JTO Recutiment Rules, 2014 approved by BSNL Board:

After shelving the revised JTO RR 2014 for a very long period, in the name of finalising BSNL HR Plan, BSNL Board has finally approved the revised JTO RR 2014 in its recent Board meeting. The exact details of the approved RR are yet to be known. CHQ will take up the issue of regular appointment of TTAs officiating as JTOs once the revised RR is notified officially.

Verification of qualifying service after 18 years service and 5 years before retirement:

These rules have been amended subsequently and as per the existing provisions, a certificate regarding qualifying service is required to be issued by the HOO after completion of 18 years of service and again 5 years before the date of retirement of an employee. Rule further provide that verification done under that rule shall be treated as fmal and shall not be reopened except when necessitated by a subsequent -change in the rules and orders governing the conditions under which the service qualifies for pension.   Read More

Monthly meeting with Director (HR):

GS, AGS (HQ) and OS (North) met Director (HR) on 7.9.2015 evening as per the schedule of monthly meeting. Sr.GM (Pers), GM (SR), Addl.GM (SR) and DGM (Estt) were present. The meeting lasted for 90 minutes. Discussions were cordial and purposeful. Director (HR) said that although there will not be any official minutes for the meeting, efforts will be taken to resolve the issues before next meeting. The following issues were discussed:

1. REMOVAL OF DISCREPANCIES IN MANAGEMENT TRAINEE RECRUITMENT RULES, 2013:

After issue of notification for recruiting Management Trainees, we had requested withdrawal of notification for recruitment of Management Trainees (External) and to fill up the vacancies with the internal candidates. We had also pointed out some grey areas in the notifications which are required to be clarified, which otherwise may lead to endless litigations. We requested that MT (Internal) examination alone should be held and meanwhile efforts should be made to remove the discrepancies in the MT RR 2013, like a) The year of vacancies pertaining to which notifications for both internal and external recruitment has been issued are not mentioned b) It is not known whether this recruitment pertains to a single vacancy year or multiple vacancy years. Hon’ble CAT Guwahati had recently ruled against holding of LDCE for promotion to SDE (T) grade for multiple years together on the ground that the candidates will lose the chance of appearing in the examination each year separately. This ground will be applicable in the case of MT Internal recruitment also. c) After the ratio has been modified as 75:12.5:12.5, the method of fixing inter-se-seniority has not been specified. d) As the maximum age limit for appearing in the internal examination is 50 (for the first batch), many candidates will be in higher pay scale than that of MT. The RR as well as the notification has not thrown light about how their pay will be fixed on being selected to MT grade. e) whether vacancy year will be the same as recruitment year? Or this will be one year before the recruitment year? Or, this will be after two year of the recruitment as MT? f) It has not been clearly mentioned in the RR of MT that all the existing regular STS will be senior to the newly recruited. There was meaningful discussions on these points and finally Sr.GM (Pers) assured us that all these issues will be clarified within 15 days. Director (HR) appreciated our arguments regarding filling up the vacancies purely by internal candidates and agreed to examine them.

2.II. PROMOTION TO SDE, DE AND DGM GRADES IN TELECOM WING AND AO & CAO GRADES IN FINANCE WING:

Promotions to SDE, DE and DGM grades in Telecom wing and to AO and CAO grades in Finance wing have been got wrangled in numerous court cases mainly due to seniority related issues and thousands of JTOs, SDEs, and DEs, have retired and are retiring every month without getting their due promotion. The Chandigarh court order on reservation in promotion is also holding up the promotion to AO and CAO grades and now to SDE (T) grade. The experience is that BSNL Management has not been able to effectively defend the court cases, resulting in prolonging of the cases for years together. We requested that BSNL management should sort out the issue at the earliest exploring all legal alternatives. We also stressed that promotion of left out executives to DE/AGM grade is getting delayed and needs to be issued immediately. Sr.GM (Pers) said that this was being delayed due to non-availability of VC. We informed him that VC is yet to be received only in respect of 15 cases and wanted issue of orders without further delay. Sr. GM (Pers) said that he will ensure that orders are issued at the earliest.

In respect of SDE to DE promotion, Sr. GM (Pers) informed us that vacancies upto March 2015 are being considered for filling up and APAR and VC has been called for to fill around 1300 posts. He also said that, as requested by us in a meeting with him last week, circles will be asked to submit APAR/VC within a time frame. We reiterated our demand that the remaining 25% posts from MT quota should also be diverted temporarily to seniority cum fitness quota as even if the MT recruitment is successful, it will take atleast 3 years for the process to be completed and the STS posts under MT quota are filled. Director (HR) agreed with our view and said that this will be also examined. In respect of DE to DGM promotion, Sr. GM (Pers) informed us that work to fill up 650 DGM posts has already been commenced. In respect of court cases, we were informed that BSNL CO had sent the submissions to the Kerala High Court in time but the Kerala Circle failed to submit in time in the court. Now BSNL has moved an application for early hearing of the case. Director (HR) was convinced by our arguments and directed that instead of leaving the matter to Kerala Circle, some one from Corporate Office should be deputed to handle the case in Kerala High Court. As far as the hurdle created by CAT, Chandigarh, both the cases regarding SDE and AO promotions have been clubbed and will be coming up for hearing on 21.9.2015.

3.REMOVAL OF DISCRIMINATION IN GRANT OF JAG SELECTION GRADE SCALE TO ABSORBED GROUP ‘B’ EXECUTIVES TO ENSURE JUSTICE----REGARDING BLATANT VIOLATION OF INSTRUCTIONS OF DOT LETTER DATED 26.08.2008 AND DPE OM DATED 24.12.2012 BY OPERATING IDA SCALE OF RS.17500-400-22300 W.E.F. 01.10.2000 IN PLACE OF RS. 18500-23900:

After our arguments, Director (HR) has directed the Establishment section to re-examine the issue and put the file to her.

4. REDUCTION OF TENURE PERIOD OF UDHAMPUR AND RAJOURI SSAs IN JAMMU & KASHMIR FROM 2 YEARS TO 1.5 YEARS:

We explained the rationale behind our demand in detail. Director (HR) has directed consideration of the issue by Personnel Section.

Meeting with Sr.General Manager (Pers):

GS and OS (North) met Sr. GM (Pers) today and discussed following:

(1) Promotion from JTO to SDE, SDE to DE and DE to DGM:

Sr. GM (Pers) said that JTO to SDE promotion could not be given because of stay granted by the Kerla High Court and direction given by CAT Chandigarh. However Personnel section of BSNL CO is doing their best to resolve the issue but without much progress. He assured us that he is purusuing the matter personally to get some direction from the court so that promotion orders of SDE could be issued. We requested Sr.GM (Pers) for utilizing the MT quota vacancy for giving maximum number of promotions so that list no.6 may be fully covered. We also requested to expedite the work of APAR tabulation and VC. Due to non availability of APAR and VC, work could not be started and till date only few APAR are available. We requested Sr. GM (Pers) to issue necessary directions to field units for sending APAR of all the executives who are in list no. 6 before a target date. Sr. GM (Pers) agreed to our proposal and said that direction will be issued soon. We also requested to issue the promotion orders for the 85 left out executives of Seniority list No.5. Sr GM (Pers) told us that he will discuss this matter with Jt. GM(Pers) and take necessary action for issuing the orders at the earliest. In respect of DE to DGM promotion it was assured by Sr GM (Pers) that necessary work has already been started and soon orders will be issued for filling up of vacant posts of DGM. He once again assured us that DGM looking after orders will also be issued soon for BSNL CO.

2. Discrepancies in MTRR:

We drew Sr GM (Pers) attention towards our letter in respect of MT RR where we had raised some issues and requested Sr GM (Pers) to take necessary action and issue clarification before conducting the examination for MT. Sr GM (Pers) assured us that he will take action for issue of necessary clarification. We reiterated that non-issue of clarification will definitely result in court cases related to inter-se-seniority of MT and promotee DE/AGM.

3. Transfer and Postings:

We also discussed about non-release of transfer orders for some of our members and discrepancies in earlier issued transfer orders. He assured us that necessary action will be taken on our request and in respect of discrepancies he asked us to discuss with Jt GM (Pers) and if any discrepancies are found, he will take necessary action for removing them.

BSNL CO has asked Circles/Units to compile the request cases/ tenure completion cases (OCT-DEC quarter, 2015) by 1Oth September 2015 and send the consolidated lists and applications as per guidelines latest by 25.09.2015 for processing and issuing orders in the first week of October, 2015. ln case of tenure completion cases, the circles may send the left-out cases of APR-JUNE or JULY-SEP quarters 2015 on individual basis so that orders may be issued at the earliest.  View letter
