Meeting with Sr.General Manager (Pers):

GS along with OS (North) and Com.P.C.Rastogi, AGS, met Sr.GM (Pers) and Jt.GM (Pers) today and discussed the following:

1.Promotion from SDE to DE and from JTO to SDE:

We expressed deep concern towards the prolonged delay and wanted some way out to be found out. Sr.GM (Pers) informed us that comments of Solicitor General had been called for and he has conveyed that the procedure already being followed by BSNL in giving promotions is in consonance with the Supreme Court orders. This will be communicated to the Chandigarh High Court for obtaining its permission. Meanwhile work has been commenced for holding DPC for promotion of around 1500 executives to STS grade. Sr. GM (Pers) also said that similar efforts are being made to obtain favaourable orders from Ernakulam High court citing the administrative difficulties faced by BSNL.

2.Reallotment in posting on promotion to DGM (Adhoc):

We thanked Sr.GM (Pers) for swiftly issuing the promotion orders and requested him to consider a few representations received for reallotment. Sr.GM (Pers) assured us that genuine cases will be considered for reallotment.

1.Superannuation benefits to BSNL recruited employees:

We requested an early decision on the matter with higher contribution by BSNL than the reported 3%. GM (Estt) explained that calculations based on various percentages of contribution were put up by Establishment section. But Finance has recommended 3% taking into account, among others, the present financial status of BSNL. The remuneration committee has also given its consent and the issue will have to be considered by BSNL Board.

2.Relaxation in qualifying service for TTAs appearing for JTO LICE:

Explaining the circumstances cited in our letter dated 5.4.2016, we requested relaxing the eligibility condition for appearing in JTO LICE in respect of around 100 TTAs of Tamilnadu Circle who belonged to the same recruitment year but had fallen short of the eligible qualifying service, since they were sent for training subsequently. After some discussions, GM (Estt) has agreed to consider the issue if specific request is received from CGMT Tamilnadu Circle. CS, Tamilnadu circle is requested to pursue with the circle administration to ensure that an early communication on this issue is sent by CGMT Tamilnadu Circle to BSNL CO.

GS meets CGMT Rajasthan Circle:

GS, during his visit to Jaipur, met CGMT Rajasthan Circle on 02.04.2016. Initially discussions were about various development activities in Rajasthan circle in the last financial year 2015-16. CGMT Rajasthan circle said that in comparison to last year, Rajasthan circle has performed better in all the verticals i.e. CFA, CM and EB this financial year and hoped that it will do much better this year. He appreciated the work done by the employees in the last financial year in achieving the targets assigned to them. GS then drew his attention to posting of AGMs who were transferred from BSNL CO to Rajasthan circle on their own cost but could not join in Rajasthan circle. They wanted posting in Jaipur but were posted to other places in the circle due to want of vacancies. But now, after issue of AGM to DGM promotion orders by BSNL CO, about 24 AGMs in Jaipur are promoted as DGMs and consequently 24 posts of AGMs will become vacant. GS therefore requested that those AGMs on transfer may now be considered for posting at Jaipur. CGMT Rajasthan circle assured GS that he will reconsider the postings after joining of promoted AGMs as DGMs.
