28.09.2009: BSNL to outsource management and maintenance of its towers: 'BSNL plans to outsource more than 50,000 towers and over 100,000 km of optic fibre cable, two executives with the telco told ET. The deal could be worth more than Rs 5,000 crore ($1 billion) over five years. The move is expected to face stiff resistance from about three lakh employees of the telco as it will impact close to 30,000 jobs. The company plans to train and redeploy a significant section of these employees to marketing roles, said the executives requesting anonymity. 23.09.2009: DoT negates BSNL view on depositing 60% arrears in GPF: BSNL had expressed the view that DoT endorsement dated 28.8.2009 of Dept. of Expenditure OM dated 25.8.09 is applicable for BSNL absorbed Executives also in regard to depositing of 60% arrears voluntarily in GPF.  DoT has clarified that its circular dated 28.8.2009 is regarding Central Govt. employees only whose pay was revised as per recommendations of VI CPC and not for absorbed employees of BSNL. 22.09.2009: Promotion of unabsorbed ITS officers in DGM regular vacancies: We had reported on 17.08.2009 that 'DOT is getting UPSC to hold DPC for promotion from STS of ITS Group A to JAG of ITS Group A against 80 vacancies.' BSNL has now promoted 65 unabsorbed ITS officers to regular JAG, based on an order by DoT.  This should open the eyes of those who were made to believe that after release of Recruitment Rules of BSNL MS, the vacant posts of DGMs in BSNL are for grabs for the adhoc DEs immediately after their regularization.

15.09.2009: Meeting with GM (Rectt): As desired by GM (Rectt) while we handed over a letter on 7.9.2009 regarding rechecking/re-totaling of the marks of the candidates who secured a few marks less than the qualifying marks in the LDCE for promotion to SDE held on 15.7.2007, we met him today and discussed the issue.  GM (Rectt) informed us that the issue raised by us has been examined and it has been decided, as requested in our letter, to review not only the specific cases submitted by us but all such cases of candidates securing a few marks less than the qualifying marks. This is an important development and we are thankful to GM (Rectt) for having agreed to our request.  This is the result of our continuous and sincere pursuing of the issue, when no other association ever cared to take up this issue. 08.09.2009: Release of balance 60% of pay arrears payable to BSNL Executives: We had reported on 4.9.2009 that BSNL orders on release of balance of 60% of pay arrears on IDA pay revision to BSNL absorbed Executives were expected to be released on that day. This was based on our information that the file was pending with CMD for clearance. Orders were not released as expected on that day since the file was not received back in the section. Orders are expected to be issued any time after receipt of the file from CMD since the draft memo is also reported to be ready.

The important modifications are removal of MBA as qualification in addition to BE Degree/CA etc for Internal candidates and inclusion of separate Civil/Electrical/Arch streams in addition to Telecom Operation stream and Finance Stream. No separate Marketing and HR streams are now shown both for External and Internal candidates.  The modifications will enable larger number of young Engineering graduates and CA/ICWA/M.Com/CS qualified candidates to compete for the Internal Quota.  However the age limit of 36 years for Internal candidates remains unchanged.
