FORMER PRESIDENT OF INDIA, DR.A.P.J. ABDUL KALAM IS NO MORE:
Dr. A.P.J. Abdul Kalam, who rose from humble beginnings to become one of India's leading scientists and later a hugely popular president, died today evening after collapsing during a lecture at the IIM-Shillong, plunging the entire country in mourning. In his book “India 2020” he had unveiled an action plan which advocated India turning into a knowledge superpower and as one of the developed nations of the world by the year 2020. In 2011, he launched his mission for the youth of the nation called the “What Can I Give Movement” with the main aim to defeat corruption in India. Dr.Kalam was serving as the visiting professor in various esteemed institutes and universities of India, such as Indian Institute of Management Ahmedabad and Indore, Chancellor of Indian Institute of Space Science and Technology Thiruvananthapuram, Aerospace Engineering at Anna University (Chennai), JSS University (Mysore). His death is a huge loss to the Nation and has created a huge vacuum in the country. Dr.Kalam had once said that, "Don't declare holiday on my death, instead work an extra day, if you love me." Meeting with Sr.General Manager (Establishment):
Today GS and OS(N) met Sr GM (Establishment) and discussed the following:1.Grant of E2 and E3 Scale to the executives of BSNL in lieu of E1A and E2A :
Sr GM (Establishment) told us that in the last meeting it was discussed but since a number of other issues are also linked to this, some more discussions are also required before finalizing this issue. The issues linked are (i) whether this should be agreed with cascading effect or without cascading effect (ii) Whether any amendment is required in EPP after implementation of this (iii) If any pay anomaly arises then how this will be addressed? Sr GM(Establishment) also told us that AIBSNLOA can also give its views on this. We told Sr GM that AIBSNLOA had raised this issue and requested for replacement of E1A and E2A scale by E2 and E3 even before DPE asserted that no intermediate scale will be allowed. At that time on the request of other associations a proposal was sent by BSNL to DoT proposing equivalent scale of E1A and E2A which was never forwarded by DoT to DPE and that this information was obtained under RTI. However we submitted our written document to SR GM (Establishment) and requested her that whenever replacement of E1A and E2A by E2 and E3 scale is decided, it should be ensured that any anomaly arising out of the decision is simultaneously resolved. Sr GM (Establishment) agreed with our proposal.2.Cadre Hierarchy:
We also submitted our views on cadre hierarchy to Sr GM (Establishment) and requested that upgradation of pay scales should carry with it change in designation, status and powers. Sr GM (Establishment) asked us to submit our views in detail so that the same can be discussed in the committee meeting. We told SR GM that AIBSNLOA will soon submit its views in detail on this issue.3. Pay fixation of officiating JTOs:
We requested SR GM (Establishment) that decision of court should be implemented for all without the need for all individuals approaching the court, since it will save the time and money for BSNL as well as for the individuals. We gave some examples of other court cases where initially BSNL decided to implement the orders in respect of petitioners only but in later stage when number of petitioners increased, it was decided to implement the decision for all and affidavit was filed in the court that since department is agreeing to implement the decision for all no further case needs to be entertained. Sr GM listened to us and assured us that she will look into it once again and take appropriate decision in this regard.24.07.2015:
Meeting with General Manager (HQ) MTNL:
Today GS and AGS(HQ) also met GM (HQ), MTNL and requested him to restore RSTC which have been disconnected by MTNL under DNP. We also provided a list of disconnected telephone numbers to him. GM (HQ), MTNL heard our request very patiently and immediately spoke to Direct (HR), MTNL and after taking his telephonic permission, passed the orders for immediate reconnection of disconnected RSTCs. We are happy to inform all that all the disconnected RSTCs have been reconnected by MTNL. In this regard AIBSNLOA had already made a lot of efforts by meeting GM(A) BSNL, GM(O) and GM(TR) MTNL and speaking to DGM(F), MTNL. At last, today we have achieved our demand, when GM(HQ), MTNL passed the orders for reconnection. We are thankful to all the MTNL officers who played their role in settling this matter.24.07.2015:
Issue regarding pay fixation of JAOs(Deptl)(40% quota) of 2010 Batch arising out of Non-Executives’ Wage revision orders dated 7.5.2010 and subsequent clarification dated 18.5.2011 – Allowing option for revision of pay from the date of promotion to the grade of JAO:
In view of the recommendations of the committee and approval by competent authority BSNL CO has issued orders allowing JAOs (Deptl)(40% quota) of 2010 Batch to exercise the option for fixation of pay in the revised pay from the date of promotion in the grade of JAO, as one time dispensation. However, due to financial constraints of BSNL, No arrears will be paid and effect of actual pay revision will be prospective i.e. from the date of issue of this order. Meeting with General Manager (FP):
GS along with OS(N) and FS BSNL CO Circle, met GM (FP) on 16.7.2015 and discussed the following:(1) Delay in Promotion from JAO to AO, AO to CAO:
GM (FP) informed us that due to a stay order by the High court of Chandigarh, SEA section is not able to issue the orders. However, he informed us that it has been proposed to form a committee of three members from BSNL CO. This committee will take care of handling the case in high court of Chandigarh and try to get the stay vacated or get permission for giving adhoc promotion. He also asked us to suggest some way out of the present situation so that promotion orders can be issued.(2) Delay in issue of tenure transfer orders:
We drew the attention of GM (FP) in respect of delay in issue transfer orders for those executives who have already completed their tenure. GM (FP) assured us that he will look into it and see that tenure transfer orders are issued at the earliest.(3) Non settlement of long pending seniority issue:
We drew his attention to our request for correcting the seniority of some AOs but even after six months no action has been taken by SEA section. GM (FP) said that he will look into it and try to resolve it at the earliest.(4) Retention cases:
We requested GM (FP) for early consideration of our request for retention of one executive at Chennai on medical ground. He assured us that he will get the matter examined for necessary action.17.07.2015:

We conveyed our thanks to GM (A) for his efforts in opening of staff canteen at BSNL CO. Staff canteen will start functioning on 17.7.2015 and the staff will get snacks, lunch and tea at comparatively cheaper rates. [In this regard, the Circle body of AIBSNLOA and GS AIBSNLOA had put efforts and had met GM (Admin) a number of times and had also writtent to GM(Admin).(2) Discussion regarding provision of RSTC by MTNL:
Once again we drew attention of GM (A) in respect of disconnection of RSTC by MTNL for non-payment. We requested GM (A) to find a permanent solution of this problem since MTNL disconnects telephone connections of BSNL executives every six months and our members are facing problems on official as well as family levels. We said that it was very much required that either BSNL CO issue the necessary directions to the executives for making payment of bills or find out some solution. GM (A) informed us that this matter is now being dealt at board level and Director (HR) is will have a meeting with the MTNL management and soon the matter will be resolved permanently and necessary direction will be issued. We also requested GM (A) to explore the possibilities, in view of direction issued by BSNL for free all India Roaming, to provide BSNL mobile connection to executives working in BSNL CO. GM (A) informed us that this issue is also being examined as to whether BSNL mobile connection can be given to its staff working at BSNL CO and residing in NCR or whether instead of post paid connection, pre paid connection may be issued to the executives working at BSNL CO.17.07.2015:

AIBSNLOA had first taken up the issue with BSNL Management on 29.5.2013 stating that "Hon’ble PCAT, Delhi, in OA-2651/2012 has delivered a judgment on 26.4.2013 that the applicants in the OA may be considered for grant of the benefit in terms of Government of India Instructions dated 26.05.1977 by which diploma in Engineering with ten years technical experience has been recognized as equivalent to degree in Engineering..."and had requested "issue of amendment to BSNL MS RR providing relaxation in Educational Qualifications to the SDEs of Civil/Electrical/Architect wings for promotion to Executive Engineer grade." Meeting with Executive Director (NB):
GS along with OS (North) Com.S.P.Jain today met ED (NB) & the Chairman of the committee considering CPSU cadre hierarcy and two other issues. We thanked him for his efforts for resolving the E2, E3 scales issue on priority basis. ED (NB) said that the recommendations of the committee in respect of E2, E3 scales are yet to be put in shape and later would have to be considered by the Management Committee, the BSNL Board and then the DoT before final implementation. We requested him to ensure that further anomaly is not created with both the Sr.SDE and SDE scales fitted into the same E3 scale. We argued that anomaly can be avoided only if Sr.SDE scale is upgraded to E4, DE scale to E5, JAG scale to E6 and SG JAG to E7 scale as has been explained in our letter. ED (NB) said that he was given only the job of recommending equivalent scales for E1A and E2A and he cannot exceed his brief. We also requested him that as E2 and E3 scales will be effective from 1.1.2007, arrears from that date should not be denied, since it was the BSNL Management which has delayed the issue for 8 long years without any justification. In respect of CPSU cadre hierarchy, ED (NB) said that he has gone through our submissions and would like to have more input on the matter, like the policy being followed by other major PSUs. CHQ writes to Chairman Committee on CPSU cadre hierarchy and two other issues:
'When the revised pay scales were implemented for BSNL Executives on the basis of Government decisions on Second PRC, E6 scale was not offered to any cadre/grade in BSNL. AIBSNLOA had therefore suggested “review of the issue dispassionately and grant of following IDA pay scales to the Executives from JTOs level to Dy GMs : (a) JTOs level : E-2 scale, (b) SDEs level : E-3 scale, (c) Sr SDEs/Sr AOs : E-4 scale, (d) DEs level : E-5 scale and (e) DGMs level : E-6 scale.'...'Had E6 scale been given to JAG grade, SG JAG grade would have got E7 scale. Today, a discrepancy exists wherein Group B absorbees are fitted in E6 scale for SG JAG, while those absorbed as Group A have been given E7 scale for SG JAG.'...'Finally, it is learnt that, there is an indication by the Management side that resolving of these issues may not be retrospective in nature. We are in complete disagreement with such a notion since, at the time of pay revision w.e.f. 1.1.2007, BSNL orders dated 5.3.2009, while tabulating revised pay scales effective from 01.01.2007 for other cadres, did not mention any pay scale for the pre-revised scales of 9850-250-14600 (E1 A) and 11875-300-17275 (E2A) for JTOs and SDEs and equivalent cadres, but left a foot note that revised IDA scales for E1 A and E2 A will be notified later. Therefore, any revised scale that will be decided now should be effective from 1.1.2007 only. Denial of arrears will be against all norms and legal prudence since it is BSNL who delayed the notification unduly for more than six years and the executives cannot be allowed to suffer on this count.'
