We had earlier reported that there
is delay in conduct of DPC for promotion from SDE Telecom to DE Adhoc due to
shifting of one of the members of the DPC. Now Shri.R.K.Batra, DDG (IR) has
been appointed as a member of the DPC, in the place of Shri.S.C.Mishra, Sr.DDG (Estt)
who was transferred to Bihar. Therefore the DPC is expected to resume work
shortly. It is also learnt that Vigilance Clearance in respect of about 75% of
eligible officers have been received.

We had pointed out
in our Circular-1 that 'the
BSNL management has no answer as to why no serious effort
is being made to recover several thousand crores of unpaid bills
which goes on increasing from year to year.'
The CAG report
later confirmed our concern. Vindicating our stand,
now it is reported that BSNL has
asked its state units to appoint Private Recovery agents on
commission basis to assist in recovery of dues.

Inter-se-seniority between the SDEs Telecom promoted against
2/3rd and 1/3rd quota, as of now, will have to
undergo changes following the Order passed by the Hon’ble
Madras High Court on 2nd April 2008 dismissing the
Writ Petitions filed before it by the Government of India
(represented by Secretary, Deptt of Telecom) and Member
(Services), Telecom Commission and others challenging an order
earlier passed by Hon’ble Central Administrative Tribunal,
Chennai setting aside the seniority assigned to 270 SDEs
Telecom of 1/3rd quota (competitive) vide DoT
letter dated 1.2.2001. The Central Administrative Tribunal
Chennai held the view that “……. We
would therefore hold that the rule 2(iii) contains an implicit
condition that inter-se-seniority in the ratio of 2:1 shall
operate only with reference to dates of regular appointments.
Otherwise, as we have demonstrated, the rule leads to a position
of giving the LDCE candidates the benefit of assignment of
seniority as if they were appointed retrospectively against
vacancies that occurred even prior to their satisfying the
eligibility condition for promotion as per Recruitment Rules
even though in fact they have not been and in fact could not be
appointed retrospectively (Para 49 of CAT Order).”
Since the judgment speaks of the principle for deciding the
inter-se-seniority between 2/3rd and 1/3rd
quota candidates, it will have impact on the revised seniority
list of 147 SDEs Telecom of 1/3rd quota issued vide
DoT No. 2-32/2001-STG.II dated 27th March 2008 and
also on similar other seniority lists.

19.04.2008: Promotion of SDE
Telecom to DE Adhoc has been delayed due to shifting of
one of the members of the Promotion Committee from his present
post in BSNL corporate office to outside circle. Also
vigilance clearance is yet to be received for more than 40% of
eligible officers.

16.04.2008: CHQ writes to CMD BSNL requesting appropriate
steps to fill up vacant JAO posts. 'The
shortage in the cadre of Junior Accounts Officer in BSNL is
quite alarming. As on date more than 2000 posts of JAOs are
lying vacant mainly due to lack of concern and urgency on the
part of the management.'

has issued order granting IDA pay scale of Rs.11875/- as
equivalent of CDA scale of Rs.7450/- for a few officers in
Telecom Factory and one Artist in ALTTC. This justifies our
demand for granting Rs.11875/- for AAOs.

05.04.2008:
BSNL’s proposal for merger of 50% of IDA with
the basic pay for the BSNL Employees is now under consideration
of the Department of Telecommunications i.e. the Administrative
Ministry for BSNL. The proposal sent by BSNL is only regarding
the employees in service on 1.1.2007. A separate case for the
other BSNL pensioners is under process in BSNL Corporate Office.

05.04.2008:
As
reported earlier by us, the final order for promotion from SDE
to Adhoc DE may
contain about 1100 names of eligible SDEs. At this moment around
1150 names are being considered. But in respect of large number
of cases, Vigilance clearance from the Circles are yet to be
received. If everything goes well, the promotion order could be
issued any time after 15th April 2008 but before the end of
this month.

Tabulation work in
respect of competitive examination for promotion as SDE Telecom
held earlier is in progress. It may take another fortnight for
declaration of results.
