IDA rate revision:
According to our calculation IDA is to increase by 3.9%
from 30.9% to 34.8% w.e.f.1.4.2010. For non-executives the rise will be
6.5%.

Number Portability postponed to June 30:
The implementation of mobile number portability - which
allows customers to retain their cellphone numbers, but change operators - has
been postponed by three months to June 30, the government said in a statement. (TT)

Anomaly in pay fixation in revised IDA scales for JTOs and equivalent cadres: We
have been pursuing the issue right from March 2009. We have addressed the
CMD, the MoC, the DoT and the DPE and pursued the issue continuously. In
our letter dated 6.7.2009 addressed to the Minister

we had even referred to a Tamilnadu G.O and requested
similar settlement. DPE had also more than once forwarded our letters to
DoT for appropriate action. We had reported on 18.1.2010 that finally a
solution is in sight w.r.t. JTO Batch 2005 as a proposal is being put up before
BSNL Management Committee. It is now learnt that the proposal -
allowing fixation equally to all JTOs of the Batch by
merger of 68.8% IDA and fitment benefit of 30% to the minimum of pre-revised IDA
scale
- has been cleared by BSNL Board giving relief to JTO
Batch 2005. However resolution of all related issues depends upon
acceptance of our proposal of E2 scales for JTOs & equivalent, E3 scales for
SDEs & equivalent etc. We shall continue to sincerely pursue the issue
further.

30.03.2010:Your
mobile bill may shoot up by 2% on R&D cess:
India’s 560 million cellphone users will pay an extra 2%
of their mobile bills as R&D cess to boost the country’s manufacturing of
telecom equipment, in case the government accepts a communications ministry
proposal. If implemented, this will add another levy to mobile users who
currently pay 10% service tax, 0..2% Educational Cess and 0.1% Higher education cess on their bills.

the nine companies eligible for participation in 3G auction:
According to the Department of Telecommunications (DoT),
all the nine telecom companies -- Aircel, Bharti Airtel, Etisalat DB Telecom,
Idea Cellular, Reliance Telecom, S Tel, Tata Teleservices, Videocon
Telecommunications and Vodafone Essar -- have qualified for participation in the
auction for 3G.

Videocon launches its Mobile services:
The Videocon Group finally managed to launch its GSM-based
mobile services opting for Tamil Nadu circle as the launch pad with service
launch in key cities of Punjab, Haryana, Gujarat, Kerala, Madhya Pradesh and

22.03.2010:
Meeting with GM (Rectt): We
met GM (Rectt) today and requested early release of the list of successful
candidates in re-evaluation of answer sheets of LDCE to SDE held on 15-7-2007.
GM (Rectt) said that intimation is being sent to the successful candidates
through the CGMs and assured that the process will be completed by this month
end. The question of revaluation of answer sheets with reference to reported
incorrect answer keys will be dealt with separately after direction from the
court is known on this issue. GM (Rectt) also explained that the LDCE for
promotion to SDE to be held on 4.7.2010 will be absolutely transparent, with a
system of duplicating the answer sheet (OMR code sheet) and the candidates
keeping with them one copy.

'We genuinely feel that there cannot be any instant
solution for improving the revenue position of BSNL. No proposal or decision in

Meeting with GM (Rectt):
GM (Rectt) was requested to ensure early finalisation of
the process of revaluation of answer sheets of those who got a few marks less
than qualifying marks in the LDCE for promotion to SDE held on 15.7.2007.
It was learnt that the process is almost complete in respect of two categories
with a few positive outcomes, but in respect of cases of alleged wrong answer
keys, a decision for revaluation could be taken only after the result of some
court cases is known. We have requested him to release the outcome as soon
as the work is completed in the other two categories viz. unmarked answers and
wrong totaling.

Meeting with PGM (BW):
GS and CHQ Vice President Com.R.Duraiswamy met PGM (BW)
and discussed regarding early holding of DPC for promotion from SDE (C) to EE
(C) in accordance with old Recruitment Rules. It was learnt that the
Management Committee decision in this issue is yet to be approved by Board.

BSNL Board decides on disinvestment and trimming of workforce:
BSNL is believed to have agreed to the recommendations of
Sam Pitroda panel, which suggested 30 per cent disinvestment and reduction of
the workforce by a lakh. According to a BSNL official, the board members in a
meeting have agreed to most of the recommendations by the Pitroda panel report.
The PSU did not specify as to how much disinvestment should be done and threw
the ball in the government's court to take a final call in this regard. On
rationalisation of workforce, the board is understood to have informed the
government that over a period of next five years between 50,000 and 60,000
employees will retire on their own. The board have suggested that the government
should take a decision on introducing VRS keeping this in mind. Earlier,
cautioning that any retrenchment in the telecom would have "wider implication",
Telecom Minister A Raja had said that the issue needed to be considered in

plans fresh tender for 50-m cellular lines:'This
time around, BSNL aims to complete the new procurement process within a 60-day
period from the date of issuing the tender, and plans to do away with several
controversial clauses that plagued its earlier tenders. For instance, BSNL is
likely to do away the standard clause in all PSU tenders, which state that the
contract must be divided between the two lowest bidders — L1 and L2 — and may
award the entire deal to a single firm, the company executives added.
Additionally, BSNL may also include a clause, where it can place additional
orders of up to 100% of the tender size with successful bidders. '

09.03.2010:BSNL’s
losses at Rs 4,963.6 cr from services excluding mobile services:
The Minister of State for Communications and IT,
Gurudas Kamat informed the Lok Sabha that PSU BSNL had incurred a loss of Rs
4,963.6 crore from business units excluding mobile services. The Minister said
that BSNL’s expenditure was at Rs 26,656.7 crore as compared to Rs 21,819.9
crore in 2008-09 with an operating loss of Rs 4,836.7 crore. This combined with
adjustments from previous years has resulted in total losses from this segment
at Rs 4,963.6 crore. (TT)

BSNL scraps $10 billion mobile lines tender:
BSNL Board has decided on Friday to cancel the $10 billion
mega tender to procure telecom equipment for 93 million GSM lines. The telco
will now have to call for a fresh tender to be able to expand its capacity and
compete with private players. BSNL’s decision is based on a recent report
prepared by a panel headed by Sam Pitroda, advisor to Prime Minister Manmohan
Singh. Communications minister A Raja had opposed scrapping of the tender. (DNA)

The committee is reported to have suggested monetization of its 2.5 million
Sq.metres of property assets, reducing the staff by a third, induction of young
