30.06.2015:

Meeting of the committee headed by GM (Pers):

Meeting of the committee to discuss the issue of recruitment of Management Trainees was held today at 1000 hrs. GS attended the meeting along with other associations - SNEA, AIBSNLEA and AIGETOA. As per our earlier discussions with CMD, BSNL, and ED(CN), we reiterated our view that there should be no external recruitment for Management Trainees, since we should first utilise the expertise within our strength of Executives. This will definitely boost the morale of executives working in different positions who have a good expertise/working knowledge in BSNL. But simultaneously we urged GM (Pers) that recruitment of Management Trainees should not be done without addressing the issues raised by us in our letter dated 19.6.2015 and without amending the present MT RR 2013. Otherwise it will lead to more number of litigations. GM(Pers) assured us that the issues will be examined and addressed before conducting the examination. We also drew attention of GM (Pers) to another letter written by us, where we categorically mentioned that MT recruitment should be deferred till therecommendations of the committee on CPSU cadre hierarchy is known. We also proposed that posts allotted for MT (External) should be transferred to seniority cum fitness quota so that more number of executives may get STS promotion in time. GM (Pers) said that the views of all the associations will be conveyed to the Management Committee of BSNL which will take a final call on the matter.

Increase in IDA w.e.f. 1.7.2015:

According to calculations based on All India Consumer Price Index for Industrial workers for March 2015 (254), April 2015 (256) and May 2015 (258), IDA is to increase by 2.1% w.e.f. 1.7.2015 from 100.5% to 102.6%

AIBSNLOA CHENNAI TELEPHONES HOLDS ITS THIRD CIRCLE CONFERENCE:

The 3rd Circle Conference of AIBSNLOA Chennai Telephones held on 26.6.2015 in Jeevana Jyothi Hall at Chennai has been a grand success with large attendance and overwhelming participation by delegates, disproving the claim by the former CS that AIBSNLOA Chennai Telephones had been merged with AIBSNLEA. CHQ President Com.K.Rajasekaran hoisted the National Flag and GS Com.Rakesh Sethi hoisted the AIBSNLOA Flag. A colourful Open Session was held with Com.P.Ramachandran, delivering the Presidential address and Com.M.Vijayakumar, CS presenting the Keynote Address. Com.Rakesh Sethi, General Secretary spoke elaborately on issues related to viability of BSNL, our stand on MT recruitment etc., and appealed to Honourable Member of Parliament Smt. Maragatham Kumaravel, who was the Chief Guest, to take up with the Government, DoT's failure to keep up its commitment in the memoranda of understanding signed with BSNL for immediate reimubrsement of charges for surrendered spectrum, compensation for unviable services, directing state, central governments and PSUs to take only BSNL services etc. Guest of Honour, the Chief General Manager Ms. S. M. Kalavathi was present in the meeting for more than three hours and listened to all the speakers. In her address, she said the first task for all executives was to achieve higer revenue and quality service to the customer and all the associations have to play their role in this. Smt.Maragatham Kumaravel, MP and Chief Guest of the Open Session responded to General Secretary's appeal by categorically announcing in her speech that she will raise all the issues in the next session of Parliament. Senior General Manager (HR & Admin) Shri R. Ganesan delivered an inspiring special address. General Manager (Marketing CM & CFA) Shri B. Ramachandran and Addl GM (HR&Admn) Shri V.S.Ilanthirai were present in the Open Session and expressed their greetings. The Open session had the elegant presence of all the Fraternal Organisations. THIRD CIRCLE CONFERENCE OF AIBSNLOA TAMILNADU CIRCLE:

The Third Circle Conference of AIBSNLOA Tamilnadu circle was held at Hotel Tamilnadu, Madurai on 24.06.2015 under the Presidentship of Com R.Damodaran. The Grand event started with the hoisting of national Flag by Com.S.Ratnasubramanian, Patron AIBSNLOA. General Secretary Com Rakesh Sethi hoisted the AIBSNLOA flag. A large number of delegates from all the SSAs attended the conference with full enthusiasm and made the deliberations lively. General Secretary Com. Rakesh Sethi, Veteran Leader Com.Ratnasubramanian, Comrade RRB, Com.P.Manoharan AGS, Com.S.Jeyachandran All India Vice president, Com.R.Stanislaus Mary, CHQ OS (South) and other leaders attended and addressed the conference. All the district secretaries, Circle office bearers shared their views on all important issues providing valuable suggestions. All the delegates remained attentive throughout the day listening to and participating in the deliberations with interest. On behalf of the Administration Shri.V.Raju ITS, Principal General Manager Trichy, in charge of Madurai participated in the conference and presented his views. He highlighted the need of the hour - caring for the customers – and appreciated the initiatives taken by the association. The mood of the participants was upbeat and the conference elected the new office bearers unanimously, with Com.T.Gunasekaran, DE, Trichy SSA as President, Com.M.S.Radhakrishnan, AGM, Kumbakonam SSA as Circle Secretary and Com.K.Ganapathi Subramanian, JTO Circle Ofice, Chennai as Finance Secretary. Grant of age concession to the Persons with Disabilities suffering from (a) blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy for direct recruitment to civil posts/services under the Central Government:

DoP&T has prescribed uniform age relaxation of 10 years (15 years for SC/ST and 13 years for OBC candidates) in upper age limit shall be allowed to persons suffering from (a) blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy in case of direct recruitment to all civil posts/services under the Central Government identified suitable to be held by persons with such disabilities, subject to the condition that maximum age of the applicant on the crucial date shall not exceed 56 years.  View orders

BSNL CO has delegated the power of transfering GMs from Circle Office to SSAs to Heads of Circles while retaining the power of transfering GMs from SSAs to circle office and from one SSA to other SSA. Meeting with Sr. GM (Pers):

As a consequence of our protest against Management Trainee recruitment without resolving the issues/discrepancies and protests by other associations, a committee has been formed with Sr. GM (Pers) as Chairman and DGM (Rect) and DGM (Pers) as members. The committee called four associations for discussions today. As GS is away from headquarters, AGS (HQ) Com.V.K.Sharma attended the meeting and explained the rationale behind our request for defering the MT recruitment, as detailed in our three earlier letters. He stressed that we are totally against recruitment of MT from outside. And any MT recruitment from internal candidates should also take place only after satisfactorily resolving the discrepancies listed in our letter dated 19.6.2015 and after the recommendations of the committee considering the issues like CPSU cadre hierarchy are known. All the associations present opposed the move for recruitment of MT. Sr. GM (Pers) said that the committee will meet next week to consider all the points raised in today's meeting.

GS and OS (North) met Sr.GM (Pers) on 18.6.2015 and discussed the following:

1. Deferment of MT recruitment:

We requested Sr.GM (Pers) to issue necessary amendments in MT RR before conducting / notification of examination for Management Trainee, on the issues like change in ration from 50:50 to 75:25 in respect of seniority cum fitness quota and MT recruitment quota, inter-se-seniority after the ratio became 75:12.5:12.5 for Departmental promotee, MT Internal and MT external candidates, vacancy year pertaining to which the MT recuitment has been notified, seniority of MT in comparison to regular STS and whether the examination is proposed to be held for single year vacancies or multiple years? Sr. GM wanted us to submit our queries in writing, so that discussions can be had in detail.

2.Discrepancies in the tentative revised seniority lists I to XVII:

We informed him that the statement in the letter circulating the tentative list that ‘the said lists have been generally accepted and held to be correct' is not acceptable. The seniority assigned to the successful candidates of LDCE 2000 and LDCE 2003 is not correct and not as per rules. In this case also, Sr.GM (Pers) wanted us to submit our contention in writing. We have submitted letters on both these issues on 19.6.2015 and discussions are likely to take place next week with Sr.GM (Pers).

PM Narendra Modi meets Ravi Shankar Prasad on BSNL revival:

Prime Minister Narendra Modi undertook a meeting with Telecom Minister Ravi Shankar Prasad to deliberate on the revival strategy of state-run BSNL a couple of days back. According to sources, the meeting, which took place on Monday, went on for about 45 minutes and a presentation was given to the Prime Minister about the initiatives being taken by BSNL for its revival strategy. Apart from Prasad, senior officials of DoT and BSNL were also present in the meeting. The PM wanted a complete presentation of the entire working of BSNL and the legacy issues faced by the company were outlined to him, a source said. Mr Modi was also briefed about the steps being taken to improve the profitability of the company, the source added. Prasad had earlier said that the government was committed to reviving BSNL and a number of initiatives are in the pipeline to bring the PSU back as a market leader.(ET)

BSNL Wi-Fi zone goes Live at Taj Mahal:

Shri Ravi Shankar Prasad Honble MOC & IT, Govt of India inaugurated wi-fi hotspot zone created by BSNL at Historical monument Taj Mahal at Agra on 16th June 2015. Shri Ram Shankar Katheria, Hon. MOC (MHRD) graced the occasion as special guest. Shri Anupam Shrivastava CMD BSNL, Shri N.K. Gupta Director BSNL, Shri Pradeep Kumar CGM (UP-W) and other senior officers of BSNL were also present to grace the occasion. The facility has been created by BSNL with the optical fibre backbone using GPON technology which can provide backhaul broadband bandwidth upto 100 Mbps through BSNLs state of art MPLS network. BSNL would be providing free Wi-Fi services, for 30 minutes per 24 hrs (three time in a month) which visitors can utilize in multiple sessions. After free usage limit of 30 minutes is exhausted, a customer can continue using the service on paid basis for which subscription plans are available in the denomination of Rs. 20/-, Rs. 30/-, Rs. 50/- and Rs. 70/- for validity of 30 min, 60 min, 120 min and one day respectively.(PIB)

Meeting with Sr.GM (Pers):

GS met Sr.GM (Pers) and discussed the following:

1. Deferring the MT Recruitment (external):

We explained the discrepancies in the notification like not-mentioning of year of vacancies pertaining to which the notification has been issued, whether the notification pertains to single vacancy year or multiple vacancy years, how the inter-se-seniority between departmental promotees, MT internal candidates and MT external candidates will be fixed after revision of ratio as 50:25:25 etc. Sr.GM (Pers) said that all these will be taken care of but the recruitment process will go on as notified.

2.Extending benefit of court judgment to all the similarly placed executives:

We raised the issue of extending the benefit of the judgments of Hon'ble High Court of Kerala, consequent to the dismissal of SLP filed by BSNL in Hon'ble Supreme Court of India, in respect of an anomaly wherein a large number of senior Executives are getting lower pay than their juniors due to getting adhoc promotion before the date of their IDA pay scale upgradation under Executive Promotion Policy. Sr.GM (Pers) informed us that the issue has been examined but it has been decided to implement the judgment only in respect of the applicants. Affected executives will have to obtain similar orders from the court.

3. Consideration of requests for cancellation/modification of promotion/transfer orders:

We requested that the remaining requests may be considered favourably and early. Sr.GM (Pers) said that it may take some time for considering the remaining requests.
