Amendment to CCS (Leave) Rules, 1972:
'In the Central Civil Services (Leave) Rules, 1972, for rule 48, the following rule shall be substituted, namely:- " 48, Special Leave connected to inquiry of sexual harassment - Leave upto a period of 90 days may be granted to an aggrieved female Government Servant on the recommendation of the Internal Committee or the Local Committee, as the case may be, during the pendency of inquiry under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and the leave granted to the aggrieved female Government Servant under this rule shall not be debited against the leave account".' On our request that management must take steps for promotion to all grades, PGM (Pers) assured us that after issue of DE to DGM order, all efforts will be made to give promotion to all eligible executives to next grade.3. BSNL CO had requested all associations to submit their response to the questionnaire from Third Pay Revision Committee on 6.7.2016 and AIBSNLOA submitted its response on 11.7.2016 through GM (Estt). In respect of affordability, AIBSNLOA had insisted that "DoT, the administrative Ministry for BSNL should keep the commitments made by the Government of India at the time of formation of BSNL that “Government will consider and provide a package of measures so that the viability of BSNL is not impaired because of implementation of any socially desirable uneconomic activity, such as rural telephony, undertaken by BSNL at the behest of Government.” The affordability clause in adopting revised pay packages should not be there for PSUs which implements socially desirable uneconomic activity undertaken by it at the behest of Government, since it will drive away the talent. Instead the 3rd PRC should recommend introduction of ‘Necessity’ clause on the basis of strategic national importance." "In case of non-affordability, enhanced package should not be deferred."
