Dharna on 16.9.2015 against Cabinet decision approving formation of subsidiary tower company:

The meeting of Forum of BSNL unions and associations held today has decided to give a call for Mass Dharna on 16.9.2015 at Central, Circle and District Headquarters, urging the Government to give up its decision to form a subsidiary tower company. All Circle and District secretaries are requested to co-ordinate with the constituents of the Forum at their level and to organise massive dharnas.

BSNL adds highest number of mobile connections in a month after a very long time:

After a long time, BSNL has provided the highest number of mobile connections in July 2015 by pushing Airtel, Vodafone to 2 and 3 positions. The total of added BSNL Mobile connections in July is 16.1 Lakhs.

Meeting with Executive Director (NB):

GS and AGS (HQ) today met ED (NB) and requested his intervention and advice to Civil wing for filling up all STS posts and for initiating the proposal to divert MT quota vacancies in Civil/Electrical/Architect wings. ED (NB) who is also the Chairman of the committee considering implementation of CPSU cadre hierarchy said that we need not seek diversion of MT quota vacancies, since the committee has considered our demand that there should be time bound functional promotions instead of time bound financial upgradation and that the committee is in favour of clubbing JTO, SDE and AGM & equivalent cadres as recommended by the Deloitte Consultant and to provide time bound functional promotions upto AGM level. The committee is of the view that those in E5, E6 scales can be promoted to the DGM grade to the extent of vacancies and the remaining executives in E5, E6 scales can be designated as Joint DGM. But we have requested him to consider our proposal for divertion of MT quota vacancies and promoting more number of executives in these streams, which is the immediate concern, since whatever the committee recommends may not be final and even if the recommendations are accepted, it will take quite a long time to come to implementation stage.

Ex-Telecom Secretary Shyamal Ghosh caused huge loss to state by allocating additional spectrum at throwaway prices - CBI to court:

'Commencing arguments on framing of charges, Special Public Prosecutor (SPP) Anand Grover argued that Ghosh entered into a conspiracy along with then Telecom Minister Pramod Mahajan, unknown persons of the ministry and telecom firms. Grover contended before Special CBI Judge O P Saini that telecom companies -- Hutchison Max (P) Ltd, M/s Sterling Cellular Ltd and Bharti Cellular Ltd -- who are also accused in the case, were involved in the conspiracy in getting the additional spectrum.'  Read More

CHQ writes to CMD requesting Reduction of hard tenure period from 2 year to 1.5 year for Udhampur and Rajouri SSAs in J&K circle:

'Stations in Udhampur and Rajouri SSAs are far flung and their topology is typical and totally mountainous and sliding area. Executives coming on transfer from other circles find it difficult to cope up with the adverse climatic conditions which include heavy rains, storms, road blockage, no-air connectivity for emergency and high level militancy.Two years is practically a very long period to cope-up with in these SSAs.'  Read More

GS met the Joint GM (Pers) today and discussed the following:

1.Looking on arrangement in DGM vacancies in BSNL Corporate Office:

GS requested that all the vacant DGM posts be filled by looking on arrangement immediately. Joint GM (Pers) said that the issue is being examined and a decision will be taken within a week.

2.Promotion of left out executives to DE/AGM grade:

We requested that all the executives whose names were left out in the last CPC be promoted in the vacancies available due to non-acceptance of promotion by executives promoted in the CPC. Joint GM (Pers) said that action is being taken to promote maximum number of left out executives. Orders are likely to be issued in a week.

Meeting with General Manager (Pers):

GS along with OS (North) Com.P.C.Rastogi, AGS met GM (Pers) on Friday and discussed the following:

1. Promotion to DE/AGM grade:

We requested GM (Pers) to get the remaining MT quota vacancies diverted to seniority quota and fill them in the current CPC as filling up these posts (MT quota) is not possible in the near future. We explained the rationale behind our request based on our letter dated 23rd July 2015. GM (Pers) has agreed to examine our request.

2.Promotion to DGM (T) grade:

GM (Pers) informed us that although the preparatory work is complete, CPC can be held only after the decision of the Supreme Court is known which will be available only after the Expert Committee constituted by it, gives its recommendations.

3.Promotion from JTO to SDE (T) under seniority cum fitness quota:

We expressed our deep concern over the prolonging of the case in Kerala High court and the orders of CAT, Chandigarh to strictly adhere to the guidelines of Supreme court in Nagaraj case regarding reservation in promotions. We requested him to find out a legal solution to overcome these hurdles, in view of the unprecedented heldup in giving promotions resulting in a large number of JTOs awaiting their promotion for nearly 18 years and hundred retiring every month without getting their due promotion. GM (Pers) said that discussions are being held to find a way out of the situation.

We requested him to ensure that preparatory work is completed early so that the CPC can be held at the earliest and promotions ordered. DGM (Pers) said that the process is in good progress and assured to hold the CPC as early as possible.

2. Request for issue of transfer and orders and cancellation of a few orders already issued:

DGM (Pers) said that these were under consideration.

Meeting called by CMD on development activities in BSNL:

CMD had called a meeting today to discuss issues related to development activities in BSNL. Constituents of Forum of BSNL unions and associations participated in the meeting. On behalf of AIBSNLOA, Com.Rakesh Sethi, GS attended the meeting. During the two hours meeting, CMD informed that the free night calling facililty from landlines has received very good response resulting in reversal of the trend of surrender of landlines. In fact there has been additions to landlines in the past few months. But there has been no tangible increase in revenue. He requested all unions and associations to join hands with the management/administration in advertising/popularising the scheme further through their membership. He said that there has been considerable increase in revenue from Enterprise business, comparing to last year. He wanted all unions and associations to be proactive in finding ways to improve the revenue of BSNL. Replying to concerns raised by Forum leaders on the recent approval by Union Cabinet for formation of subsdiary tower company, the CMD explained that this will help in BSNL making a turn around before the recommendations of the Third Pay Revision Committee is submitted. He said that BSNL's continuing loss year by year is partly due to taking into account of depreciation and formation of tower subsdiary will offset this to a large extent. He said that BSNL will also save 8% in revenue sharing due to formation of subsdiary companies, a practice being followed by private telecom operators. He also said that Enterprise Business is also likely to be made a separate subsdiary company on these lines. He assured that Tower Subsdiary will still continue to be administered by BSNL and no HR issues like transfer and postings will arise. GS raised doubts in his claims and said that this is going to help only the private operators and BSNL will be loosing its customers where now we are having monopoly. He insisted that issues in tower sharing can well be dealt with by creating another business vertical for towers. CMD was not aware of whether there will be a strategic partner after formation of the tower subsidiary. He could only say that although BSNL put up the proposal, it was DoT which made the detailed roadmap and he was not aware of the details. He therefore asked the unions and associations to analyse the issues in depth, on which further discussions can be held. When the issue of recent reports in the media about VRS was raised, CMD categorically stated that there is no proposal for VRS. The constituents of the Forum later met and discussed about further course of action. After some discussions, it was agreed that Forum leaders should meet Secretary, DoT before taking a decision.

The call given by Forum of BSNL unions and associations has been a success, according to reports received from circles. In the mass demonstration held at BSNL Corporate Office, GS AIBSNLOA addressed the gathering and explained the risks involved in formation of separate tower subsdiary and stressed our stand that instead, BSNL can go in for a separate business vertical for towers.

'At present, keeping the Government’s revival mode in view for these two State-owned telcos, the DoT is examining such proposal minutely. 'The seventh chapter in the draft CAG report claims the DoT extended an “undue favour” to Bharti Airtel by administrative allocation and extension of validity of 2×6 MHz spectrum in 168 cities in the 3.3 GHz band. This, the report suggests, led to an “advantage” of Rs 5,781.72 crore to the group over the four-year period for which the audit was conducted. 'According to a source, the Union Cabinet has given 'in principle' approval for hiving off mobile tower assets of BSNL into a separate company, which will help the state-run firm to improve its financial position by unlocking the value of its mobile towers. Consequent to the approval, the Department of Telecom can constitute an inter-ministerial group for working out the capital and organisational structure of the new company after market valuation of its tower assets, which will be considered by the Union Cabinet, the source said.'  Read More

Cabinet likely to take up key BSNL, MTNL issues tomorrow:

The Cabinet is likely to take up issue of compensating loss making state-run telecom firms, BSNL and MTNL, for surrendering CDMA spectrum that was auctioned in March this year as well as proposal of BSNL to hive off mobile towers assets into a separate company. Both BSNL and MTNL expect some financial relief from the Cabinet if it approves their compensation proposal for surrendering CDMA spectrum that were auctioned in March this year. MTNL surrendered 5 Mhz of CDMA spectrum that was put for auction and BSNL in around 8-10 telecom service area. Both the PSUs sought market determined rate for the quantum of spectrum they surrendered. BSNL is estimated to have over one lakh base stations and it expects valuation of its mobile tower company to be to the tune of Rs 20,000 crore. It has so far leased out 5,471 towers to various private operators earning a revenue of Rs 432.6 crore till May.(ET)
