIGETOA yesterday. We handed over copies of answer sheets of the candidates
we had mentioned in our letter dated 7th September 2009, which were obtained
under RTI Act. Discrepancy in valuation in each answer paper was
elaborately discussed. GM (Rectt) was convinced and has assured to
consider these cases and to do the needful early. Meanwhile a few
candidates have already received communication through their CGMs of scoring
minimum qualifying marks on re-evaluation.
