Meeting with Sr. General Manager (FP):

GS and OS (N) met Sr.GM (FP) and discussed about JAO to AO and AO to CAO promotion. Sr.GM (FP) told us that now the matter is being dealt with Personnel section along with a similar court case in respect of JTO to SDE promotion. We requested Sr.GM (FP) to find out some alternate for promoting JAO/AO because senior executives are retiring every month without getting their due promotion. Sr.GM (FP) said that in the absence of clear guidelines from DOPT nothing could be done. However efforts are being made to find out some solution. He also suggested that associations should also think over and suggest some way to resolve the issue. Then, we reminded Sr.GM (Pers) regarding requests for retention/change of circle of some executives. Sr.GM (FP) assured us that soon necessary action will be taken on our request. We also drew his attention to our earlier request for issue of necessary clarification in respect of correction in long stay list in AO grade. Sr.GM (FP) assured us that necessary clarification will be issued soon.

Apathy on the part of BSNL employees:

BSNL CO has forwarded a complaint from a customer to the Circle concerned for necessary action and redressal of the grievance. The customer has narrated his bitter experience and has made some serious remarks on our method of working, like - "Even if you sell entire asset of BSNL you cannot feed the employees who thinks that it is their prerogative to get tax payers' money as salary and who think that they are not supposed to to earn their salary by working", "When one of my friend said that he is going to get BSNL broadband disconnected and going to have private BB, the BSNL employee suggested him particular office to get the BSNL line disconnected early", "For your information I had sent a email to all the addresses shown in the web. Not even a single officer had either replied or called me over my mobile" and "Your employees should be shaken from their slumber. They appear to be thinking that they can anyway get their salary whether work or not." These sweeping remarks by the loyal customer (since 1978) may not be brushed away saying that all the employees are not bad. Even if only a small percentage of employees behave irresponsibly, it is affecting the entire company. It is therefore the responsibility of all unions and associations to rein-in such employees and make them work, for the betterment of the company. (i) Delay in issue of SDE to DE promotion orders:

Sr.GM (Pers) informed us that DPC is being delayed due to not available of APAR and VCs. We once again reiterated issue of necessary instructions to field units, fixing target dates for each circle to handover the APAR. Sr.GM (Pers) agreed to issue necessary directions shortly.

(ii)Reduction in tenure period of Udhampur and Rajouri SSAs in J&K Telecom Circle:

Sr.GM (Pers) informed us that the proposal is still in consideration.

(iii) Exemption from Financial up-gradation training/Examination to Physically Handicapped executives:

After discussion, Sr. GM (Pers) immediately issued instructions to the concerned section to submit the case for getting examined.

(iv) Discrepancies in the seniority list circulated by DPC Cell for DGM promotion:

We again explained that this list was in variance with the Seniority List submitted by the BSNL CO to Expert Committee constituted by Hon'ble Supreme Court. While according to the direction from Hon'ble Supreme court of India, the seniority should be in accordance to Rule 206. the DPC cannot be done on the basis of old list. Sr GM (Pers) agreed with our arguments and told us that he would like to discuss the matter further along with Jt.DGM (Pers) and AGM (DPC) in the next week.

Inordinate delay in relieving of executives under transfer to other circles/units:

Director (HR) has written to all Heads of Circles to relieve all the executives under transfer to other circles/units before 31.10.2015, failing which the executives concerned will be released through ERP at the level of BSNL Corporate Office itself. She has further stated that the executives who have completed their tenure will also be relieved immediately by making local arrangement from the available executives. (i)Delay in issue of inter-circle transfer orders and consideration of retention and cancellation of transfer cases:

We informed Sr.GM (Pers) that the executives concerned are worried over the delay in issue of transfer orders because as per schedule transfer orders should be issued in October. Sr.GM (Pers) informed us that already a few orders have been issued and on the other work is in progress and orders are likely to be issued in next week.

(ii) Change of tenure period of Udhampur and Rajouri SSA in J&K Telecom Circle:

We once again requested early issue of orders in respect of reduction of tenure period of Udhampur and Rajouri SSAs. Sr.GM (Pers) informed us that proposal is still under examination.

(iii) Exemption from Financial up-gradation training/Examination to physically Handicapped executives:

We requested Sr. GM (Pers) for issue of necessary clarification on this issue so that physically Handicapped executives may get exemption from appearing in financial up-gradation examination without requiring recommendation of CGMs. While Sr.GM (Pers) was of the opinion that getting recommendation is necessary because genuineness of the case can be judged by the HOC better. We insisted that CGM's recommendation is not required in the case of PH executives as the genuineness and degree of their disability has already been certified by competent medical authorities. Then Sr.GM (Pers) assured us that he will further examine this matter.

(iv) Discrepancies in the seniority List published by DPC Cell for DGM promotion contradicting the seniority List submitted by the BSNL CO to Expert Committee constituted by Hon'ble Supreme Court:

Sr GM (Pers) said that the letter from our association has been received and the matter will be examined by DPC cell. Discripancies if any will be rectified before holding of DPC. [A case in respect of seniority list No. 6 & 7 filed by some executives in PCAT Delhi has been posted for hearing in January 2016 on the request of petitioners' advocate. The case in Chandigarh court in respect of AO to CAO promotion and JTO to SDE promotion has been posted for hearing on 18th November 2015]

(i) Promotion from SDE to DE and DE to DGM (T):

GM (Pers) informed us that DPC work for both the grades is in progress but due to non availability of APAR and VC in a number of cases DPC work could not commence. However, efforts are being made for conducting the DPC for SDE to STS at the earliest. [We once again request all the CHQ office bearers, CS and other active members and individuals to view the list published by us yesterday and to convey‌ information in respect of Circle, HRMS No. DoB, APAR or VC to DPC cell so that work can be completed within time.

(ii) Reduction of hard tenure period from 2 years to 1.5 years for udhampur and Rajouri SSAs in J&K Circle:

We once again requested Sr GM (Pers) to take necessary action on this issue as assured in the meeting with Director (HR) so that relief may be available to those executives who have come from other circles and are working in these SSAs. Sr GM (Pers) informed us that the case is under process and decision will be taken soon in this regard.

(iii) Clarifications on MTRR:

Sr GM (Pers) informed us that issues raised by AIBSNLOA are being examined and necessary clarifications will be issued soon.

(iv) Preparation of seniority list no. 8 for SDEs who were promoted in the year 2004:

We informed Sr GM(Pers) that seniority list for those executives who were promoted in year 2004 has not been issued till date. Therefore, DPC cell should be instructed to take necessary action for issue of seniority list no. 8. Sr GM (Pers) assured us that necessary action will be take soon for issue of the seniority list.

(v) Issue of own request transfer orders in SDE and DE grades:

Sr GM (Pers) informed us that work has been started and transfer orders will be issued soon.

(vi) Issue of orders for Looking After arrangement in AGM grade in BSNL CO:
