30.01.2018:

Meeting with Special Secretary Telecom:

GS along with Com.Sanjay Vishnoi met Special Secretary, Telecom today and had discussions on two vital issues viz. Implementation of 3rd Pay Revision for BSNL Executives and our concerns related to registration of tower company. On registration of BSNL Tower Corporation Limited, he categorically stated that it is only a subsidiary of BSNL and will continue to be a subsdiary wholly owned by the Government, irrespective of the fact that CMD BSNL is shown as its Director. If BSNL is able to effectively execute the projects allotted to it in BharatNet, Government may think associating BBNL also with BSNL. He emphasized that formation of subsidiary tower company has been done with the sole aim of increasing the revenue of BSNL. When we said that our apprehension is that the Government has chosen this route to disinvest BSNL at a later stage, SST denied this and said it was a fact that disinvestment was earlier discussed but Government had decided against it, as BSNL helped keeping the industry under regulation of the Government, among other reasons. We presented a strong case for pay revision with 15% fitment, since BSNL is implementing the social obligations of the Government and profit making cannot be a criteria for deciding the pay revision of its employees. We putforth all the points elaborated in our letter dated 15.11.2017 addressed to MOSC, including the assurance given by the Government at the time of formation of BSNL regarding ensuring its financial viability, BSNL acting as a moderator in lowering tariff, BSNL providing better services when others fail during natural calamities and MTNL getting 30% fitment during last pay revision despite the affordability clause and MTNL making loss for years together then. SST said that Government decision on 3rd PRC recommendation on affordability remains a hurdle but added that however BSNL proposal is being examined in detail. He said that the Government is very much concerned about revival of BSNL and recently has approved BSNL's proposal for providing 4G services. He suggested that our immediate task should be to improve BSNL's revenue and assured that he would go through our letter addressed to MOSC and earnestly consider the arguments advanced by us.

But suddenly on 4.1.2018, DoT has registered a company viz. BSNL Tower corporation Limited' appointing shri Amit Yadav, Joint secretary (Admin), DoT as CMD of the new company. The irony of it is that CMD BSNL Shri Anupam Shrivastava is shown as one of the directors of the newly formed BSNL Tower corporation Limited along with Ms. Sujata Ray, Shri N.K.Mehta and Shri R.K.Mittal, who are already Directors of BSNL Board.   Read More

GS met PGM (Pers) on 12.1.2018 and discussed the following issues:

1.Looking on arrangement in AGM grade in BSNL Corporate Office:

We expressed our concern over the delay in ordering looking on arrangement in AGM grade in BSNL CO. After discussions, PGM (Pers) assured that orders will be issued by this week end.

2. Long stay transfers from BSNL Corporate Office:

We reiterated the points given in our letter dated 10th October 2017 and insisted that pending requests from BSNL CO to other circles should be considered first and then a rational view be taken since there is practically no excess but shortage in various sections. PGM (Pers) was in agreement with our contentions and assured to review and modify the earlier orders.
