FBEA leaders, GS AIBSNLOA, GS BEA of BSNL and CHQ President & GS of AITEEA met Director (HR) today and discussed the following issues. Sr.GM (Pers), GM (SR), GM (Estt) and GM (FP) were present:1.Addressing pay loss issue of JTOs/JAOs appointed after 1.1.2007:
We explained that JTOs/JAOs appointed after 1.1.2007 got their pay fixed at Rs.19020 and those who were appointed before 1.1.2007 got their pay fixed at Rs.22820, while the recruitment notice in both cases mentioned the pre-revised scale of Rs.9850-250-14600. We therefore requested that their starting pay be re-fixed at Rs.22820. Director (HR) has asked GM (FP) to discuss the matter with the Federation leaders and report to her back.2.Superannuation benefits to BSNL recruited employees:
We thanked Director (HR) for getting approval for the proposal, though BSNL contribution was less than expected and wanted it to be revised. We mentioned that last year, during our discussion with GM (Estt) we were told that 5 to 6% contribution was under consideration. We also requested that the benefits should be extended atleast from 1.1.2007. Director (HR) said that the scheme has to be implemented first and certainly there is possibility of revision of BSNL contribution in the future.3.Replacement of E1 to E6 scales with E2 to E7 scales:
We requested that CMD should make all efforts to convince DoT to approve BSNL proposal. GM (Estt) said that the file is with Member (Finance), DoT and all efforts are being made to get the proposal approved.4. Resolving of all HR issues including CPSU Cadre Hierarchy before Membership Verification:
Director (HR) assured that efforts are on to resolve all the issues at the earliest.5.Absence of level playing field for Membership Verification:
We explained in detail that the Management is favouring two Executive Associations by addressing them on major HR issues and not taking into confidence all the 10 participant associations. Director (HR) assured that discussions will be held with all the 10 associations and asked Sr.GM (Pers) to provide copies of BSNL proposal on CPSU Cadre Hierarchy to all the participant associations and said that level playing field will be ensured till the process of verification is completed.04.10.2016:

GS met DGM (Pers) yesterday and discussed regarding the stalemate in holding DPC for promotion to SDE, DE, DGM grades in Telecom Operations stream, in the background of court decisions. DGM (Pers) said that there are no DoP&T instructions favouring Supreme Court decision in Nagaraj case. Legal opinion has been therefore sought for. GS also discussed about the irregular transfer orders in SDE (T) grade pertaining to Chennai Telephones and Inspection Circle.
