Increase in IDA w.e.f. 1.10.2014:

According to calculations based on All India Consumer Price Index for June, July and August 2014, IDA is to increase by 6.9% w.e.f. 1.10.2014 from 91.3% to 98.2%

29.09.2014:

Meeting with Sr.General Manager (Pers):

GS met Sr.GM (Pers) today and discussed regarding revision in posting orders of the seniors executives and Lady executives of Chennai and Tamilnadu circles. Addl. GM (Pers) was present. GS handed over three separate letters regarding revision of posting orders in DE/AGM grade in respect of Tamilnadu Circle, Chennai Telephones and revision of posting orders in SDE grade. While agreeing to examine our requests, Sr.GM (Pers) once again cautioned us that we should not expect large number of modifications.

Meeting with Sr.General Manager (Pers):

GS and AGS (HQ) met Sr.GM (Pers) today and discussed the following issues:

1.Revision in posting orders of the seniors executives and Lady executives of Chennai and Tamilnadu circles:

We once again requested Sr.GM (Pers) to fill up atleast 50 % of available posts so that senior and lady executives can be accommodated in their parent circles. Sr.GM (Pers) said modified orders will be issued only in October and cautioned us that we should not expect large number of modifications. He said that consideration will be based on merits of each case.

2.Revision in transfer orders of SDEs who got their promotion through LDCE and posted in NE circles:

We requested Sr.GM (Pers) to consider the representations of those executives who were promoted from JTO to SDE through LDCE and posted in NE_I, Assam and NE-II circles and got retention upto 31.3.14 and now have requested permanent retention in their respective circles. We requested that they can be given further retention atleast upto 31st March 2015. Sr.GM (Pers) was not in favour of giving further extension.

3. Holding of DPC for promotion from JTO (T) to SDE (T):

We once again reiterated that in the absence of any sign of an early end to the court case, the only way out is to consider filing an IA, as was done in the "147 case" in Supreme Court, where the Supreme Court has directed that "promotions cannot be withheld for any long time awaiting the result of the court case." Sr.GM (Pers) agreed to get our suggestion examined early to bring an end to the stalemate.

GM (FP) informed us that work is in progress and hoped that promotion orders can be issued next week, if everything goes well [Later we have met CLO and have requested him to help early completion of the process].

(2) Promotion from CAO (Adhoc) to CAO (Regular):

GM (FP) informed us that VC in respect of 117 CAOs (Adhoc) are yet to be received.

(3) Promotion from DGM (Adhoc) to DGM (Regular):

GM (FP) informed us that CPC will be held on 30th September 2014.

(4) Individual requests for place of posting on promotion and request for retention on transfer:

We requested GM (FP) to favourably consider the representations of our members which we had handed over to him. He has agreed to consider them.

According to the minutes of the 25th meeting of SCOVA held on 5th September 2014, in respect of benefit of 78.2% IDA with basic pension to absorbed BSNL pensioners, DoE has intimated that they will send their comments to DoT within a week.

Allotment of staff quarters beyond the permissible period of 5 years to the spouse of the deceased employee:

BSNL CO has clarified that as per the modified policy for allotment of vacant quarters to retired employees of BSNL/DOT issued on 10.7.2013, this policy is not applicable to the family pensioners of BSNL deceased employees. View clarification

India creates history, reaches Mars orbit on maiden attempt:

India created history today, becoming the first country in the world to succeed on its first Mars mission when Isro's Mangalyaan slipped into Martian orbit after a few nail-biting moments. The country joined the United States, European Space Agency and the former Soviet Union in the elite club of Martian explorers with the Mars Orbiter Mission, affectionately called MOM. Mangalyaan, which relies on homegrown technology, is a remarkably low budget mission of about $75 million. NASA's Mars Atmosphere and Volatile Evolution mission, or Maven, which reached its position around the Red Planet on Sunday has a price tag of $671 million - nearly nine times that of MOM's. India's feat gains significane in the light of the fact that more than half the world's previous attempts - 23 out of 41 Mars missions - have failed, including attempts by Japan in 1999 and China in 2011.

Let us congratulate the entire Team ISRO for its unparalleled achievement.

GS met Sr.GM (Pers) yesterday and discussed the following issues. Addl. GM (Pers) was also present.

1.Revision in posting orders of the seniors executives and Lady executives of Chennai and Tamilnadu circles:

Sr.GM (Pers) told us that any decision in this regard will be taken by the Management next week. Simultaneously he also informed us that only a few cases may be considered. It will not be possible to accommodate large number of executives in these circles because number of executives who got promotion in these two Circles is very high compared to other circles and already 70 -75 % posts in these circles have been filled up. However we once again requested him to fill up atleast 50 % of available posts and take an early decision so that the uncertainty among senior and lady executives comes to an end.

2.Revision in transfer orders of SDEs who got their promotion through LDCE and posted in NE circles:

We requested Sr.GM (Pers) to consider the representations of those executives who were promoted from JTO to SDE through LDCE and posted in NE_I, Assam and NE-II circles and got retention upto 31.3.14 and now have requested permanent retention in their respective circles. We explained that after STS promotion some SDE posts have been vacated in these circles and shortage in NE-I, NE-II and Assam Telecom Circles have now reduced. Hence, we have requested that these executives may be accommodated in their parent circles.

3. Fresh DPC from SDE to DE, for promoting all the remaining qualified SDEs of Seniority List 5:

We once again requested to Sr.GM (Pers) to consider our proposal for giving promotion to DE/AGM grade for the remaining 90 SDEs in seniority list 5. We have suggested that promotion may be given against the posts kept reserved for untraceable SDEs and against the posts which are still laying vacant because some of the executives were found not fit for promotion in the last DPC.

4.Promotion and posting of left out Executives as DE on regular basis:

We requested Sr.GM (Pers) for early issue of promotion orders to left out executives, for which approval has already been obtained from the CMD. Sr.GM (Pers) informed us that place of posting of these executives has been decided and promotion and posting orders for 112 executives will be issued on Monday.

Prime Minister Narendra Modi rolls back BSNL, MTNL merger:

Prime Minister Narendra Modi has decided not to merge state-owned telecom firms MTNL and BSNL, a move that could well be termed as the first by the present NDA government to overturn a major decision of the previous UPA government. Sources in the government said that instead of infusing fresh capital or merging them to revive the cash-strapped and loss-making BSNL and MTNL, the PM has asked the Department of Telecommunications (DoT) to consider a proposal for the outright purchase of the optic fibre cable (OFC) network of the former, which is the largest in the country. “Once owned by the DoT, the OFC network could be used for early rollout of the government’s ambitious ‘Digital India’ programme,” they added.(Deccan Chronicle)

(1) Promotion from JAO to AO :

GM (FP) informed us that position is the same as it was 6-7 month back, but SEA cell was trying its best to get the permission from CMD to hold the DPC so that promotion may be given to the JAOs who are waiting for more than one year.

(2) Promotion from CAO (Adhoc) to CAO (Regular):

GM (FP) informed us that due to non availability of VC for more than 140 CAO (Adhoc) it has been not possible to hold the DPC. As soon as VC are received, DPC work will start.

(3) Promotion from DGM (Adhoc) to DGM (Regular):

GM (FP) informed us that work has already been started and may be completed within this month.

(4) PROMOTION FROM AO TO CAO (Adhoc):

GM(FP) informed us that approval for filling up of 238 vacancies of CAO (seniority cum fitness quota) on adhoc basis has been taken from CMD and that the work for holding DPC will start soon. We requested GM (FP) to make fresh efforts to secure approval from BSNL Board for diversion of 50% MT quota posts and filling them simultaneously, but without further delay in holding the DPC. GM (FP) assured that he would meet CMD today in this regard.

'Dal lake, one of the world's largest natural lakes, covered an area of 75 sq km in 1200 AD. The lake area almost reduced to one-third in the eighties and has further reduced to one-sixth of its original size in the recent past. The lake has also lost almost 12 m of depth. "Massive encroachments and erection of many structures and hotels have led to the reduction in the size of the lake," says Manu Bhatnagar, principal advisor in the natural heritage division of the Indian National Trust for Art and Cultural Heritage (INTACH), Delhi Chapter. INTACH's Jammu and Kashmir chapter had observed that construction in low-lying areas of Srinagar, especially along the banks of the Jhelum, had blocked discharge channels of the river almost five years ago.' Meeting with Sr.GM (Pers):

GS and GS/SNEA together met Sr.GM (Pers) today and discussed about filling up of available vacancies to accommodate senior and lady executives belonging to Tamilnadu, Karnataka and Chennai Telephones Circles on their promotion to DE/AGM grade on regular basis. Sr.GM (Pers) reiterated his known stand that postings have been made in such a way to distribute shortages evenly among circles so that circles facing severe shortage in STS grade get some relief. He wanted us to request our members to go and join. He said that even if one change is made, it will have the consequence of more requests flooding Corporate Office. We insisted that we did not want individual consideration, but only wanted a policy decision to fill up atleast 50% of the still available vacancies in these circles, accommodating the executives purely on seniority basis and with due consideration for lady executives. Finally Sr.GM (Pers) has agreed to discuss the issue further with the CMD.

Telecom department rejects BSNL's plea for more compensation for services in Naxal areas:

'State-run BSNL had sought additional compensation equivalent to 16.5 per cent of the project cost to encourage its staff to work in hostile regions prone to left wing extremism. DoT has rejected BSNL's demand on grounds that "the upcoming mobile network assets created in these Naxal-hit regions would be vested with the staterun telco". The Cabinet, on DoT's recommendation, had last month approved the transfer of future mobile network assets created in India's Naxal-prone zones to BSNL for ensuring uninterrupted mobile coverage even after the government stopped supporting the project after 2019.' Meeting with CMD, Sr.GM (Pers), GM (SR) and Addl.GM (Pers):

GS, AGS (HQ), CHQ FS and Com. Badrinarayanan, ACS Chennai Telephones met Addl.GM (Pers) and GM (Pers) yesterday. Today they met GM (SR) and the CMD and reiterated our request for filling up available vacancies so that seniors and ladies can be accommodated in Tamilnadu Circle and Chennai Telephones on their regular promotion as DE/AGM. Sr.GM (Pers) stood his ground that these Executives have been posted to Circles where there is acute shortage in STS grade. He wanted us to convey his assurance that those who join will be given transfer back to their respective circles after two years or at the time of next CPC. GM (SR) understood and appreciated our points and agreed to talk to Sr.GM (Pers) for reconsideration of the issue. When we met CMD in the evening he said that he has spoken to all the CGMs to post those who are coming on promotion to their circles, at major stations having direct train connectivity. However he has agreed to get the issue examined again. We have requested him that atleast some vacancies can be filled up so as to accommodate the seniors and ladies.

GS and AGS (HQ) met Director (CFA) and Director (CM) separately today and briefed them about the DE regular postings, where large number of Executives from Tamilnadu and Chennai Telephones have been posted outside their circles although a good number of vacancies existed in these circles. We explained to them that these two circles have been performing well achieving the targets and have been showing positive growth. Sending such a large number of executives out at this juncture will have a negative impact on the services. We emphasized that a portion of the vacancies could have been utilised to post the seniors and ladies. Both the Directors were in complete agreement with our contentions and have assured us that they will discuss the issue with CMD."

The orders were not issued today as has been expected. GS pursued the matter during the entire after-noon. Orders will be issued tomorrow for 29 executives.

Release of Pension and pensionary benefits in view of the judgment dated 14.8.2013 of the Hon’ble Supreme Court in the CA No.6770 of 2013 – State of Jharkhand & others vs Jitendrakumar Shrivastava & another.:

BSNL CO has clarified, in consultation with DoT and DoP&PW that the Supreme Court judgment dated 14.8.2013 is not applicable for government servants and BSNL absorbed employees who are covered under CCS (Pension) Rules, 1972. View clarification
