29.01.2013:Meeting with Sr.GM (Pers):1. Promotion to DGM (T) on adhoc basis: GS met Sr.GM (Pers) and requested to release the promotion orders immediately so that the Executives retiring this month will be benefitted. Sr.GM said that although the list has been approved by the CMD they are waiting for the verdict of High Court, Kerala.
2. Promotion to DE on adhoc basis: Sr.GM (Pers) informed us that Chennai CAT has now stayed even the preparatory work for promotion to DE (Adhoc) and that efforts were on to vacate the stay on the next date of hearing, 7th February 2013. He said that he was upset over the number of court cases being filed on every issue from every corner of the country. We requested him that a concrete grievance redressal mechanism on seniority issues should be put in place so that there is no necessity for individuals to file cases. However we appeal to all Executives to desist from approaching the courts and in case they feel it absolutely necessary, to restrict the prayer to remedy and not to seek stay of promotion proceedings.
3. Creation of additional ADOL posts for Madhya Pradesh: We were informed that the committee is yet to take a decision. We requested him to speed up the decision.
4. PA/PS issue pertaining to Orissa Circle: Sr.GM (Pers) said that the matter is pending with CMD for his approval. Action will be taken as soon as the approval is received.

He was the inspiration and guidiling light to most of the erstwhile P&T and now the Telecom employees. He had a clear foresight on various issues which confronted the employees, organised glorious struggles on those issues and invariably achieved success. 03.01.2013:Meeting with Sr.GM (Pers):1. DGM DR: GS and AGS (HQ) met Sr.GM and wanted discussion on our letter dated 31.12.2012 regarding DGM Direct Recruitment. Sr.GM requested us to discuss the issue with DGM (Pers) due to his pre-occupation with some other issue. Accordingly we had a meeting with DGM (Pers). AGM (Pers) also was present. We explained our contention that when BSNL Executives were provisionally allowed to appear in the DGM DR examination, the conditions of age and qualification should have been relaxed as is the case with all other examinations. DGM (Pers) said that the provisional admission was based on court order but the RR remained unchanged. He agreed with our contention that gross salary of Rs.7 lakhs will mean discrimination among executives due to different HRA rates in different localities. DGM (Pers) readily agreed that this was really discriminatory and agreed to bring this matter to the notice of GM (Pers). Regarding our contention on pay protection on selection as DGM under Direct Recruitment, he mentioned that DoT had much earlier clarified that those recruited as DGM under DR would be treated as BSNL recruitees and will not be eligible for pension under Rule 37A. We therefore reiterated our point that instead of going in for a recruitment with such tricky stipulations, the vacancies could be filled by promoting eligible STS officers. We also requested him that atleast the process for holding the examination may be stopped till the final verdict of the court. DGM (Pers) agreed to convey our views to Sr.GM (Pers) who will call us for further discussions.
2. Promotion to DE Regular: DGM (Pers) informed us that file has been sent for approval of competent authority for filling up 756 posts available under selection cum seniority quota.The DPC process will commence immediately after getting approval.
3. Promotion to DGM (Adhoc): We were informed that the result of the case in Ernakulam CAT is being awaited and if the case is delayed a decision on the matter will be taken by the Management.
4. Promotion to DE (Adhoc): DGM (Pers) said that the required information has been furnished but CMD was not still convinced in diversion of posts. [AIBSNLOA will meet CMD shortly and discuss the issue with him]. DGM (Pers) also informed that ACRs/APARs for 2011-12 in respect eligible officers as part of preparatory work for promotion to DE on adhoc basis are yet to be received other than from 9 circles viz.Kerala, BBNW, CTS, J&K, ETR, NCES AND QA.[Circle secretaries are requested to pursue the matter with respective circle administrations].
