Pay fixation on first upgradation under provisions of EPP consequent to pay revision w.e.f. 1.1.2007 - clarification:
BSNL CO has clarified that in case of pre-ponement of upgradation as a result of implementation of the 2nd pay revision, the pay is to be fixed in the revised pay scales w.e.f.1.1.2007 and thereafter, on grant of first time bound upgradation from E1 to E2, the pay may be fixed as per the provisions of EPP. BSNL CO has issued orders that circle Heads may permit provisionally promoted JAO to cast their votes on the condition that the authority given to cast vote is only for the purpose of casting vote and shall have no bearing on their promotion which is under review by a committee. Meeting with Chief Labour Commissioner (Central):
Leaders of FBEA, Com.Rakesh Sethi, Com.Silohu Rao, Com.Ashis, Com.Gangeshwar Meena along with Com.Tushir, GS BBOA met CLC (C) today and submitted a memorandum detailing absence of level playing field in the membership verification of Executive Associations, appointment of Executives who themselves are voters in the election as AROs, Presiding Officers and Polling Officers which will result in these officers influencing the voters and victimisation of those who act honestly and conflict between BSNL (REA) Rules and Indian Trade Union Act. Addl.CLC and Regional LC were also present in the meeting. CLC was in agreement with many points raised by us and said he will call for a report from BSNL authorities. It may be noted that CLC has not deputed observers as requested by BSNL and now unabsorbed BSNL officers/DoT officers are being appointed as observers.28.11.2016:

Bharat Sanchar Nigam Limited (BSNL) is set to waive-off tariff of National Unified USSD Platform (NUUP) till January 31, 2017, "to give impetus to the demonetization drive by Government of India and to facilitate masses to do cashless financial transactions even with feature phone", the state-run telco said in a statement on Monday. Guidelines on treatment of effect of penalties on promotion — role of Departmental Promotion Committee :
'Questions have been raised by the Ministries and Departments asking whether this is applicable in the case of 'Censure' also. In this regard, it is reiterated that paragraphs 7(d), 7(f) and 7(g) cited above are applicable in all the recognized penalties under CCS (CCA) Rules including the minor penalty of Censure as well for which no currency has been prescribed, it would mean that as per para 7(g), if the DPC considers the officer fit for promotion notwithstanding the award of censure, he / she can be promoted without referring to the currency of penalty.' CAG pulls up DoT for front loaded subsidy to Tata Teleservices:
CAG said the Controller of Communication Accounts (CCA), Rajasthan Telecom circle - which is a unit of Department of Telecom - "allowed front loaded subsidy of Rs 71.49 crore on the basis of claims submitted by Tata Teleservices (TTSL) during 2008-2010, without conducting any check regarding genuineness of customer application forms before disbursement of subsidy". It further said that BSNL signed an 'Addenda to Interconnect Agreement' for Interconnect Usage Charge (IUC) for SMS with three telecom service providers viz. Bharti Airtel, Idea Cellular and Vodafone "without technical arrangement for billing of SMS termination charges". "Due to non preservation of SMS data, non verification, and non reconciliation of Bills (claims) received from Bharti Airtel and Vodafone, BSNL was exposed to one-sided liability," it said. GS meets GM (Rect) and DGM (FP) on constitution of Committee to scrutinise discrepancies alleged in the Results of LICE for promotion to JAO grade:
GS met GM (Rectt) and DGM (FP) separately yesterday and conveyed our concern on the matter. It was also conveyed that while some circles have allowed the trainees to complete the training, in other circles the training has been abruptly terminated. GM (Rectt) said that the whole issue will be sorted out within 10 to 15 days. We suggested that any review should be done only in the case of unsuccessful candidates and the results already declared should be untouched. We also suggested that all those under training should be allowed to complete it and given looking on duties as JAOs till the matter is finally resolved, instead of asking them to join the parent cadre. Our suggestions have been accepted in principle. We shall give our suggestions in writing today.17.11.2016:
Results of LICE for promotion to JAO grade - follow up action:
BSNL CO has asked the Circles not to take any action with regard to issue of promotion orders to the successful candidates who have been already sent for training, in view of constitution of a committee to scrutinize the discrepancies alleged by 'various unions' in Question Paper/Answers for the LICE. This action has come as a rude shock to the successful candidates who were to complete the training this week. It is not known which 'unions' made the representation alleging discrepancies, now that all 'unions' are opposing BSNL CO's move preventing issue of promotion orders. View letter15.11.2016:
