  • 20.05.2012:Adhoc Promotion from STS to DGM(T) : It is reliably learnt that that Management Committee of BSNL has in principle agreed to consider promotion of 414 STS (Telecom) officers to the post of DGM (T) on adhoc basis by giving relaxation in recruitment rules of DGM(T) one more time. As per BSNL MSRR five years regular service as STS is required for promotion to DGM on adhoc basis. Management Committee is reported to have agreed to compute the total service rendered as STS adhoc and STS regular. The matter has been sent for finance concurrence. But before conducting the DPC, Management will file an application in Hon’ble High Court of Kerala for vacating the stay, imposed on conducting DPC from STS (T) to DGM(T) in a case related to seniority of 147 executives who passed the competitive examinations conducted by DoT in the year 2000 and 2003. The Hon’ble High Court of Kerla had quashed the seniority list of these 147 executives and a review petition filed by some of the affected executives is now under consideration by the Hon’ble High Court of Kerala. The case will be heard next on 22.5.2012.

  • 20.05.2012:Relieving of ITS Group A officers who stand repatriated to DoT: BSNL Management had filed an application in Hon’ble Delhi High Court, requesting time of 25 more months for relieving the non-optee ITS officers working in BSNL. The case was heard on 18th and Hon’ble High Court of Delhi has not agreed to the request of BSNL Management and has asked BSNL to complete the process before 30th September 2012. More details are awaited.

  • 20.05.2012:Pay anomaly case of PA/PS in BSNL field units: The issue was discussed with the officers concerned on 18th and it has been intimated that necessary orders will be issued shortly.

  • 15.05.2012:Trai recommends Rs 2,750 cr support to BSNL: Telecom regulator Trai on Monday recommended a financial support of Rs 2,750 crore to BSNL to sustain its rural wireline connections installed before April, 2002."The support to BSNL should be continued for two years for sustenance of rural wire-line connections, installed before April 1 , 2002 with effect from July 18, 2011. The amount of support may be Rs 1,500 crore for the first year and Rs 1,250 Crore for the second year," Trai said. BSNL had requested support of Rs 2,580 crore per year for the same.(ET)

  • 15.05.2012:Non-receipt of ACRs/APARs for promotion to AO grade: ACRs/APARs for promotion to Accounts Officer grade has been reportedly received only from Tamilnadu and Jharkand Circles till date.   • 13.05.2012:Rahul Khullar is new TRAI Chairman: Mr Khullar, a 1975 batch IAS officer of Delhi cadre, at present the Commerce Secretary, would succeed Mr J S Sarma, sources said. Mr Sarma’s tenure ended today. As Commerce Secretary, Mr Khullar, 59, is credited with trade normalisation between India and Pakistan. He had been successful in implementing measures that helped exports cross $300-billion mark in 2011-12. He has also negotiated well India’s stance at WTO and various other multilateral pacts.

  • 11.05.2012:Meeting with Sr.GM (Pers): GS and Circle President, BSNL CO met Sr. GM(Pers.) and discussed about
    (a) Holding of DPC for filling up the vacant posts of DE/AGM(T): We requested Sr. GM(Pers.) that DPC can be held (i) for the senior executives who got their TES Group B promotion in 1994 and (ii) for those who were promoted in July/August 2010 but could not join their assignment within the stipulated time and whose promotion orders were subsequently cancelled by BSNL. Executives of both these categories are not covered by any court case. We also discussed the modalities on how the DPC can be conducted without attracting any legal problems. Sr. GM(Pers.) acknowledged our views and conveyed to us that today he has taken the status of various court cases and has issued necessary directions to DPC/ Pers. Legal cell for taking appropriate action so that DPC can be held at the earliest. We hope that Pers. Cell will resolve the issue soon and DPC will be held at the earliest.
    (b) BSNL transfer policy: We expressed our concern against repeated violation of para 11(d) of section B of transfer policy as detailed in our letter dated 10.05.2012 and requested that necessary amendment/modification to the policy be made enabling preparation and maintaining of a combined/common long stay list for the territorial circle and the non-territorial circles falling under its jurisdiction. Sr. GM(Pers.) assured us that necessary action will soon be taken by him in this regard.
    (c) Relieving of executives after completing hard tenure : We also requested Sr.GM(Pers.) to ensure that executives posted to tenure stations are relieved immediately after completion of tenure, so as to create faith in the transfer policy.

  • 04.05.2012:Tax Deduction at Source on Leave encashment amount at the time or retirement: BSNL has approved regulation of Tax Deduction at Source with full income tax exemption upto 300 days of Earned Leave at credit on the date of absorption in BSNL. In cases where EL at credit on the date of absorption was less than 300, the balance leave earned during service in BSNL will be taxable subject to the exemption limit of Rs.3 lakhs. View orders...

  • 01.05.2012:Meeting with Sr.GM (Pers): GS along with AGS, OS, President of Corporate Office Circle and former GS Com.V.P.Arya met Sr.GM (Pers) today. Sr.GM (Pers) congratulated the new set of office-bearers and requested our co-operation on all HR issues. We elaborately discussed the issue of delay in conduct of DPC for promotion to DE (Adhoc) with particular reference to the court cases. Based on the discussions, CHQ will submit its proposals shortly to the Management.
