We requested early decision on the issue. GM (Estt) informed us that after approval by BSNL Board, the issue is with CA Section with respect to formation of Trust.2. Grant of E2 & E3 scales for JTOs & SDEs and equivalent grades:
We reiterated our consistent stand that replacement of E1 to E6 scales with E2 to E7 scales will only be the solution to the long pending issue. GM (Estt) informed us that CMD had discussions with Secretay, DoT on the matter but DoT is reported to have not changed its thinking of getting cabinet approval for pursuing equivalent scales for E1A and E2A.3.Sending left out TTAs for Phase II training for appointment as JTO:
We cited the case of those who could not be sent to Phase II training due to currency of some penalty and requested that they be sent for training as the penalty is over. We have requested that clarification may be issued to the circles that they can now be sent for training. There are also cases of others who could not go gor training at that time due to personal reasons. GM (Estt) said that details have been called for from circles but reply from circles are not forthcoming.23.01.2017:

'We therefore request that a CPC may be held to promote these left out executives whose names are in Seniority List 5 and therefore is not the subject of any pending court case. Since these CPCs were held fulfilling the requirement for reservation at that time, there will not be any need for fresh reservation. While this move will help BSNL in augmenting operational efficiency by filling up vacant posts, the concerned Executives also will feel contented at the fag end of their service.' 'We would like to reiterate our position that routine transfers within Circle, whether tenure or otherwise should not include faculty in RTTC since they are selected by a DSC, for a period of five years. The officers selected and posted as training centre faculty are not permitted to give request transfers without completing their tenure and are not given a chance to officiate in a higher post outside the training centre. This being the case, it is not fair to consider them for transfer outside the training centre based on their longstanding service in the circle in which the RTTC falls.
