Meeting with Director (PSU), DOT:

GS AIBSNLOA, GS BEA AND GS BSNLWRU met Director(PSU), DoT today and requested early submission of cabinet note so that 3rd pay revision can be implemented in BSNL without further delay. Director (PSU), DoT told us that DoT is taking all efforts to submit cabinet note at the earliest and assured us that cabinet note will hopefully be submitted in September 2018. He also told us that revision of pension for BSNL retired employees will be simultaneously processed. He further informed us that today Hon'ble MOSC(I/C) held a meeting with DOT officials and BSNL management in this regard.

We learn that in respect of pension contribution on actual pay, DOP&T has requested for some clarifications and that DoT will address BSNL for clarifying the points raised by DOP&T.

First Annual General Body Meeting of AIBSNLOA ALTTC Circle:

The First Annual General Body Meeting of AIBSNLOA ALTTC circle was held on 18th August 2018 at ALTTC Ghaziabad. Com. Rakesh Sethi GS AIBSNLOA, Com. V.K. Sharma AGS, AIBSNLOA, Com.T.P. Singh Circle President BSNL CO and Com. Sanjay Vishnoi graced the occasion. Com. G. P. Gupta, veteran leader and former CP of BSNL CO, office bearers of other associations and JAO/ JTO trainees were also present.

Com. Sheesh Pal, CS, AIBSNLOA ALTTC Circle welcomed all and said that all were eager to know the status of various issue like implementation of 3rd PRC in BSNL, notification of revised Executive Promotion Policy i.e. Cadre Hierarchy and promotion in various cadres, replacement of E1A and E2A pay scale by E2 and E3 pay scale etc. Com. V. K. Sharma, AGS AIBSNLOA congratulated the ALTTC circle for holding such a nice meeting in a very short time and explained about status of various issues and efforts made by AIBSNLOA to resolve the issues. Com. T. P. Singh, CP, BSNL CO also addressed the gathering and pointed out that AIBSNLOA is the only association which gives importance to each and every member and tries to resolve their problems.

Com. Rakesh sethi GS AIBSNLOA in his address explained about the efforts made by AIBSNLOA for issuing the post based promotion before notifying / implementing the revised executive Promotion policy (Cadre Hierarchy). AIBSNLOA was the only association which raised this issue with GM(Pers) urging that before notification of revised promotion policy all the existing vacancies available in different cadres should be filled up, while other associations were asking for implementation of so called cadre hierarchy without taking any efforts for filling up the existing vacancies. One of the associations even asked how DE promotion order can be issued when seniority list is not finalised in SDE grade due to pending court case. Today, all the associations are taking credit for issue of promotion orders in various cadre but the full credit goes to BSNL Management which took all efforts to promote all the eligible executives who were waiting for their promotions in next cadre from very long time although situation was not in favour. We should salute our management for taking such a bold decision in order to motivate its executives. GS also explained the efforts being made by AIBSNLOA for implementation of 3rd PRC recommendations in BSNL. GS along with other members of Organisation of BSNL Unions and Associations met Hon,ble MOSC(I/C), Hon’ble MOSF and Hon,ble MO Heavy Industries and various MPs requesting early implementation. GS also explained the justifications for implementation of 3rd PRC recommendation by relaxing the affordability clause. He also explained about replacement of E1A and E2A pay scale by E2 and E3 scale and failure of the majority associations in resolving this issue. Later there was interaction on pension contribution on actual basis instead of maximum of pay scale, DE to DGM promotion, other pending promotions and status of revised executive promotion policy.

Meeting with Jt. General Manager (Pers):

GS met Jt. GM (PERS) today and discussed following:

(i) JTO to SDE promotion:

We told Jt GM (PERS) that large number of JTOs including those recruited by BSNL are waiting for their first promotion even after more than 18 years of service as JTO . After discussions, JT GM (PERS) said that management is trying to find out a solution in respect of the contempt cases and if its effort succeeds, promotion order will be issued thereafter.

(ii) SDE to DE promotion:

we requested Jt GM (PERS) to do the needful for issue of SDE to DE promotion order from list number 8 also as these executives are waiting for their next promotion for the last 14 years and as per revised EPP too ( cadre hierarchy) SDE with 12 years of service will be designated as DE. JT GM PERS informed us that due to Contempt cases filed against BSNL Management, further promotion order cannot be issued at this moment but he assured us that necessary action will be taken at appropriate time.

(iii) DE to DGM promotion:

we requested JT GM PERS that all the eligible DEs should be considered for promotion by creating/upgrading posts of DGMs. JT GM PERS assured us that management will definitely take necessary action after finalisation of court case pending in CAT CHANDIGARH.
