THREE ASSOCIATIONS REJECT AIBSNLOA’S PROPOSAL FOR JOINT ACTION BY ALL EXECUTIVE ASSOCIATIONS TO ACHIEVE IMPLEMENTATION OF BSNL PROPOSAL TO DOT TO RESOLVE THE PAY SCALE REVISION ISSUE OF JTO/EQUIVALENT AND SDE/EQUIVALENT CADRES:
Following our observation in this website on 15.08.2016 that “At least now, all should unite with a common approach to defeat the high-handedness of DoT”, we took the lead and approached one Executive Association for a Joint action by all the Associations. But another association which was also a member of the Joint Committees on this issue is said to have rejected our proposal for united action. Now the three Associations which were members of the earlier Joint Committees have together announced ‘Trade Union progamme’ demanding implementation of Khan Committee recommendations of replacing E1A and E2A scales with E2 and E3 scales. Maybe they want to project themselves as the ‘sole saviours’ of the BSNL recruited JTOs/JAOs, having failed to settle the issue during the past seven years even though they were the members of the Official Committees set up by BSNL for the purpose. It appears that no one has learnt any lesson from the past. On our part, we believe that it is entirely the responsibility of CMD BSNL to get his proposal approved by the DoT without any dilution of it by seeking re-examination of the issue. CHQ writes to MOC on DoT’s irrational action in rejecting BSNL proposal to remove aberrations in non-standard pay scales as directed by DPE:
'Moreover, DoT's concern about 'huge financial burden on Government Exchequer is far from any truth as there will be no additional financial implication either for BSNL or for the Government in upgrading the E3 to E6 scales as all would have crossed the minimum of the next higher scales and there will be no impact on pension too. The financial implication in replacing the E1A and E2A pay scales with E2 and E3 pay scales for JTOs & their equivalent cadres and SDEs & their equivalent cadres respectively is minimal and major portion of the additional cost estimated by BSNL will be Pension Contribution to be paid to the Government only. But this small gesture will benefit BSNL by providing an atmosphere to retain the services of young new entrants and ensure that they are not forced to migrate to other organisations in search of higher emoluments. In fact, because of the delay by BSNL in taking a decision on the issue, during the past seven years, many JTOs have already left BSNL opting for even other PSUs having one level higher pay scales.' DoT rejects BSNL proposal for replacing E1A, E2 A scales with E2 and E3 scales and upgradation of E3, E4, E5 and E6 scales w.e.f. 1.1.2007:
DoT has written to BSNL rejecting the proposal sent by BSNL on the plea that considering the present financial position of the Company and the huge financial burden on Government Exchequer in the shape of revised pensionary benefits and recurring burden of pension. DoT has once again shown its apathy towards genuine issues of BSNL employees. This comes at a time when every one from the Minister feels elated about improving financial status of BSNL. DoT's concern about 'huge financial burden on Government Exchequer is far from any truth as there will be no additional financial implication either for BSNL or for the Government in upgrading the E3 to E6 scales as all would have crossed the minimum of the next higher scales and there will be no impact on pension too. One Executive Association had reported in its website that in a meeting with CMD on 10.8.2016, the association requested his personal intervention to get it expedited in DoT before DoT/Fin is taking negative stand on the whole proposal and that the "CMD assured to speak to Addl Sec and do the needful". If what the association has reported is correct, then it means that the CMD who was aware of the rejection of its proposal by DoT on 9.8.2016 itself, as seen from the CMD office Seal in the DOT letter, had knowingly given a wrong assurance to the association. Else the report of the association is defective. DoT has added insult to injury by suggesting referring the issue to 3rd PRC, which is nothing but mockery, as DoT and BSNL has not honoured the recommendations of 2nd PRC itself on many counts. We do not understand the 'concern' of DoT about the huge financial burden on Government Exchequer, since it did not have such concern when it proposed and got approved Government Pension as per Rule 37 A of CCS (Pension) Rules for MTNL employees in higher pay scales right from 1.10.2000 involving very huge and recurrent expenditure for the Government. Refusing to accept AIBSNLOA's stand from the year 2009 for replacing all the scales E1 to E6 with E2 to E7 scales, raking up the issue very late and compromising with the Management by the Associations which enjoyed the facilities since 2004, has cost the Executives heavily. Atleast now, all should unite with a common approach to defeat the high-handedness of DoT. And BSNL Management is just enjoying the situation by pitting the Associations against each other at this crucial time in the name of membership verification. View DoT letter12.08.2016:

Meeting with Director (HR):
GS along with AGS HQ and CS Corporate Office Circle had a meeting with Director (HR) today. Sr. GM (Pers) and GM (SR) were present. GS congratulated Director (HR) for the successful implementation of SWAS programme reaching out to the cutomers which started yesterday throughout the country. He thanked Director (HR) for conceding one of our long pending demands of extending the benefit of 78.2% for HRA purpose also. Then, we brought to the notice of Director (HR) about violations in Rules and Procedures and BSNL Transfer Policy itself by circle/SSA administrations which pushes the affected Executives to seek legal remedy. We also pointed out that the genuine grievances of Executives under trasnfer many times go unconsidered, although Personnel Section is trying to help specific cases brought to their notice. We drew the attention of Director (HR) towards a letter written to her about the unhelpful and arbitrary acts of CGM Chennai Telephones, completely violating all norms and procedures and the provisions of BSNL Transfer Policy and her refusal even to listen to requests for corrective action. We emphasized that it is not a question of an individual Executive having his tenure as Faculty member of RTTC Maraimalainagar cut-short halfway, but a question of following of established norms and principles by the Circle Administration. We expressed our anguish that the CGM Chennai Telephones refused to discuss the issue at all, threatening that she will go out if our office bearers further raised the issue. Director (HR) understood the depth of the problem and has asked Sr.GM (Pers) to call for a report from CGM Chennai Telephones. Director (HR) also accepted that some times the genuine grievances of Executives go unconsidered. Later we discussed the issue of promotion to SDE/AO, STS, DGM grade on adhoc as well as regular basis. Sr. GM (Pers) said that promotion orders could not be issued because of pendency of various court cases. After discussions, Director (HR) agreed to consider the promotion of left out SDEs in Seniority List 5 for promotion to STS grade and directed Sr.GM (Pers) to seriously consider and find a way out of the situation caused by court cases. However, she added that the Management is worried about large number of Executives declining the promotion. We explained to her that Executives getting their promotion at the fag end of their service are practically not able to move out. We insisted that time bound functional promotion alone can be a solution for this. We also put up specific solutions in this regard and the Director (HR) was appreciative of our proposals and has agreed to consider them with all seriousness.11.08.2016:

With administering of Pledge by the CMD, the Circle and SSA Heads, Public awareness rallies were held in the entire country yesterday, with enthusiastic employees' and executives' participation and equally enthusiastic response from the Public. Reports from the entire country reflected successful conduct of the programme. CMD in his speech in BSNL Corporate Office commended all and made a special mention of Tamilnadu Circle which first initiated such a rally reaching out to the customer with a friendly 'How are You?' Incidentally, it was Trichy SSA which first organised a rally on 28.1.2016 with AIBSNLOA leading from the fore-front. Admissibility of HRA at IDA Basic Pay with 78.2%:
BSNL CO has issued orders allowing HRA at IDA basic pay with 78.2% fitment benefit in respect of Executives and Non-Executives, but only w.e.f. 1.10.2016. Immediately after the BSNL letter dated 13.6.2013 stating that, "all allowances like Medical reimbursement with voucher for outdoor treatment, Professional Up-gradation Allowance and House Rent Allowance etc shall continue to be paid at IDA basic pay with 68.8% fitment till further orders", we protested that it was contradicting DoT's Presidential orders dated 10.6.2013 as well as DPE guidelines and requested review of the decision and allowing all allowances at IDA basic pay with 78.2% fitment with retrospective effect. But the unions and associations which signed the agreement with BSNL in June 2012 did not raise an eye brow against breach of the agreement itself, which had provided for review of payment of these allowances on 1.4.2013. Now some of them may claim this as an achievement, when all of us have lost our rightful claim for nearly nine years. Anyway we should thank the Management that it had the heart to allow the benefit atleast now, though from a prospective date, with no one hard-pressing for it, except for keeping an item alive in National Council.
