30.09.2016:

CWC MEETING AT JAIPUR - A MILESTONE IN THE HISTORY OF AIBSNLOA:

Rajasthan is famous for its precious stones like Ruby, Emarald, Garnets, Agate, Amethyst, Topaz, Lapis lazuli, Carnelian etc. AIBSNLOA Rajasthan Circle has added a GEM in the Pagdi of AIBSNLOA, when it hosted the Central Working Committee Meeting of AIBSNLOA at Jaipur on 26th and 27th September 2016, marking another milestone in the history of AIBSNLOA. Comrades of Rajasthan Circle led by Circle President Com Mahesh Pareek & Circle Secretary Com.R.L.Agarwal, assisted by Com.S.P.Jain, OS (North) & Com.G.H.Ganshyam, DM BSNL CO and guided by Com.O.P.Jat, had made extraordinary arrangements for the meeting, accommodation as well as dining. Deliberations in the meeting, presided over by Com.K.Rajasekaran, CHQ President, reflected the enthusiasm and confidence the members have reposed on AIBSNLOA. Speaker after speaker exposed the failure of three Executive Associations which were part of the Joint Committee constituted by the Management to recommend on major HR issues. The two associations which enjoyed facilities and patronage of Management all these years were in for criticism for their inability to settle these issues viz. E2 E3 scales, CPSU Cadre Hierarchy & Superannuation benefits for BSNL recruited employees and for their role in making the simple issues more complex by taking different stand at different points of time. The meeting reiterated and approved the stand taken by AIBSNLOA on these issues and urged the CHQ to pursue these issues relentlessly. The meeting also discussed the Membership Verification of Executive Associations in all details. The meeting raised doubts about the intention of the Management and the timing of verification. Management's continued leaning towards the three associations, witnessed in its exclusive discussion with them on the three HR issues when the verification process is on, was disapproved by the meeting and the meeting has authorised the General Secretary to take appropriate steps to accomplish level playing field, in letter and spirit, as assured by the Management and to ensure fair and free election. The CWC meeting also has decided the strategy, in minute details, for campaigning and polling related responsibilities of Circles and Districts. The functioning of the CHQ, particularly the General Secretay Com.Rakesh Sethi was applauded by all the speakers.

A colourful Open Session was held at 1130 Hrs on 26th September 2016. The Chief Guest Shri H.S.Sharma, PGM Jaipur TD and other Guests of Honour, Special Guest Com.S.Basu, CHQ President and GS inaugurated the Session by lighting of Lamp. The Guests, CHQ office bearers and CP & CS Rajasthan Circle, who were in the dais were garlanded and decorated with 'Pagdi' the traditional Rajasthani turban. Com.R.L.Agarwal, CS, Rajasthan Circle welcomed the gathering. Com.S.P.Jain, OS (North) welcomed the gathering on behalf of CHQ. After Presidential address by Com.K.Rajasekaran, GS Com.Rakesh Sethi presented the Keynote Address. Guests of Honour Shri S.C.Sharma, GM (CM & Admn), Jaipur TD, Shri M.A.Khan, GM (HR & A) Rajasthan Circle and Shri G.P.Verma, Sr. GM (Finance) & IFA Rajasthan Circle addressed the gathering, all enlisting the achievements of Jaipur TD in various business verticals. Com.S.Basu, the Special Guest delivered an enthralling speech, which was listened to by the audience with rapt attention. Chief Guest Shri H.S.Sharma then delivered an inspiring speech suggesting simple moves which would ensure early turnaround of BSNL. Mementos were presented to leaders of other unions and associations present in the meeting on invitation. Com.M.K.Pareek, Circle President Rajasthan delivered Vote of Thanks. Com.O.P.Jat did the anchoring of the entire session. According to calculations based on All India Consumer Price Index for Industrial workers for June 2016 (277), July 2016 (280) and August 2016 (278), IDA will increase w.e.f. 1.10.2016 by 5.5% from 114.8% to 120.3%.

'The TRAI in its report dated 14.05.2012 had recommended amount of subsidy support-of Rs. 1,500 crore for the period 18th July 2011 to 17th July 2012 and Rs. 1,250 crore for the 18th July 2012 to 17th July 2013.' 'The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the proposal to extend subsidy support of Rs. 1,250 crore to Bharat Sanchar Nigam Limited (BSNL) from Universal Service Obligation Fund (USOF), as compensation for deficit incurred by BSNL in operating the Rural Wire-line connections installed prior to 1st April, 2002.'   Read More

After the new circle body of Rajasthan Circle was elected on 12.9.2016 with Com.Mahesh Pareek AO as President, Com.R.L.Agarwal SDE as Circle Secretary and Com.Bhagawan Singh DE as Finance Secretary, Circle Secretary Com.R.L.Agarwal, along with GS who was in Jaipur in connection with CWC, Com.O.P.Jat, Com.C.S.Sharma and other office bearers met the new CGMT Shri R.C.Arya, greeted him in his new assignment and assured him of full cooperation. The CGM expressed happiness in meeting our office bearers and assured them that he can be approached at any time for any help.

BSNL became the fifth largest mobile operator, beats all major private operators in monthly growth rate and in net addition of new customer in June 2016:

BSNL has achieved a monthly growth rate of 1.48% beating all major private operators. It added more than 13.03 lakh new mobile customers and thereby increasing its market share from 8.54% to 8.65%. Regulation of pay on postbased promotion during the period of deferred option for fixation of pay under Time Bound Upgradation:

BSNL CO has clarified that after grant of TBP on a given date, the residency for future TBP starts from that of TBP. The option for fixation of pay from the DNI therefore does not shift the residency period to the date of time of post based promotion during the period of deferred option and therefore, he would not be entitled to one additional increment.   View clarification

CMD holds meeting with unions and associations:

CMD called a meeting today with representatives of all unions and associations, to explain the strategy by BSNL to meet the challenge posed by launching of 4G by Reliance Jio. GS AIBSNLOA participated in the meeting. CMD explained that BSNL has launched new plans thereby offering data at the rate of 1 GB per rupee which cannot be matched by any private operator. He cited media reports comparing BSNL tariff with that of others clearly establishing that BSNL offered the cheapest. He announced that BSNL has put up an operating profit of 3855 crores last year of which 1900 crores was from interest paid by IT department towards the amount due to be refunded to BSNL. The loss has also come down from 8000 crores to 3000 crores. He appreciated the three Directors of BSNL Board for their hard work in improving the services and the revenue in their respective areas. He said the employees too have played an effective role by way of programmes like "SWAS". But he opined that there was still a lot of scope for improvement, since all store materials are readily available. He expressed his concern about the probabilities of the impending pay revision and requested that all should work together at this crucial juncture. He declared that the strategy of BSNL now is "Competition and Collaboration", meaning that we will compete effectively with our resources and will collobarate with others where we do not have the resources.
