Leave Travel Concession - Relaxation to travel by private airline for journey to J&K:

DoP&T has relaxed the rules further providing travel by private airlines to J&K on LTC. Officers entitled to travel by air may also travel by private airlines from their headquarters; Officers not entitled to travel by air will be permitted to travel by private airlines between Delhi / Amritsar and any place in J&K. Meeting with GM (Restructuring):

GS along with Com. D P S Chawla CWC Member, Com. Dinesh Kumar ACS and Com. Kamal Batra Executive Member of BSNL CO Circle met GM (Restg) today and discussed about the BSNL's proposal on CPSU cadre hierarchy and MT recruitment by BSNL. GM (Restg) told us that proposal of BSNL in respect of CPSU cadre hierarchy has already been circulated but simultaneously maintained that no uniform cadre hierarchy is followed by the PSUs. Even DPE has not issued any guidelines on CPSU cadre hierarchy. However every PSU has evolved its own cadre hierarchy. She explained about the promotion policy of BHEL and NTPC. We told GM (Restg) that at the time of absorption, BSNL had offered a promotion policy where time bound promotion was assured upto the level of SG JAG but BSNL management has not stood by the assurance. We wanted time bound functional promotions to be given as assured at the time of absorption. GM (restg) opined that linking the present financial up-gradation with post required some more stringent conditions in respect of performance. We told GM (Restg) that we will discuss with our memebers and submit our detailed views. We also asked GM (Restg) as to why BSNL wants to recruit management trainee from out side when talent is available within BSNL itself and when BSNL is ready to implement EPP in revised form. GM (Restg) explained that BSNL wants to recruit some young graduates with sales and marketing skills because presently there is paucity of sales and marketing expertise at this level. However GM (Restg) told us that recruitment is not coming under her domain and it will be better to discuss this issue with GM (Pers). We told GM (Restg) that we will discuss this issue with GM (Pers) but we want that before for going external recruitment it is better to search for talent within BSNL as we believe that we can get better talented people within BSNL. We requested GM (Restg) to hold up external recruitment of MT and explore the possibilities of selecting competent people from within BSNL. Meeting was held in a very cordial atmosphere and GM (restg) appreciated our views.

Meeting with GM (FP):

GS met GM (FP) today and discussed the following :

(1) CAO (Adhoc) to CAO (Regular) Promotion:

We conveyed our thanks for issue promotion orders from CAO (Adhoc) to CAO(Regular) for 30 left out cases . We also drew attention of GM (FP) towards our letter dated 11.11.2014 and handed over a copy of the letter again requesting regularizing the remaining CAO (Adhoc), who could not get the promotion since the present DPC was conducted to fill up vacancies upto January 2014 but now more vacancies are available and more promotion on regular basis may be ordered. We explained that now only a few CAO (Adhoc) are waiting for their regularization and this can easily be done by SEA section if it agrees to fill up all the existing CAO vacancies. After some discussion GM(FP) appeared convinced and assured us that he will speak to DGM (FP) and take necessary action to fill up remaining existing vacancies by regularizing the CAO (Adhoc).

(2) JAO to AO Promotion:

GM (FP) informed us that after the comments from CLO, necessary action has been taken and work for filling up all the existing vacancies of AO has commenced and that order may be issued at the earliest, if there are no more hurdles.

(3) AO to CAO(Adhoc) promotion:

GM (FP) informed us that VC has been called for and after receiving VC, DPC work will be started.

(4) Transfer Requests:

GM (FP) informed us that some of the requests have been considered and soon the transfer orders in AO and CAO cadre will be issued.

Thanks to the Management for Modification in posting orders in DE/AGM grade in respect of Tamilnadu Circle and Chennai Telephones:

Right from the day DE Regular promotion orders were issued on 28.4.2014, AIBSNLOA took up the issue of Executives belonging to Tamilnadu Circle, Chennai Telephones and Karnataka Circle posted outside their circles in large scale inspite of availablity of vacancies in these circles. We repeatedly took up the issue with Sr.GM Pers and CMD, justifying our request with facts and figures. We even met and sought help from Director (CM) and Director (CFA). We met Addl.GM (Pers) almost on daily basis. We did not seek favour. We only insisted that atleast 50% of vacancies available can be used to retain these executives purely on seniority and consideration for ladies. Our Circle Secretaries of Chennai Telephones and Tamilnadu Circle worked relentlessly to get support from the CGMs whenever required. Our sincere and continuous efforts did not go in vain. Orders have been issued retaining 17 executives and retaining another 18 executives upto 31.5.2015, although our request for utilising 50% available posts was not considered. In respect of Karnataka Circle, nothing could be done since the CGM had not sent any list with his recommendation. We are happy that real persistence has paid. We are extremely thankful to CMD, Director (CM), Director (CFA), Sr.GM (Pers), Addl. GM (Pers) and particularly CGM Chennai Telephones and CGMT Tamilnadu Circle. Just have a look at 'What we did'

Reliance Communications, Tata Teleservices top net losers of subscribers under MNP:

'RCom net loss of subscribers stood over 78 lakhs as on October 30, 2014, Tata Teleservices 53 lakhs and Aircel over 36 lakh net subscribers-- which is more than that of BSNL and MTNL. BSNL net loss of subscribers was over 22 lakh and MTNL lost over 2.7 lakh customers. MTNL , however, lost about 4 times more number of customers than it gained. Only four operators have gained subscribers through MNP-- Idea, Airtel, Vodafone and RCom subsidiary Reliance Telecom.' Read More

Meeting with Addl. GM (Pers):

GS met Addl. GM (Pers) today and enquired whether there was any progress in revision of posting orders in DE/AGM Regular grade. Addl.GM (Pers) said that a few cases among those recommended by CGM Chennai Telephones purely based on seniority are being considered. He also said that no recommendations based on seniority have been received from CGMs Tamilnadu Circle and Karnataka Circle. GS also requested early issue of promotion orders to DGM (T) on adhoc basis. Addl.GM (Pers) informed us that the outcome of the '206' case in Supreme Court on 26th November 2014 is being awaited. We have requested that, in case there is further adjournment, promotion orders should be issued immediately, subject to the final outcome of the case, without waiting further.

Debt management: DoT may offer Rs 11,000 crore loan to address BSNL’s concerns:

'"There is no decision yet, but a possible option to deal with MTNL's dues in the run-up to any potential merger into BSNL is a sizeable long-tenure soft loan at 1-1.5% to the post-merger entity," a top government official aware of the matter told ET. 'There are reports about the Third Pay Revision Committee being constituted by the Government as the next pay revision will become due in just two more years w.e.f. 1.1.2017 from now. Meeting to discuss Management's proposal for conducting online examination:

As scheduled the meeting was held yesterday afternoon. AIBSNLOA was represented by GS and Com.V.Gurumoorthy, FS. We raised the following issues, which have been agreed to be examined:1. Whether the proposal to engage Examination Agencies will be cost effective as compared to the present system? 2. As the process of empanelment and calling of bids will be lengthy, the period of empanelment may be 4 or 5 years instead of the proposed 2 years. 3. Syllabus for all examinations should spell out all the subjects covered in detail so that setting up of question bank will be without hassles like out of syllabus questions. 4. Model question papers should be made available for all the examinations sufficiently in advance. 5. Most importantly, a calendar of examination should be drawn up every year and the examination schedules should be strictly adhered to. Otherwise seniority issues will continue to increase resulting in numerous court cases.
