News pertaining to October 2008

• 30.10.2008:It is reliably learnt that BSNL is planning to revive an old proposal of  PLI (Bonus) based on Circle-wise performance, whereby payment of PLI will vary from Circle to Circle.  We are opposed to any such proposal, since performance of a Circle is not entirely dependent on employee-output.  However, better performing Circles can be paid more, over and above a minimum payable to all Circles, as a token of encouragement.

• 29.10.2008:In compliance with a Delhi High court order dated 17.10.2008, DoT has extended the last date for receipt of options from eligible Group A officers for absorption in BSNL/MTNL, upto 31-10-2008.

• 25.10.2008:Option of Group A Officers for absorption in BSNL:  It is learnt that only a handful of the Officers from ITS have given clear option for absorption in BSNL.  Most of the ITS Officers are said to have submitted option forms with certain remarks expressing their inability to exercise option, as per a pre-planned collective move. The authorities must have to withdraw all the Officers unwilling to take absorption and draw a contingency plan to fill up the vacant positions in the interest of BSNL and those having stake in BSNL.

• 25.10.2008:Promotion order to SDEs Telecom against competitive quota:   The much awaited order for promotion from JTOs Telecom to SDEs Telecom against competitive quota  is getting ready and likely to be issued only after  Diwali. 

• 25.10.2008:Results of JTO Outsider Examination: BSNL has released the results of the Examination for recruitment of JTO Outsider for the year 2007. The successful candidates have been instructed to report to the CGM of the Circle in which they appeared for the examination. The last successful candidate has scored 35.5 marks out of 100. • 21.10.2008:DoT rules out absorption from prospective date for Group A officers: While there are reports that there is a renewed effort by the unabsorbed Group A officers to seek absorption from a prospective date, which seem to be true because of a DO letter written by CMD BSNL to the Secretary, DoT on 7.10.08, DoT has put at rest any such probability  by clarifying that, 'A proposal to allow pro-rata pension to the officers upto the date of  exercising option for absorption in BSNL/MTNL, has been deliberated by the Government at the highest level.  The same, has however, been rejected in view of the fact that it would create a non-level playing field vis-a-vis other categories of Govt. servants who have since opted for BSNL.'(It may be recalled that we had written to Prime Minister on 13.5.2008 that, ' the above move to allow a section of the Group A Officers absorption from a prospective date to get added benefits on their absorption in BSNL is not only discriminatory towards the other Employees who have already got absorbed w.e.f 1.10.2000, and in violation of the provisions in Article 14 and 16 of the Constitution of India but also will give rise to many complications and legal problems. • 15.10.2008:AIBSNLOA CHQ office bearers had met CMD BSNL on 1.9.2008 and handed over a letter offering to contribute to the cause of Bihar flood victims and requesting to deduct one day's pay from the salary of all BSNL employees for the month of September 2008. Copies of the letter were sent to Hon'ble Minister for Communications and Secretary, DoT (View letter). The issue was being processed in BSNL.  Now BSNL has issued an appeal based on DoT's letter dated 15.9.2008, for voluntary contribution of one day's salary recoverable from the pay for October 2008. We also appeal to all BSNL Executives and Employees to contribute to the noble cause by submitting their willingness in writing.

• 01.10.2008: BSNL makes profit of Rs 3009 Crores during 2007-08:  The AGM of BSNL held on 23.09.2008 has approved the financial result of the Company for the year 2007-08. According to the approved result, BSNL’s total income for the year 2007-08 was Rs 38,053 Crores and profit after tax was Rs 3009 Crores. Dividend payable to the Government was approved as Rs 1500 Crores.  The profit is much less compared to last year.
