(i) CAO to DGM PROMOTION:

We once again requested Sr.GM (FP) to consider holding of DPC for promotion from CAO to DGM (F) on the same line as DPC was held for promotion from DET to DGM (T). Sr GM (FP) immediately called DGM (FP) and asked him to initiate action for holding the DPC and assured us that soon DPC will be held for giving promotion from CAO to DGM (F).

(ii) AO to CAO promotion and JAO to AO Promotion:

Sr.GM (FP) informed us that due to court cases it is not possible to hold DPC in various cadres. However SEA Section is getting ready to file SLP in Hon'ble Supreme Court of India, for getting necessary direction so that DPC may be held for promotion to these two cadre also. We requested Sr GM (FP) to file the SLP at the earliest so that promotion can be given at the earliest possible time.
We also requested Sr GM (FP) to consider requests of our members for transfer and reallotment of earlier issued orders. Sr GM(FP) assured us that all the request will be considered suitably.

DoP&T has clarified that "flexi fare (dynamic fare) applicable in Rajdhani/Shatabdi/Duronto trains shall be admissible for the journey(s) performed by these trains on LTC. This dynamic fare component shall not be admissible in cases where a non- entitled Government servant travels by air and claims reimbursement for the entitled class of Rajdhani/Shatabdi/Duronto trains. GS met PGM (Pers) on 13.4.2017 and discussed the following:

1. DE to DGM(T) promotion:

PGM (Pers) said that DPC work is in progress and soon will be completed.  We requested PGM (Pers) that efforts should be made to issue promotion orders this month so that executives who are retiring in this month may get the promotion before retirement. PGM (Pers)  assured us that all efforts will be made to issue the list as soon as possible in this month.

2. Delay in issue of promotion order in different cadres and reservation in Promotion:

PGM (Pers) told us that SLP in Hon'ble Supreme Court of India has been already filed and awaiting admission. Efforts will be made to get appropriate direction from Hon'ble Supreme Court of India so as to ensure promotion in different cadres.

3. Financial up-gradation for Adhoc DGM from E5 to E6:

We reminded PGM (Pers) about our earlier discussion on this issue when PGM (Pers) assured us that order, by amending MSRR note 1, will be issued soon so that all the Adhoc DGMs may get E5 to E6 financial upgradation. PGM (Pers) informed us that matter was submitted to CMD for approval but since as per the provisions in MSRR, any amendment to MSRR can be made only after getting approval from BSNL Board, it has been decided to submit the issue to BSNL Board for approval.

BSNL CO has issued orders that "management at different levels has to hear all the Unions/Associations of BSNL employees though not recognised and resolve the issues of their members as far as possible subject to administrative exigencies/convenience. It is also advised that the Transfer Policy shall be implemented in a fair and transparent manner." It is to be mentioned that AIBSNLOA had raised this issue many times earlier and finally through its letter dated 17.3.2017. AIBSNLOA had written to DPE vide its letter No.AIBSNLOA/CHQ/2017/17 dated 16.3.2017 explaining in detail that the recurrent loss to BSNL in the past few years is due to inadequate investment in infrastructure expansion in recent years leading to delay in expansion of mobile netework and the company was also made to pay market rate of Rs.18500.38 crore for both 3G and BWA spectrum and pointing out that BSNL revenue has been increasing during the past three years with 14.92% in 2015-16 and BSNL is likely to make profit in 2018. AIBSNLOA had requested that 'Considering the National and Strategic importance of BSNL which is implementing the social obligations of the Government, it is necessary that the affordability condition is not made applicable to BSNL.'
