  • 30.07.2010: Pranab rejects 3G refund plea: 'Mukherjee, sources said, cited legal complications which might arise if this special dispensation was given to BSNL and MTNL and their fees were returned. He has said that private operators who forked out a staggering Rs 76,664 crore for the spectrum in 3G (four slots) and BWA (two slots) could petition the Telecom Disputes Settlement and Appellate Tribunal against such a decision, which would clearly discriminate against them.   • 29.07.2010: Benefit of merger of 50% IDA with basic pay w.e.f.1.1.2007 amounting to 78.2% for fitment in revised pay scales:  BSNL Board is to meet tomorrow to discuss various issues, including approval of 78.2% for fitment in revised pay scales.  While considering the recommendations of the committee headed by Executive Director (F), it is likely that the Board may decide for 78.2% fitment benefit w.e.f. 1.1.2007, but without any arrears.

  • 28.07.2010: CHQ writes to CMD BSNL on Settlement of anomaly in pay fixation for JTO Batch 2005 – extension of benefit of the BSNL orders No.1-14/2009-PAT9BSNL) dated 16.4.2010 to the subsequent JTO batches: 'Yet another anomaly has been brought to our notice, in respect of Departmental candidates who had completed their Phase I of JTO training during the years, 2004, 2005, 2006 and were officiating as JTOs after completion of Phase I training during these years for want of departmental quota of vacancies to order their regular promotion. These officers got their regular promotion after 1.1.2007 as JTO and their pay has been fixed at Rs.16400/- i.e. at the minimum of E1 scale. But the Outsider JTO Batch 2005 candidates who completed Phase I training after 1.1.2007 and got posted as JTO afterwards have got their pay fixed at Rs.21600/- as per the relaxation given by BSNL for JTO Batch 2005 alone.'   • 27.07.2010: Of late there have been high pitched pronouncements about the financial status of BSNL and its very existence - virtually writing it off.  One Association has even tried to create panic stating that the absorbed BSNL employees and their families would shortly start bleeding and that the Company will have no finances and means to pay for the monthly wages in the days to come.  If it is true, they are largely responsible for allowing things to deteriorate to such a bad state, by collaborating with the ITS Management, not withstanding their rhetoric against ITS now and then.  But any one who has watched their modus operandi in the past could have guessed that it is an effort to de-sensitise and prepare the employees to accept Govt's impending decision for disinvestment of BSNL.  They are preparing the ground for the same and trying to weaken the opposition against disinvestment.  Now the cat is out of the bag.  CMD BSNL is reported to have told PTI that ' A strategic partner with 26% stake is ideal for BSNL' and feels that 'the agitating unions can also be brought on board for this.'   • 26.07.2010: Govt. invites applications for the posts of BSNL, MTNL Chiefs: The government today invited applications from candidates in the public and private sector for the posts of Chairman and Managing Director of two telecom PSUs -- BSNL and MTNL. As per the terms and conditions of the job, the government has offered a maximum package of up to Rs 30 lakh for the posts. "Experience in turning around companies facing difficult circumstances would be given weightage," it added. In the case of candidates from the private sector, only people working with listed entities will be allowed to apply for the post. Interested candidates have been asked to apply to the Telecom Secretary by August 16, 2010. (PTI)

  • 23.07.2010: CHQ writes to Prime Minister on Search Committee for selecting Chairman, BSNL: 'Efforts to derail or at least delay the process have already started by way of representations from some Associations in BSNL. One Association has even demanded selection of CMD from ITS grade, forgetting and hiding the facts and the bitter experience of the past, wherein the unprofessional handling of affairs of BSNL by this group is mainly responsible for the present gradual and steady downfall of BSNL in all respects. Another Association, we find, has raised some issues about the constitution of the committee, which we feel is just a ploy to help the ITS officers in getting this all important issue of selection of capable and best professional Chairman to head BSNL delayed.'   • 20.07.2010: Retaining of old HRMS numbers of TTAs promoted as JTOs: It may be recalled that  AIBSNLOA alone took up the issue when orders for deletion of HRMS numbers and consequent denial of benefits of past service,  were issued by BSNL in respect of TTAs promoted as JTOs under outside quota. [View AIBSNLOA letter]. BSNL had issued orders on 23.6.2010 extending various benefits including the benefits of past service to internal candidates selected against Direct Recruitment JTO Quota and have applied through proper channel in the competitive examinations held in the year 2001 onwards.  However restoration of the old HRMS number was not explicitly ordered.  This issue was further pursued by us.   • 11.07.2010: BSNL seeks Rs.15,8873 crore aid for loss-making rural operations: 'Stating that the company incurs a loss of about Rs 15,873 crore per annum for operating basic services as well as telegraph facilities in rural areas, BSNL CMD Kuldeep Goyal said in a letter to Telecom Secretary P J Thomas that this is making operations unsustainable and financially unviable.'   • 11.07.2010: Tariff war eats into revenue. Telecom Industry grew by 2.5%: Tariff wars ate into the revenues of telecom operators in 2009-10, with the industry logging only a modest 2.5 percent growth, having grown even in the year of the financial crisis at 20 per cent, according to a survey. Intense tariff war caused the steep fall and overall slowdown in the performance in all segments, including cellular services that over the past several years have been leading the growth in earnings for the telecom services sector," said a report by industry journal Voice & Data.

  • 09.07.2010:BSNL launches first mobile service at Holy Amarnath cave: BSNL has become the first telecom firm to launch mobile services at the Holy Amarnath cave, as well as on the two routes of the yatra. The services were launched by Minister of State for Telecom Sachin Pilot, who made the first call from the Holy cave to N N Vohra, the Governor of Jammu and Kashmir. Eleven towers have been put up at Baltal-I, Baltal-II, Baltal Base Camp, Noonwan, Lakipora, Betab Valley, Domail, Sangam/Holi Cave, Panchtarni, Chandanwari and Chandanwari Base Camp, of which some are on motorable roads and others are on pony tracks. The yatra route, thus far not served by any telecom operator, will enjoy telecom services for the first time, BSNL said in a statement. (PTI)

  • 09.07.2010: BSNL, MTNL CMDs may come from private sector: Top managers from the private sector may soon be invited to apply for running state-owned telecom companies Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL). The Department of Telecommunications (DoT) has agreed to set up a search committee to look for new chairmen and managing directors for both, as suggested by the Sam Pitroda-led committee on the organsiation’s revamp.(BS)

  • 07.07.2010: Ministry Panel to review plans for BSNL: An internal panel of the telecoms ministry will submit its report within a month on proposals including a share sale and other restructuring plans for the state-run phone firm, Bharat Sanchar Nigam Ltd, a government statement said on Wednesday. The decision was taken after a meeting of the Telecom Commission, the highest decision-making body at the telecoms ministry, according to the statement. BSNL's board had approved selling a 10 per cent stake in the company through an IPO, but the sale was headed off by political and labour opposition. An earlier panel had recommended selling a 30 per cent stake in phases along with some other proposals to improve performance which has been under strain from private sector competitors. The new telecoms ministry panel will take inputs from BSNL employees association before submitting its report, the statement said. (Reuters)

  • 05.07.2010: Refund spectrum fees, says Raja: Communications and Information Technology Minister A. Raja has urged Finance Minister Pranab Mukherjee to refund spectrum fee paid by two state-owned telecom firms — BSNL and MTNL – keeping in mind their social commitments of providing connectivity to villages and far-flung areas. They have both paid over Rs.29,000 crore for 3G and hi-speed broadband spectrum. “BSNL is the only service provider giving connectivity to the far-flung rural areas. The service rendered by BSNL in the rural areas of the country cannot be replicated,” Mr. Raja said in letter to the Finance Minister. Notably, BSNL and MTNL have also sought refund of the spectrum chargers from the government. Quoting the New Telecom Policy, 1999, Mr. Raja said erstwhile DoT (now BSNL) was not required to pay an entry fee for cellular mobile licences, which were bundled with initial spectrum of 4.4 Mhz.
