GS along with FS CHQ met Addl. GM(Pers) yesterday and discussed the following:

1. DPC from JTO (T) to SDE (T):

We requested Addl.GM (Pers) for early holding of DPC for promotion from JTO (Telecom) to SDE(Telecom). We discussed about year-wise number of seniority quota vacancies and enquired as to when DPC work can be completed. Addl. GM (Pers) provided us the details of year-wise vacancies and informed us that Personnel Section will try to complete DPC work in shortest possible time. He also informed that CR has been received from most of the circles for the years 2009-10, 2010-11 and 2011-12 but APAR pertaining to 2012-13 and 2013-14 are yet to be received. Similar is the status of VC. We request all the circle office bearers and CHQ office bearers to pursue with the respective Circle administrations for sending the APAR and VC at the earliest so that DPC can be completed in a short time. List of Circles from where CR and VC are required will be published soon.

2.DGM (Adhoc) promotion:

Addl GM (Pers) informed us that order from Hon'ble Supreme Court has not been received till today.

3. DPC from SDE(T) to DE(T):

We requested Addl GM (Pers) to hold DPC for promotion from SDE (T) to DE(T) for the available vacancies. We also requested Addl GM (Pers) to take a decision in respect of the list of untraceable executives. In the last DPC, number of posts were kept reserved for these executives. But all are aware that except for few cases no information has been received from any of the circles in respect of these untraceable executives. We requested more executives can be promoted utilising these vacancies. We suggested that all Heads of Circles may be asked to certify that these executives are not working in their circle and in case no information is received from the circles then it should be assumed that these executives are not working in these circles as well as in BSNL. Addl GM (Pers) assured us that he will take necessary action in this regard. We also request all the visitors of this site to inform us if they have any information about any of these executives.

Meeting with General Manager (FP):

GS along with FS CHQ met GM (FP) yesterday and discussed the following:

1. JAO to AO promotion:

We once again thanked GM(FP) and his team for completing this work in a very short time after getting the nod from concerned authorities. GM (FP) was also of the opinion that SEA section has done an excellent work. We requested GM (FP) to fill the remaining posts so that left out JAOs can be promnoted. GM (FP) assured us that work will commence soon for conducting DPC for remaining vacancies of AO.

2. CAO (Adhoc) to CAO (Regular) promotion:

We once again requested GM (FP) to consider our proposal for regularization of adhoc CAO against the available vacancies. GM (FP) reassured us that soon necessary action will be taken on this issue.

3. Retention in parent circles - case of JAOs posted outside their circles on promotion as AO:

We also requested GM (FP) to consider requests of these executives for retention/reallotment to parent circles. We also requested early consideration of pending transfer requests in AO and CAO grade. GM(FP) agreed to take necessary action on our request.

GS along with CHQ FS met Sr.GM (Pers) yesterday and discussed the following:

1. DPC for promotion from JTO (T) to SDE (T):

GS requested Sr.GM (Pers) for early holding the DPC for promotion from JTO (Telecom) to SDE(Telecom). Sr.GM (Pers) informed us that efforts are being made for holding the DPC for the all the five vacancy years 2009-10, 2010-11, 2011-12, 2012-13 and 2013-14 together. He informed us that APARs have not been received from many circles. VC received earlier has also expired in some cases and fresh VC has been called from the circles. We requested that the process should not be allowed to be delayed and action is required to complete the DPC work in shortest possible time.

2. Restructuring of Hindi Cadres:

We requested Sr. GM (Pers) to take early action in respect of revised pay scale for AD (OL). Sr. GM (Pers) said that DoT has not agreed for revision of pay scale of AD (OL) of BSNL. We informed him that Dept. of Expenditure and later Dept. of Official Language have advised grant of the revised scales to ADOL and equivalent posts existing in their subordinate offices. Sr. GM (Pers) then agreed to examine our request. We also raised the issue of sanction of one additional ADOL post for MP Circle. Sr.GM (Pers) has agreed to consider this issue.

3. Consideration of own request transfers:

We also requested him to consider transfer requests pending in Pers-I and Pers-II sections. Sr.GM (Pers) agreed to take early action.

4.Promotion from DE to DGM (T) grade:

Sr.GM (Pers) informed us that Supreme Court has given its verdict on Rule 206 issue and appropriate action will be taken in respect of DE to DGM promotion after studying the verdict.

5.Seniority lists 6 & 7 of SDE (T):

In respect of implementation of the verdict of Supreme Court in respect of seniority lists 6 and 7, he said that DoT has forwarded the verdict to DoP&T for its comments. Final decision will be taken on the basis of reply by DoP&T/DoT.

BSNL CO has further clarified that the period of pre-appointment training before the appointment would be counted towards qualifying service for the purpose of eligibility for appearing in LDCE, even when there is a gap between date of completion of pre-appointment training and date of actual appointment. The gap between date of completion of pre-appointment training and the date of actual appointment in BSNL would continue to be deducted except holiday/Sunday, fallen if any, just before the date of appointment as already clarified vide orders dated 19.1.2015. 1. DPC for promotion from JTO (T) to SDE (T):

GS discussed the issue with Addl GM(Pers) and requested him for early holding the DPC for promotion from JTO (Telecom) to SDE(Telecom). Addl GM (Pers) informed us that Personnel section is taking permission for holding the DPC for the vacancy years 2009-10, 2010-11, 2011-12, 2012-13 and 2013-14. Addl GM (Pers) also informed us that most of the APARs have been received but still APARs in respect of vacancy years 2012-13 and 2013-14 have not been received from the circles. VC received earlier has also expired and fresh VC has been called from the circles. Addl. GM (Pers) also said that approximately 6000 vacancies are available in which 4500 vacancies pertain to the years 2009-10 to 2011-12. He assured us that efforts will be made to complete the DPC work in shortest possible time and work has already commenced.

2. Restructuring of Hindi Cadres:

We requested Addl. GM (Pers) to take early action in respect of revised pay scale for AD (OL) and creation of AD(OL) posts in different circles. Addl GM (Pers) said that in an earlier letter, DoT had not agreed for revision of pay scale of AD (OL) of BSNL but recently another letter has been received from DoT asking BSNL to take necessary action. Therefore, BSNL is seeking clarification from DoT on their earlier letter. As soon as a reply is received from DoT, necessary action will be taken in both the issues.

3. Consideration of own request transfers:

CHQ responds to Restructuring branch's proposal on BSNL HR plan:

'The figures provided by the Restructuring branch itself shows that there has been a wide gap between the sanctioned strength and working strength in respect of DEs/SDEs/JTOs. Work load on these executives in the field units has been phenomenally increasing, since there has been huge number of retirements during the recent past and the sections handled by them are given to those in service as additional charge with no limit prescribed for such additional charges. This is already posing challenges for effective and efficient network management and service delivery. Further reduction in the strength of these executives will badly affect the operational efficiency leading to customer dissatisfaction.' Read More

'This 2013 Act (of previous government) had over 50 drafting errors. The provision with regard to the rectification of errors will be used to cure most of them. Some are being cured through this ordinance which alters the earlier mandate of the 2013 law that unused land has to be returned five years after the acquisition. The earlier provision was clearly defective. Creation of smart cities, townships, industrial corridors, business centers, defence projects, cantonments, ports, nuclear installations, building of highways, irrigation projects, dams have a long gestations period.
