27.03.2008: TRAI has announced that
private telecom operators will be exempted from paying ADC to
BSNL w.e.f. 1st April 2008,
TRAI is
reported to have recommended to the government to provide Rs
2,000 crore to BSNL annually for a period of 3 years to
compensate the loss of ADC account. BSNL was getting Rs 5,000
crore annually through ADC till about two years ago.

21.03.2008:When Gazette notification was issued a few
months back giving retrospective effect for option for pro-rata
pension, DOT had asked BSNL to circulate the notification
amongst ITS Group A officers only. DOT has
now clarified that the option is available for all including
Group B, Group C and Group D and has asked BSNL to circulate the
information to all.

15.03.2008: As reported earlier by
us, the petitions of ITS Group A officers against DOT orders for
absorption came up for hearing before Delhi High Court on 13th
March 2008. On behalf of DOT, Addl. Solicitor General pleaded
for postponement on the plea that preparation of cabinet note
based on discussions between DOT and ITS Association, is under
process. The Court raised several queries and finally has
posted the case for 31st July 2008.

14.03.2008: CHQ writes to Secretary, DOT on AAO Pay
scale: 'Although,
the IDA pay scale for the Assistant Accounts Officers ought to
have been announced at the time of absorption in September 2003,
now it is more than four and half years that the issue is yet to
be settled. The matter, therefore, does not brook any further
delay'.

13.03.2008: The latest Comptroller
and Auditor General Report on BSNL says that an amount of
3665.51 crores was outstanding against various categories of
telephone subscribers at the end of June 2007. The outstanding
amount is increasing year by year and almost approaching the
revenue surplus in a year.
We had pointed out
in our Circular-1 that 'the
BSNL management has no answer as to why no serious effort
is being made to recover several thousand crores of unpaid bills
which goes on increasing from year to year.'

confirms our concern.

issue of merger of 50% IDA with pay. Approval is expected to be
given shortly. It is also learnt that, as per our request, the

01.03.2008: Union Budget 2008-09
has provided some relief in income tax:
The slabs for personal income tax have
been revised,
giving relief to every
assessee . The
exemption limit
has been raised to Rs. 1.50
lakhs
from Rs.1.10 lakhs ensuring
a minimum relief of Rs.4000 for every
assessee. The
new slabs and rates will be as
under :
Upto
Rs. 150,000
Nil
Rs.150,001
to Rs.300,000
10 per cent
Rs. 300,001
to Rs. 500,000
20 per cent
Rs.500.001 and above
30 per cent
In the case of a woman
assessee, the exemption will be
upto
Rs.180,000 from Rs. 145,000 whereas
Senior Citizen will now have the
exemption limit of Rs.
225,000 from Rs.195,000.
An additional deduction of Rs.15,000
under Section 80D has been allowed to an
individual who pays medical insurance premium for his/her
parent(s). Senior Citizens Saving Scheme
2004 and the Post Office Term Deposit Account have been added to
the basket of saving instruments
under Section 80(C) of the Income Tax Act.
