GS speech on E2 E3 issue in Meerut Meeting:

We have been receiving number of emails asking us to settle E2 E3 issue before 3rd PRC recommendations are submitted. We would like to reiterate that AIBSNLOA was the first association, to demand replacement of E1A AND E2A by E2 AND E3 scale, immediately after the recommendations of 2nd PRC was implemented. But the two Executive Associations then enjoying facilities only pursued equivalent pay scales of E1A and E2A. AIBSNLOA pursued the matter continuously and DPE too while forwarding AIBSNLOA letter, wrote to DoT on 20.10.2009 for taking necessary action at their end. AIBSNLOA also time and again pointed out that the Department of Public Enterprises, in its O M dated 02.04.2009, has clearly instructed against introduction of any intermediary scales and further asserted that “If there has been any aberrations, they need to be corrected.” and hence approving E2 and E3 scales to JTOs & equivalent cadres and SDEs & equivalent cadres is the only way out, since DPE cannot be expected to approve intermediary E1A and E2A scales.” The two associations were content with BSNL's proposal to only get equivalent to E1 A and E2 A scales. After DoT too rejected this proposal, these so called major associations fell to the delaying tactics by BSNL and agreed to formation of committee, which was not at all required. No other PSU went to DPE seeking equivalent of intermediary pay scales. DPE approval is not required for fitment in the standard pay scales given by DPE. BSNL and the two associations have made this issue so complex that a simple replacement of intermediary scales with standard scales now appears to be a very big issue and all are now more anxious whether it will be possible to achieve or not.  AIBSNLOA assures all the affected executives that this is a very simple issue and can be achieved easily but only honest and rational efforts are required. These two associations have allowed placement of JTOs and SDEs in lower scales, E1 and E2, lower than the scales they were having prior to 1.1.2007. Have faith in AIBSNLOA and we assure you that we will try our best to resolve the issue at the earliest.
