  • 29.04.2013:SOME HARD FACTS:In view of the abrupt claim by two Executive Associations that they are impleaded in CAT Chennai case related to SDE seniority, we are reproducing the write-up from AIBSNLOA Tamilnadu Circle website to make the records straight: "25.04.2013: SOME HARD FACTS: Holding of DPC for Promotion to STS (Telecom) has been in trouble for a long time now, due to one or other court case relating to SDE seniority. After dismissal of an application in OA No.1164/2011 in CAT, Jabalpur, it appeared that chances of holding of DPC for promotion to STS (T) on adhoc basis became bright. But again a hurdle came in the form of stay in OA No.1171/2012 filed in Chennai CAT. BSNL filed a writ petition in Madras High Court praying vacating of the said stay but the court ordered only maintaining of 'status quo'. Therefore Com.K.Rajasekaran, Com.P.R.Nagarajan, Com.P.Venkatesh and Com.R.Upendiran jointly filed a Miscellaneous Application in M.A.176/2013 impleading as private respondents and seeking vacation of stay in Chennai CAT. They had also decided to fight the case in their individual capacity and not to use the name of the associations they belong to, obviously on the grounds that the issue affects all SDEs in general irrespective of association affiliation and there is no need for one-upmanship in this issue. That is why AIBSNLOA Tamilnadu Circle, while updating the progress of the case in its site has never once mentioned Com.K.Rajasekaran as its Circle Secretary. The matter is being finally heard by CAT Chennai during the past few days and hopefully the hearing will be completed on 26th April 2013. The senior counsel representing these private respondents has been arguing the case wonderfully, strengthening hopes for an early and positive decision. Last week, the Tamilnadu unit of one Executive Association has suddenly claimed that it was impleaded in the case, which is far from the truth. Although the other three of the private respondents are its members, the association had nothing to do with the application. Not to be left behind, Tamilnadu unit of another Executive Association reported that it got impleaded in the case through an individual and that its CHQ gave the amount required. Since none of the four comrades who have filed the M.A. in 176/2013 is a member of that association, we do not know to whom its CHQ gave the amount. All these claims only remind us of the famous quotation of George Fernandez that 'Victory has a hundred Fathers; but defeat has none.'"

  • 27.04.2013:Status of various Promotion processes:1. JTO to SDE (T) seniority cum fitness: Only 14 circles namely Chennai TD, Gujrat, HP, Karnataka, MP, Maharashtra, NE-II, Punjab, Uttranchal , UP-E, West Bengal, WTP, J&K and Kerla have sent assesment sheet till date. The same is awaited from other circles. Number of vacancies is yet to be decided.
    2. Promotion to DE on regular basis: Receipt of VC and ACR/APAR still pending. DPC date yet to be decided.
    3. Promotion from SDE (T) to DE on adhoc basis:
    Stay by Chennai CAT continues.
    4. Promotion from JAO to AO: Verdict of the court is said to be not clear. No programme for holding of DPC decided as yet. Earlier VC has also lapsed.
    5. Promotion from CAO to DGM (F): Around 10% VC yet to be received.

  • 25.04.2013:Advance Reservation Period for Booking Reserved Train Tickets Reduced to 60 Days from Existing 120 Days from 1st May 2013 :The Ministry of Railways has decided that the Advance Reservation Period (ARP) for booking reserved train tickets will be reduced from existing 120 days to 60 days (excluding the date of journey) w.e.f. 1st May 2013. The details are as below:- I. With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and booking will be done accordingly. However, all the bookings done upto 30.4.2013 under the ARP of 120 days will remain intact. II. Cancellation of the booking made beyond the ARP of 60 days will, however, be permitted. III. There will be no change in the case of certain day time express trains like Taj Express, Gomti Express etc. where lower time limits for advance reservations are at present in force. IV. There will also be no change in the case of limit of 360 days for foreign tourists.(PIB)

  • 15.04.2013:CHQ writes to CMD requesting grant of exemption from appearing in the LDCE for promotion to JTO -case of TTAs who have passed the screening test held in 2OOO:'We are worried over the inhuman attitude with which the issue is being handled after exploiting the services of these TTAs for years together by ordering them to officiate in JTO vacancies. Now, asking them to appear in the examination after they have completed JTO Phase I training and have worked for so many years as JTOs, is neither fair nor justified.   • 10.04.2013:Meeting with Sr.GM (EST):GS met SR.GM (Est) today and once again requested him to reconsider the issue of granting exemption from appearing in the LDCE for promotion to JTO to be held on 3.6.2013, for those TTAs who have qualified in the examination held in the year 2000 as per the RR of 1996, completed the Phase I training and are officiating as JTOs. He also reiterated our earlier suggestion to explore the possibility of filing SLP in Hon'ble Supreme Court on this issue. Sr.GM (Est) said that this possibility has already been considered but due to contempt petition pending at Hon'ble High Court of Haryana and Punjab, BSNL Management has not been able to puruse that possibility. GS has finally requested Sr.GM (Est) that holding of the examination can be deferred or atleast the last date for submission of application can be further extended till the outcome of the contempt petition is known.

  • 09.04.2013:Diversion of STS posts from MT quota to Seniority cum fitness quota:It is reliably learnt that the Management Committee of BSNL has approved the proposal of diversion of 1100 STS (T) posts, thereby enabling promotion of 756 + 1100 eligible SDEs as STS on adhoc basis. It may be recalled that AIBSNLOA has been pursuing this issue relentlessly and that CMD had agreed to our proposal in the meeting we had with him on 26.3.2013.

  • 07.04.2013:SECOND CIRCLE CONFERENCE OF AIBSNLOA TAMILNADU CIRCLE:The Second Circle conference of AIBSNLOA Tamil Nadu circle was held on 3rd and 4th April, 2013 at Coimbatore. Com.P.Manoharan, Circle President presided over the conference. The conference started with the hoisting of National flag by Com. K. Balasubramanian, CHQ President and the Association flag by Com. Rakesh Sethi, GS AIBSNLOA. The large gathering of delegates raised thunderous slogans with enthusiasm and zeal. The morning session started with address by Com. K. Balasubramanian CHQ President and Com. Rakesh Sethi, GS. Report of the District secretaries then followed. The open session was a splendid show with a huge gathering of delegates, dignitaries and BSNL officers. The function started with an invocation song followed by lighting of “Kuthu Vilakku” in a traditional way. Com. Ponnusamy, President, Reception committee delivered welcome address. Com. P. Manoharan, Circle President delivered the Presidential address and Com. K. Rajasekaran, Circle Secretary, delivered the key note address. Shri. M. Ashraf Khan , CGM, Tamilnadu Circle, Sri. Radhakrishnan , ACS spoke in the Seminar. The new office-bearers were elected unanimously, with Com. R. Dhamodharan, SDE CBE as President, Com.K.Rajasekaran, SDE Circle Office as Circle Secretary and Com.G.Suresh, AO Circle Office as Finance Secretary. The two days conference concluded with Vote of thanks by Com.Dhanushkodi, Dist. Secy and the convenor of the Reception Committee.

  • 01.04.2013:Shri M.F. Farooqui takes over as Secretary, Department of Telecom :Shri M.F. Farooqui, of the 1978 batch of the Indian Administrative Service from the Tamil Nadu Cadre, took charge as Secretary, Department of Telecom today. Prior to this assignment, he was serving as Secretary, Department of Heavy Industry, before which he was special Secretary in the Ministry of Environment and Forests. He is a post-graduate in Physics as well as a post-graduate in Business Administration. During his career, his postings include that as Principal Secretary, Government of Tamil Nadu in the Industries Department. He has worked as Joint Secretary in the Department of Economic Affairs, Union Ministry of Finance. In the mid-nineties he worked as Consul General of India in Jeddah, Saudi Arabia. He has also worked as Chief Executive and Member Secretary of Chennai Metropolitan Development Authority.(PIB)
