Recruitment Rules for Group A level Executives above Management Trainees in BSNL:
'We
are of strong view that the performance of an Executive, his capability and
length of service should also get due consideration for promotion. Otherwise,
absence of opportunity for career progression will create frustration and
demoralization which will affect one’s performance resulting in adverse impact
on productivity and finally BSNL only will be the loser.'

on ITS absorption: It is
learnt that the earlier DoT order dated 15th June 2006 restricting DoT's pension
contribution to 60% of whatever spectrum charges, taxes and other fees payable
by BSNL to Govt. of India, is being withdrawn. It may be recalled that more
than six months back, it was reported that a cabinet note in this regard was
under preparation.
This is a welcome news and all the BSNL Executives and employees will heave a
sigh of relief. And
DoT is also reported to be in the process of issuing an order by which revision
of Pension, whenever there is an increase in IDA, will become automatic.
Although there is nothing new in it, DoT appears to be keen in reiterating this.
DoT is inclined to extend again the last date for submission of option for
absorption of Group A officers in BSNL/MTNL, seeking to give an opportunity to
them on the basis of these two developments. DoT, had only recently
extended the time limit for submitting option for absorption of Group A officers
till 15th December on the plea that they can now have a considered opinion after
Govt. approval of Pay revision for CPSE Executives, but not even a single Group
A officer has submitted his option using this extended opportunity.
Although the deemed deputation of these officers ends on 22.12.2008, it is most
likely that they will continue to be on deputation after 22.12.2008, even
without the deemed deputation
being extended officially.

15.12.2008:It
is learnt that BSNL management has just begun the process for implementing Govt.
decision on 2nd Pay Revision for CPSE Executives. Contrary to reports appearing
in some sites, BSNL is likely to grant 30% fitment benefit for pay fixation, not
because of persuasion by any group, but due to the fact that the Finance Service
officers who have taken absorption in BSNL are not willing to let go the
advantage. It is also learnt that BSNL is unlikely to grant E2 and E3
scales to JTOs & SDEs and equivalent cadres. Instead they may be given a scale
starting with 18000+ in respect of JTOs and 22000+ in respect of SDEs.
Sr.SDEs, DEs, DGMs and SG DGMs and equivalent cadres will be given E3, E4, E5
and E7 scales respectively. However, we shall continue our efforts to
convince the management for giving higher scales with higher start.

per a decision taken in the All India Conference of Central Administrative
Tribunal held in August 2008, Government of India, through a notification
has brought 18 Govt. controlled organisations which include BSNL and MTNL under
the jurisdiction of CAT from 10th November 2008.

They have a lot of questions to ask but are afraid to ask either their local

of absurdity:
We had reported on 5.12.2008 that
DoT has extended time limit up to 15th December 2008
to exercise option for absorption in BSNL/MTNL to the Group A Officers of DoT on
the plea that they can now have a considered opinion after the Govt. approval of
Pay revision for CPSE Executives’ has come.....Meanwhile
two Executives’ Associations of BSNL have asked their members to exercise option
to DoT on the ground that the time limit for submitting option has been extended
up to 15th December 2008. They have deliberately suppressed the fact
that the option has been extended only to the Group A officers and not for the
Group B Officers or C&D Employees.......These
Associations would perhaps do better, if they stop playing to the gallery on
this very vital and critical issue. Let all Unions/Associations take united
stand for repatriation of those on deputation in BSNL in the overall interest of
BSNL and put meaningful pressure on the Government.

PROCLAIMED SAVIORS OF THE BSNL EXECUTIVES ONCE AGAIN EXPOSED – CAUGHT IN THE ACT
OF HELPING THE MANAGEMENT AT THE COST OF THE EXECUTIVES:
Two Executives' Associations
of BSNL have demanded
'implementation of the standard pay scales
approved by the Govt. recommended by the 2nd PRC i.e. E2, E3, E4, E5
and E6 pay scales to JTO, SDE, DE, DGM, SG DGM and equivalent Executives in BSNL
respectively.' Apart from the fact that they have not asked for any scale
for Sr.SDEs and have asked for the existing standard E4, E5 and E6 pay scales
only for DE, DGM and SG DGM, it appears that they have not done any home-work on
what their demand actually means to the BSNL Executives. Our team analysed this
and found that the JTOs and SDEs are not going to benefit a single paise with
mere E2 and E3 scale. That is why AIBSNLOA has demanded a higher start with a
minimum of three increments for all standard scales and fitment in E4, E5 and E6
scales for Sr.SDE, DE and DGM. SG DGM have already been offered E7 scales.(Refer

Enterprises requesting review of certain decisions on important issues
pertaining to Govt. decision on recommendations of the 2nd Pay Revision
Committee:'
The orders issued by Department
of Public Enterprises vide its No 2(70)/08-DPE(WC) dated 26th November 2008 on
the above matter has created serious discontentment among the Executives of all
CPSEs in general and our members in particular. It is observed that many
significant recommendations of the 2nd Pay Revision Committee have not been
accepted thereby denying the long awaited justice to the Executives. We also
find that even in regard to fitment benefit, the Government has treated the
Executives of CPSEs and Government Employees differentially. We would,
therefore, like to earnestly appeal to you and through you other authorities to
reconsider at least the following few decisions. Otherwise, the very purpose of
setting up of Pay Revision Committees will get defeated.'

notifies new promotional scheme of Broadband for Govt/PSU employees:
In order to boost the
acquisition and usage of Broadband among government employees, BSNL has notified
20% discount on Broadband Service charges (usage and rental) for Broadband
connections provided to Central Government/State Government/ PSU Employees, both
in service and retired. The scheme comes into effect from 1st December 2008
across BSNL network and is a continuous scheme.
