  • 29.05.2008 (1400 Hrs): United Forum of Non-Executive Unions (not Joint Forum of Executives and Non-executives) has met Minister Shri.A.Raja, wherein Minister is reported to have advised CMD to release IDA merger orders immediately.  On this basis, the Joint Forum which had organised Dharna has decided to call off the struggle.  It is not known why the Joint Forum leaders did not insist on meeting the Minister and only the United Forum leaders met him.  As reported by us earlier, IDA merger is already a settled issue, since Board has already cleared it and DoT has approved it.  The main issues still remain and need to be addressed with determination.

  • 29.05.2008 (1100 Hrs): What we had predicted as the reason for BSNL management delaying issue of orders on IDA orders has finally come true.  CMD BSNL in a meeting with Joint Forum leaders is said to have asked the leaders to accept VRS, 10% IPO, shelving of Wage review etc., in return for issue of payment orders on IDA merger.  It is said that he left the meeting half-way.  This is a bad indication of how things are moving at the higher level and it is shocking as to how he was let off with such an insult.  The unions/Associations must realise that lack of transparency in reporting the happenings to the members has resulted in this mess.  The focus now need not be on IDA merger, which we feel, is already a settled issue, since Board has already cleared it and DoT has approved it.  No one can hold up release of the orders indefinitely.  The focus should be on the attitude of the BSNL Management, that it is because of their wrong handling of every thing in the business, starting from planning, executing, marketing and HRD management the present financial situation has arisen. They were not able to provide equipment in time for GSM expansion.  They are not able to ensure supply of necessary infrastructure for Broadband expansion.  They are not able to take quick decisions on marketing strategies in the competitive environment.  They did not take any serious effort to recover the Rs.5000 crores dues payable to BSNL.  They had all along ignored the priorities for BSNL development and were rather pursuing their own interest.  It is because of them that BSNL financial status is in doldrums. But they are seeking to put the entire blame on  the employees and asking us to compensate for whatever blunders they have consciously done.  They are not prepared to reduce expenditure by curtailing meetings, foreign trips and use of vehicles.  They are careful in getting all the benefits which they are not entitled for as deputationists.  It is time to see through their game plan. It is hightime that sensible and strategic decisions are taken by the unions/associations.  AIBSNLOA will support and be a part of whatever efforts that are taken on these lines.

  • 29.05.2008: While a lot of frightening is being attempted over the financial condition of BSNL, statistics say that BSNL continues to be the top earning telecom firm in the country. For the Quarter ending March 2008 (Q4) its topline touched Rs 10,747.79 crore followed by Sunil Mittal's Bharti at Rs 8,381 crore. Read More...

  • 24.05.2008: BSNL MOVES FOR RECRUITMENT OF MANAGEMENT TRAINEES:  Immediately after submission of Report by the Joint Committee of the Senior Officers of BSNL and the representatives of the Associations of the BSNL Executives regarding the Recruitment Rules of Management Trainees, BSNL has moved a proposal for distribution of 300 posts of Management Trainees, sanctioned earlier by BSNL Board, to different disciplines like Operation, Finance, Marketing, Human Resource (HR) and IT & Computer. These trainees are to be placed in the IDA pay scale of Rs 13000-350-18250 (i.e. JTS equivalent) and designated as “Deputy Managers”. They are to be on probation-cum-training for a period of one year followed by two years regular service in the grade. Thereafter, they will be promoted as “Managers” (STS equivalent) in the IDA pay scale of Rs 14500-350-18700.

  • 23.05.2008: It is now said that the proposal for IDA merger has been cleared and orders are expected in the next week. This news at around 5 PM today comes as a surprise, since all along it was being told that the Management committee had not cleared the proposal in its meeting on 21.05.2008. No meeting of the Management Committee could have been possible afterwards, since the Board members were engaged in Heads of Circle Conference on 22nd and 23rd May 2008.  When two associations met CMD BSNL on 21.05.2008, he is reported to have blamed the employees for not increasing the productivity and profit as assured by the unions and associations before issue of PLI orders last year.  When unions/associations met Secretary, DoT, on 22.05.2008, he is reported to have said that he would talk to CMD BSNL on the issue. Meanwhile the unions/association had arranged for an appointment with CMD BSNL on 27.05.2008 to press the matter. And then the Joint Forum gave a call for Dharna on 28.05.2008 to press the issue. After all these, how all on a sudden the proposal was cleared, remains a mystery.  And who is to resolve this mystery?  As per  information available to us the minutes of the management committee meeting is yet to be received and orders are likely only by next week end ie. 30th May 2008.

  • 23.05.2008:It is learnt that Cabinet has returned the note on absorption of ITS Group A, with some queries, to DoT. It may be recalled that AIBSNLOA had brought to the notice of Prime Minister about the unusual concessions mooted in the note for ITS Group A by way of offering absorption from a prospective date after implementation of VI CPC recommendations. We had appealed to the Prime Minister that in case this concession is allowed for ITS Group A,  all Employees including the Group A Officers who took absorption earlier should get seniority over the later optees and they should also be given the benefit to take absorption with prospective date.

  • 23.05.2008: It had been reported by us on 13.05.2008 about the proceedings of Delhi High Court on seniority of 1966 SDEs. In its interim Order the Court has clarified that the respondent BSNL is entitled to publish and circulate a tentative seniority list in terms of the Order passed by the Kerala High Court on 1-2-2008.   • 22.05.2008: The Management Committee meeting held on 21.05.2008 has not taken any decision on merger of IDA.  The meeting of some Unions and Associations with Secretary DoT has reportedly not been able to break the ice.  Another meeting, with CMD BSNL,  is scheduled to be held on 27th May.

  • 22.05.2008: Promotion orders for DE Adhoc may not be issued by month end as expected earlier.  A contempt petition on SDE seniority filed in Himachal Pradesh High Court may delay things further.

  • 22.05.2008: Motorola Inc has won a $90 million contract from Indian state-run telecoms firm Bharat Sanchar Nigam Ltd (BSNL) to supply GSM network equipment, the US-based firm said in a statement. The deal will help BSNL, the fourth largest wireless telecoms firm in India, add 2.3 million subscribers in southern India, Motorola said (Times of India).

  • 20.05.2008: TDSAT seeks  explanation from DoT on condonation of delay in filing suit: The telecom tribunal TDSAT today asked DoT to explain the grounds on which it was asking for condonation of delay in filing petition seeking claims of Rs 2,015 crore from private telecom operator Tata Teleservices (Maharashtra) Limited. The tribunal observed that the government has filed petition to reclaim Rs 2,015 crore from TTML almost ten months after the Supreme Court's direction to approach TDSAT again. Read More...

  • 16.05.2008: BSNL has decided to introduce a system of 'Exit Interviews' from any BSNL staff member seeking resignation/VRS. BSNL Management agrees that 'the expertise and talent which has evolved over a period of time, with significant nurturing from the organisation, is our critical strength'.  A questionnaire  has been framed with a view to getting an insight on the effectiveness of HR system and processes. We feel that instead of collecting this information from the staff seeking to go out, all the existing employees may be asked to give their responses to the questionnaire, so that the BSNL Management can gauge the 'organisational climate' as perceived by its employees and take steps to improve and achieve higher employee satisfaction.   • 16.05.2008: The DoT on Thursday has filed a petition before the Telecom Dispute Settlement and Appellate Tribunal (TDSAT) seeking to recover Rs. 2,015 crore from Tata Teleservices (Maharashtra) Ltd. for defaulting in payment of licence fee for the Karnataka circle.

  • 13.05.2008: The seniority case of 1966 SDEs came up for hearing in Delhi High Court today.  The judge wanted the respondent's (DoT) advocate to spell out whether they propose to appeal against the Ernakulam High Court judgment. In case DoT accepts the verdict, this court (Delhi High Court) could pass an order today, he said. Since the advocate expressed inability to reply to this in the absence of any advice from DoT, the judge has posted the case for 11th August 2008.

  • 09.05.2008: In a positive turn of event, Secretary, DoT is reported to have agreed to revise the earlier DoT order dated 15th June 2006 restricting DoT's pension contribution to 60% of whatever spectrum charges, taxes and other fees payable by BSNL  to Govt. of India.  A cabinet note in this regard is under preparation.

  • 09.05.2008: Issue of orders on IDA merger is being delayed due to raising of some financial issues by the finance wing of BSNL.   The issue is stated to be discussed again in BSNL Management Committee. But orders are not expected for a while since both CMD and Director (F) will be abroad next week.  AIBSNLOA CHQ  has registered strong protest against dilly-dallying of the issue by BSNL.

  • 09.05.2008: The DPC for promotion to DE Telecom is in progress. Receipt of Vigilance clearance in respect of most of the eligible officers are expected to be completed by next week.  If the DPC work progresses in the same pace, promotion orders are likely to be issued by month end for around 1150 SDEs Telecom.

  • 06.05.2008:Rural Electrification Corporation Ltd has joined the elite club of Navratna public sector undertakings that enjoy financial and administrative autonomy. The coveted status will provide independence to take decisions for investment of up to Rs 1,000 crore or equivalent to 15 per cent of its net worth. “REC is working throughout the country with a big network. It is a pioneer in the area of rural electrification,” DPE secretary Mr R Bandopadhyay said. REC, a listed PSU, is the 16th state-run entity to have received Navratna status. It is a million dollar question as to when BSNL will attain this status.
