27.08.2009: Govt
to raise Rs 25K crore from 3G; base price at Rs 3500 crore:
Paving the way for moving to the next generation
of mobile services, an empowered Group of Ministers today fixed Rs 3,500 crore
as reserve price for 3G spectrum to be given to a maximum five players
initially. The eGoM also decided a base price of Rs 1,750 crore for pan-India
WiMax spectrum and the auction of both will be completed within 90 days, Telecom
Minister A Raja told reporters. "I do feel that the Government of India, putting
together 3G and Wimax, will easily get Rs 25,000 crore," he said after over a
hour-long meeting of the eGoM. The eGoM, headed by Finance Minister Pranab
Mukherjee, decided that five slots in 3G spectrum would be auctioned and amongst
the five, one lot has already been allotted to BSNL or MTNL, the minister said,
adding that four more slots would be auctioned. He, however, said that with only
four more slots to be sold, the players are likely to bid higher for the
frequency. The eGoM lowered the base price to Rs 3,500 crore for pan-India 3G
spectrum, from the earlier level of Rs 4,040 crore decided by Raja and Mukherjee,
after representations from the private players and their respective lobbies. The
Telecom Ministry will now announce the detailed programme for the auction, which
will include pre-bid conference in the next couple of weeks, a source said.

We continued our discussions, point-wise on our
letter regarding BSNL MS RR. E2, E3 scales for JTOs and SDEs respectively, pay
fixation in revised IDA in respect of the Executives appointed/promoted after
1.1.2007 are yet to be discussed.

20.08.2009: Meeting
with GM (Pers) for the second day: Discussions with GM (Pers)
continued today. Regarding wrong answer provided in the answer key for
LDCE for promotion to SDE under 1/3rd quota, GM (Pers) suggested that Total
marks can be reduced by one mark (99 instead of 100) and eligibility can be then
decided. We wanted qualifying marks to be reduced by one mark so that
those who have scored 49 marks can be declared successful. We also raised
the issue of wrong totaling and non-grant of mark for correct answers in case of
some candidates. Specific cases will be handed over to GM (Pers).
Some more issues are yet to be discussed and we shall be meeting GM (Pers)
again.

19.08.2009: Meeting
with GM (Pers):
We met GM (Pers) today and discussed the issues
raised by us in our various letters, viz. proper implementation of the
roster system while issuing promotion orders from JTO to SDE, deficiencies in
BSNL MS RR, DGM Outside recruitment etc. DGM (Pers) was also present. GM (Pers)
again reiterated that action was taken to promote 24 JTOs based on our letter
and has agreed to pursue the matter further, after submission of additional
information sought for by him today. He also informed us that all the
points raised by us regarding BSNL MS RR (including the Civil/Electrical issue)
are being examined and necessary corrections wherever required will be made. The
meeting was inconclusive. We shall again meet him for continuing the
discussions. Earlier, on Monday, we had a meeting with GM (Trg).

17.08.2009: RECTIFICATION
OF THE DEFICIENCIES IN RR OF BSNL MS - AIBSNLOA’S EFFORTS TO BRING RELIEF :
BSNL might consider positively to rectify the
deficiencies in RR of BSNL MS as pointed out by our Association vide our letter
No.AIBSNLOA/CHQ/2009/37dated
22.7.2009 and also No.AIBSNLOA/CHQ/2009/39
dated6.8.2009. These include the pay scale of the Jt GM (SG
JAG) and removal of discrimination in regard to eligibility of the existing SDEs
of Civil/Electrical Wing for promotion to Executive Engineer/AGM level posts.
Our discussion with concerned senior Officers whom we met has
confirmed this conviction. The SG JAG
level pay scale when corrected as the pre-revised IDA pay scale of Rs.
18500-450-23900 in place of Rs 17500-400-22300 (as notified in the RR) would
benefit a large number of our senior colleagues in all streams when they get the
next financial upgradation to the SG JAG Grade on 1.10.2009. It may be recalled
that when other Associations were on celebration mode, congratulating each
other, distributing sweets and even expressing their profuse gratitude to the
administration for releasing the RR, this Association alone made a critical
examination of the Rules, found out the deficiencies and their long term adverse
impact on the BSNL Executives and accordingly took up the issues with BSNL
Management.

UPSC HOLDS DPC FOR FILLING UP 80 DGMs (ITS) POSTS:
DOT is getting UPSC to hold DPC for promotion
from STS of ITS Group A to JAG of ITS Group A against 80 vacancies. This DPC is
under progress at Patna in Bihar and quite obviously those STS of ITS Group A
Officers who have not taken absorption in BSNL/MTNL are being considered for
promotion. This is yet another example to open the eyes of those who were made
to believe that after release of Recruitment Rules of BSNL MS, the vacant posts
of DGMs in BSNL are for grabs for the adhoc DEs immediately after their
regularization. First lateral recruitment and now promotion of the unabsorbed
STS of ITS Group `A’ to fill up the vacant posts of DGMs, however, tell a
different story.

'
Right at this moment, the AIGETOA is leading an
agitation. Some of their grievances are really genuine and our Association also
took up the same issues long before. Though our Association differs with some of
their thoughts, ideas and approach, we share equal concern with them on some of
the common issues like Recruitment of Management Trainees, Recruitment Rules on
BSNL MS, Recruitment at DGM level by lateral entry, Grant of E-2 Pay Scale to
JTOs, cluster based promotion policy, absorption of Group A (ITS) Officers etc.
We, therefore, extend our moral support to their
organizational action.' 'We would,
therefore, appeal to you to kindly order high level discussions to resolve these
issues by involving all the concerned sections of the Executives including our
Association. Meanwhile, the Orders issued on the above matters may be put on
hold even temporarily.'

Telcos want users to bear number portability cost:
'BSNL has told telecom regulator Trai that
upgrading networks to allow MNP would cost the company about Rs 1,200 crore, and
only 2% of the elite customers were likely to use this facility. Going by BSNL's
formula, back of the envelope calculations show that it will cost about Rs 6,000
per user to port their number.'

HIGH COURT TO HAVE REGULAR HEARING ON GROUP A ABSORPTION MATTER:
It may be recalled that some applications
against absorption of Group A Officers of DOT in BSNL/MTNL were pending before
the Hon’ble Delhi High Court for over last two years. The defendents – specially
the DOT was found going slow on the matter and allowed extension of the date of
hearings on the ground that some proposals concerning improvement in the terms
and conditions for absorption are under consideration of the Government. Now it
is reported that the Hon’ble High Court has been informed that all these
proposals have been rejected by the Government. The Court has now fixed 31st
August 2009 for regular hearing of these cases.

for first time:
'BSNL issued a terse statement stating
that it had posted a net profit of Rs 574.85 crore on total revenues of Rs
3,5811.92 crore without even providing comparative numbers for the yearago
