REVISION
OF IDA PAY SCALES FOR BSNL EXECUTIVES:
It is learnt that Member (Finance), Telecom Commission
had raised certain queries regarding the proposal sent by BSNL on revision of
IDA Pay Scales. The concerned senior Officers from BSNL had visited Sanchar
Bhawan in this connection and clarified the same. It is expected that DoT may
now issue the Presidential Directive by next week only.

Cancellation of transfer orders:

S/Shri P.Ramarao and P.P.Tripathy,
DEs of Orissa Circle who
had been ordered for transfer to hard tenure Circles, had already served the
same hard tenure regions earlier. CHQ brought this to the notice of
Director (HRD) and GM (Pers), BSNL CO and requested cancellation of these orders
(Refer CHQ letter No.
AIBSNLOA/CHQ/2009/04 dated
16.01.2009). GM (Pers)
had agreed to look into the issue. These
transfer orders have now been cancelled. We are thankful to Director (HRD) and
GM (Pers).

21.01.2009: REVISION OF
IDA PAY SCALES FOR BSNL EXECUTIVES: The proposed revised
IDA Pay Scales for the Executives which have been sent by BSNL to DOT for
approval and issue of Presidential Directive are still under examination in
DOT-Finance. Efforts are, however, being made to expedite the process so that
the Presidential Directive could be issued by DOT for their approval and
implementation.

18.01.2009:CHQ writes to GM (Pers), BSNL CO
requesting cancellation of transfer orders of DEs who have already served in
hard tenure circles:
'Our
issue is that two Executives in the level of DEs of Orissa Circle namely
S/Shri P.Ramarao and P.P.Tripathy
who have now been ordered for transfer to hard tenure
Circles have already served the same hard tenure regions earlier.'

14.01.2009: Revised IDA Pay Scales for BSNL
Executives: The revised IDA Pay Scales, as approved by
BSNL Board in its meeting held on 07.01.2009, are now under examination in DoT.
It is learnt that BSNL Board has approved a proposal which will allow the
existing incumbents in the IDA scale of Rs 9850-14600 (JTOs/Equivalent etc) and
Rs 11875-17275 (SDEs/Equivalent) to get fitment benefit as per Government
approved formula [@ 30% on basic pay + 68.8% DA on 1.1.2007] in the revised IDA
pay scale of Rs 16400-40500 (E-1) and Rs 20600-46500 (E-2) pay scale
respectively, pending finalization of their revised IDA pay scales (Rs.18000
plus to 40500 and Rs.22000 plus to 47000). The presidential directive is likely
to be issued by DoT incorporating this proposal so that DPE need not be
consulted right now for approval of any non standard pay scales and all Board
level and Non Board level Executives could be extended the benefits
simultaneously. This implies that the present arrangement in regard to revision
of pay scales for JTOs/Equivalent and SDEs/Equivalent cadres will be
provisional.

07.01.2009: CHQ extends solidarity with striking
Executives of Oil Sector PSUs:
Executives of all Oil Sector PSUs, under the banner of
OSOA (Oil Sector Officers' Asscotions) have begun an Indefinite Strike from
today braving Government's warning of severe action and a stay by Delhi High
Court. We hereby convey our solidarity with the striking Executives. It
may be recalled that, in a letter addressed to Prime Minister on 5.1.2009, CHQ
has conveyed our moral support to the Executives of Oil Sector PSUs.

07.01.2009: BSNL Board approves proposals for
revision of IDA pay scales:
BSNL Board is reported to have approved today, the
proposal for replacement IDA pay scales to its Board level and below Board level
Executives, as finalised by Management Committee on 31-12-2008. The details of
the pay scales proposed have already been published in our site on 2-1-2009. The
proposals will now be sent to DoT for approval and issue of
Presidential Directive. However the non-standard pay scales including those for
JTOs/Equivalent cadres and SDEs/Equivalent cadres, which have been devised by
BSNL, will have to be sent to DPE for its concurrence before issue of the
Presidential Directive.

06.01.2009: No change in DoT's stance on pension
contribution by BSNL:
Contrary to earlier reports that DoT order dated
15th June 2006 on pension
(restricting DoT's pension
contribution to 60% of whatever taxes and other fees payable
by BSNL to Govt. of India)
is going to be withdrawn, DoT has now issued an order
reiterating whatever is specified in its earlier order. The latest order
only clarifies that the 60% limit does not in any way distract Government's
liability to pay pensionary benefits. This is nothing new and is already
available in sub-rule 21 of Rule 37-A of CCS (Pension) Rules 1972. This
latest clarification does not take away BSNL's liability in pension contribution
as specified in DoT order dated 15th June 2006.
And there is absolutely nothing to rejoice on this.

CHQ writes to Prime
Minister on Grievances of the PSU Executives vis-à-vis call for agitation by Oil
Sector Executives: 'We
are really disturbed to find that when the Government was found so generous
while implementing the recommendations of sixth Central Pay Commission for the
Central Government Employees, it became too harsh towards the PSU Executives
while considering the recommendations of the 2nd Pay Revision
Committee for them. The grievances of Oil Sector and similarly placed PSU
Executives need, therefore, to be redressed urgently.'

02.01.2009: Revision of IDA Pay Scales for BSNL
Executives: BSNL has since finalized the replacement IDA
pay scales for its Board and below Board level Executives. There will be four
pay scales which are not the standard IDA pay scales and are different from
those approved by the Government and circulated by the DPE Order dated 26th
November 2008. Two of these pay scales are for the JTOs/Equivalent cadres and
SDEs/Equivalent cadres which we were first to report through this website on
15.12.2008. The pay scale for JTOs/Equivalent cadres is said to be Rs.18000 plus
to 40,500. The SDEs/Equivalent is to get the pay scale of Rs 22000 plus to Rs
47000 plus. Some of the other pay scales will be as under: (1) Sr SDEs/Equivalent
cadres (extg scale: Rs 13000-18250 i.e. E-3 grade): Rs 24900-50,500, (2) DEs/Equivalent
cadres (extg scale: Rs 14500-18700 i.e. E-4 grade): Rs 29100-54500, (3) DGMs (extg
scale: Rs 16000-20800 i.e. E-5 grade): Rs 32900-58,000, (4) SG DGMs (extg pay
scale: Rs 18500-23900 i.e. E-7 grade): Rs 43200-66000. Some perks like Diet
Allowance now being paid on percentage of basic pay will continue to be paid on
the same percentage in the new pay scales also. However, a small Committee has
been set up to review the other allowances including Transport Allowance. The
proposed revision of pay scales has since been approved in the Meeting of BSNL
Management Committee held on 31.12.2008. The proposal will now be considered by
the BSNL Board in the meeting to be held on 7th January 2009.
Thereafter, the proposal will be sent to DoT for approval and issue of
Presidential Directive. However the non-standard pay scales including those for
JTOs/Equivalent cadres and SDEs/Equivalent cadres, which have been devised by
BSNL, will have to be sent to DPE for its concurrence before issue of the
Presidential Directive.

02.01.2009: Deputation of Group A Officers in BSNL/MTNL:
It is reliably learnt that DoT is actively
considering a proposal to end the deputation of the Group A Officers in BSNL/MTNL.
It may be recalled that our Association alone had been making strong plea to
withdraw the Group A Officers who are working on deemed deputation basis in BSNL/MTNL
and have not exercised option for absorption in BSNL/MTNL.
