TRAI issues regulations for number portability:
'The guidelines have highlighted
subscribers' eligibility for porting - switching operators without changing
number - as well as the rights, obligations and duties of operators - both
donors and recipients. A donor is the operator from whose network the subscriber
exits and the recipient is the user's new service provider.'

ONGC, IOC, BSNL, SAIL, CIL may be termed Mahanavaratnas:
'Oil majors ONGC and IOC, telecom firm
BSNL, steel-maker SAIL, and Coal India Ltd may be the only state-run firms which
would get the coveted 'Mahanavaratna' status conferring them greater operational
autonomy. According to the criteria set by Department of Public Enterprises (DPE),
only five pubic sector enterprises (PSUs) could meet the qualifying norm in
turnover, profitability and networth.'

CHQ writes to CMD, BSNL requesting for
rechecking/re-totaling of marks of the candidates who have secured a few marks
less than the qualifying marks in the Departmental Competitive Examination for
promotion to SDE Telecom held on 15.7.2007:
'Some of them have obtained the Xerox
copies of the answer sheets through RTI Act and have found wrong totaling,
non-assignment of marks to answers marked right by the evaluator, awarding no
marks for right answer etc.'

3G base price set
to double as cabinet to take final decision next week:
3G services may finally see the day in
India in a big way but a very high investment for private operators as the DoT
is likely to follow finance’s Ministry’s proposal in hiking the base price for
3G services spectrum from originally decided Rs 2020 crore to Rs 4040 crore and
for broadband wireless access (read WiMAX) from Rs 1010 crore to Rs 2020 crore
for a pan-India licence. DoT can take relief from the fact that the finance
ministry may approve the move to auction 8 blocks for 3G spectrum. Finance
Ministry was earlier advocating for limiting the slots to 5 in each circle. The
slots include a slot for BSNL and MTNL in their respective areas of operation.

BSNL has added just 4,53,582 GSM
connections in May 2009, a growth rate of just 0.95%. Market share comes down
from 16.01% to 15.72%.

MODIFICATION OF PROMOTION ORDERS FROM AO/SrAO TO CAO ADHOC:
The issue was discussed with GM SEA and
some progress was achieved in respect of CAOs promoted from Orissa Circle. In
respect of the CAOs promoted from Chennai Telephones, the issue will be
discussed further after receipt of the information called for by SEA section
regarding availability of JTS posts

CHQ writes to Finance Minister on retrospective fixation
in higher pay scales at par with MTNL scales in view of the proposal for payment
of pension by Government for MTNL employees as is being paid for absorbed BSNL
employees:
'BSNL Executives were granted IDA pay
scales w.e.f. 1.10.2000, at one stage below the IDA scales given to equivalent
cadres in MTNL. BSNL and DoT officers justified these lower scales on the plea
that BSNL will have to pay pension contribution to DoT and will not be able to
pay higher scales at par with MTNL.'

BSNL calls for details of present status of JTS (AFS)
posts:
During the recent promotion to CAO Adhoc,
many promoted officers in Chennai Telephones and Orissa Circles could not be
accommodated in their parent circles due to the SEA Section's insistence that no
CAO posts were available in those circles. Our Association was the first
to raise the issue of availability of STS posts downgraded as JTS posts in the
year 1998-99 in order to conduct DPC in Group A posts, which could now be
upgraded as CAO posts for accommodating the promoted officers.

Now SEA Section has called for details of
present status of JTS (AFS) posts which were available on 30.09.2000.

We had reported on 05.06.2009 that
promotion orders from SDEs Telecom to DEs Telecom will be delayed due to a stay
order in CAT, Jammu. It may be corrected as J&K High Court at Jammu
instead of CAT, Jammu.

PROMOTION ORDERS FROM SDEs TELECOM TO DEs TELECOM TO BE
DELAYED: Issue of promotion orders from
SDEs Telecom to DEs Telecom, which was expected to be issued this month end,
will be delayed indefinitely. BSNL has to first satisfy the CAT, Jammu regarding
application of SC/ST roaster in the adhoc DPCs. Now there is a stay order from
the said CAT on the issue of further promotion orders.

DISPUTES IN SENIORITY OF SDEs TELECOM:
BSNL has decided to move Principal Bench of CAT, Delhi to obtain similar orders
which would be applicable for all SDEs Telecom regarding the disputes in the
seniority now being contested in different CATs. Accordingly, BSNL has retained
the services of one Legal Firm to represent it.

Hurdle for JAO recruitment removed:
The proposal to fill up JAO vacancies,
year-wise, both for departmental and out side quota, is waiting for clearance by
the Management Committee. Once the Management Committee approves the
proposal, DE Section will be asked to initiate recruitment of JAOs from outside
as well as for holding of Examination to fill up Departmental Quota of
vacancies.

DOP&T issues orders based on Supreme Court Judgment: We had reported on
13.05.2008, that 'In a remarkable and historic judgment, Supreme
Court has held that 'all entries 'good' or 'bad' made by a
superior in the Annual Confidential Report (ACR) of a government employee should
be communicated to him or her.' Based on the judgment, DOP&T has now reviewed
the matter regarding communication of in the ACRs and has conveyed it decision
to change the nomenclature of ACR as APAR and that the full APAR including
overall grade and assessment of integrity should be communicated.
