22.12.2014:

Promotion from JAO to AO grade:

SEA section of BSNL CO had requested the circles/units to furnish compilation of ACR/APAR grading of executives under consideration for promotion to AO grade. The details are reported to have been received from only seven circles. Circle Secretaries are requested to check with their circle administration and ensure early submission of the required details.

Government decides to pay 8.75% interest on PF for 2014-15:

Over five crore subscribers of the EPFO will get 8.75 per cent interest this fiscal on their provident fund deposits - the same rate as the previous year. "Finance Ministry has ratified the decision of the EPFO's Central Board of Trustees (CBT) to retain 8.75 per cent rate of interest for the current fiscal," said a source. The rate was same in the previous year, 2013-14, when it was raised from 8.5 per cent in the 2012-13 fiscal.(PTI)

Alteration of date of birth of a Government Servant — reiteration of the instructions:

'Rule 56 of Fundamental Rules states that except as otherwise provided in the rule, every Government servant will retire from service on the afternoon of the last day of the month in which he attains the age of sixty years. Provided that a Government servant whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years.' Consequent to some of the circle office-bearers including circle secretary leaving the organisation, General Secretary, AIBSNLOA CHQ has appointed an adhoc body of AIBSNLOA Chennai Telephones Circle, with Com.P.RAMACHANDRAN, AO as Circle President, Com.M.VIJAYAKUMAR, SDE as Circle Secretary and Com.V.ANBARASAN, SDE as Circle Finance Secretary. Meeting with General Manager (Admin):

GS, CHQ FS and OS of BSNL CO Circle met GM (A) and discussed the following:

1. Purchase of Executive Diary for supply to Executives of BSNL CO:

We enquired about delay in taking a decision for supply of Diary 2015. GM (A) informed us that a committee has been formed and the committee will decide in respect of purchase of Diary, since this year all the associations have given quotations for supply of Diary.

2.Revision in rate of Mobile Phone:

We requested GM (A) to take up the matter for revision of rates of mobile phones for executives below JAG level, as the present rates were decided in 2007 and since then no revision has taken place, while rates for JAG and above have already been revised last year. We told GM (A) that even a low-priced smart phone cannot be purchased with the present rates. GM (A) agreed with our proposal and assured us that he will take up the matter with BSNL Management and requested us to submit our proposal.

3. Payment of Bills to MTNL in respect of RSTC provided by it:

We requested to take an early decision in respect of payment of bills to MTNL for RSTCs and to finalise the modalities because MTNL disconnects RSTCs, under DNP, of BSNL employees without issuing any notice. GM (A) informed that a memo in this respect is pending with Management Committee of BSNL Board for approval. As and when it is approved necessary direction will be issued by the BSNL CO. We requested an early decision in this regard.

18.12.2014:

Meeting with General Manager (Rectt):

GS and CHQ FS met GM (Rect) and discussed about the reported efforts by BSNL for recruitment of Management Trainees. We requested GM(Rect) to fill up the entire MT vacancies from among the internal candidates only and drop the proposal for recruitment from outside, as it will have the advantages of boosting the morale of the talented executives and thereby increase productivity, the set of skills that an executive acquires on the job through training and experience increases the executive’s value for the company, retention rate of qualified executives will improve as they will see a career opportunity within the organization, going for internal selection is cost effective compared to external recruitment, the process of outside recruitment comprising conduct of examination, declaring the results, verifying the credentials of successful candidates, imparting training and actual appointment is very lengthy, defeating the purpose of immediate expertise requirement and time to contribution is also faster for existing executives taking new responsibilities, since familiarity with policies, system and work enable them to become productive more quickly, compared to outsiders. But GM (Rect) did not agree with us and told us that recruitment will be done both for internal and external categories and he hoped that under external category also large number of executives of BSNL may qualify. GM (Rect) also requested that there should not be any efforts to stop the examination because BSNL is in urgent need of sales and marketing skills. However we have requested him to re-examine the issue.

18.12.2014:

Meeting with Executive director (CN):

Subsequently GS along with CHQ FS, Com.D P S Chawla CWC member of BSNL CO Circle and Com.Kamal Batra Executive Memebr of BSNL CO Circle met ED(CN) and discussed:

1.Proposed Recruitment of MT by BSNL:

We reiterated our stand on this issue with all the above arguments and requested ED(CN) to fill up the entire MT vacancies from among the internal candidates only and stop the proposal to recruit from outside. ED(CN) informed us that the proposal of recruitment of Management Trainee has already been approved by the Management Committee of BSNL Board and soon examine will be held and it will not be appropriate to comment on this now. He was expressed hope that under large number of executives may qualify under external category. However, we once again requested him to fill up the entire MT vacancies from among the internal candidates only.

2. Approval of E2 and E3 scales for JTO/JAO and SDE/AO respectively:

ED(CN) said that in view of recent cabinet approval for pension to MTNL employees at par with BSNL employees, MTNL pay scales will be brought at par with those of BSNL employees in the next pay revision due from 2017 and hence fresh discussions will be held with DoT.

3.Policy on Cadre Hierarchy : ED (CN) informed us that proposal of BSNL has already been circulated and associations can submit their views on it or cansubmit their own proposals.

Meeting with Sr.GM (Pers):

GS and FS met Sr.GM today and discussed the following:

1.Revision of posting orders and issue of transfer orders:

We again requested Sr.GM (Pers) to consider a pending request for revision in posting orders in SDE (T) grade. We also requested him to consider request transfer of Executives of DGM, AGM and DM grades in BSNL CO. BSNL has agreed to examine the requests.

2. Recruitment of MT:

We have explained our stand reiterated in our letter requesting to utilise the skills and expertise within BSNL instead of going for outside recruitment. When we enquired about the BSNL HR Plan DoT is reported to be insisting, he said that he did not have any knowledge about it but opined that in any organisation HR policy has to change in accordance with the time and situation.

3. Promotion to DGM (T) grade:

We requested him to issue promotion orders subject to the final outcome of the court case. Sr.GM (Pers) agreed that orders can be issued after receipt of fresh VC.

Meeting with GM (Establishment):

GS along with FS CHQ and Com.DPS Chawla CWC Member met GM (Establishment) yesterday and discussed the following issues:

(1) Recruitment of MT (External):

We requested GM (Estt) to drop the plan for recruitment of MT(External) as we believe that BSNL is already having a good number of skilled and qualified executives who can take care of sales and marketing effectively. We said that BSNL can give an opportunity to its own executives. GM (Estt) did not agree with our view and said that BSNL will be recruiting MT(External) as well as MT(Internal) in 50:50 ratio. He hoped that atleast half of the total posts of MT (External) will be taken by the BSNL executives, who are eligible to appear for MT(External) also. On our proposal to have time bound functional promotions upto SG JAG level as was assured at the time of absorption, he said that in that case executives in JTO and SDE grade will be less and those in DE and DGM grade will be more resulting in reverse pyramid in organisational hierarchy which will not be a desired proposition. We told him that had recruitment of JTOs/JAOs been done regulary every year the situation would have been different. We also said that holding LICE/LDCE also on regular basis will result in the executives getting their promotion much early, avoiding suffocation without promotion. GM (Estt) agreed with us and said that the Management also favoured the same but holding examinations is mostly delayed by court cases. However he assured us that in future the Management will make all efforts that both internal and external recruitment are done on regular basis, every year.

(2) Amendments to JTO RR:

We expressed concern that amendments proposed in JTO RR have not yet been implemented even after eleven months. GM (Estt) informed us that in the next meeting he will try to get the approval of BSNL Board because this is also part of BSNL HR Plan.

(3) Approval of E2 and E3 scales for JTO/JAO and SDE/AO respectively:

GM (Estt) said that in view of recent cabinet approval for pension to MTNL employees at par with BSNL employees, MTNL pay scales will be brought at par with those of BSNL employees in the next pay revision due from 2017 and hence fresh discussions will be held with DoT. But he did not reveal what BSNL intends to discuss.

Looking Beyond - Why the Chhattisgarh sterilisation tragedy may happen again:

'In January this year, Dr R K Gupta was honoured by the Government of Chhattisgarh for performing 50,000 laparoscopic tubectomies. 10 months later, he was arrested under charges of causing death by negligence in the same procedure he was once lauded for. On 10 November, Gupta defied government medical protocol and conducted 83 laparoscopic tubectomies in just five hours in a mass sterilisation camp organised by the Government of Chhattisgarh. This fateful stint left 13 women dead and many others battling for their lives. Two weeks since the tragedy, during which the people saw the usual blame game playing out between the Government of Chattisgarh, the practitioner and the pharmaceutical company supplying the medicines, a drug sample report has confirmed that the medicines given to the victims did indeed contain poisonous substances, zinc phosphide or rat poison being one among them. Clearly, there is a much larger issue concerning the health industry in India, that has been brought to the fore one more time and which remains largely unaddressed despite various concerns raised earlier.
