Availability of option for fixation of pay on promotion from the Date of Next Increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in context of CCS (RP) Rules, 2016:
'After due consideration in this matter, the President is pleased to decide as follows: (i) FR 22(I)(a)(1) holds good with regard to availability of option clause for pay fixation, to a Government Servant holding a post, other than a tenure post, in a substantive or temporary or officiating capacity, who is promoted or appointed in a substantive, temporary or officiating capacity, as the case may be, subject to the fulfilment of the eligibility conditions as prescribed in the relevant Recruitment Rules, to another post carrying duties or responsibilities of greater importance than those attaching to the post held by him/her. Such Government Servant may opt to have his/her pay fixed from the Date of his/her Next Increment (either 15t July or 1st January, as the case may be) accruing in the Level of the post from which he/she is promoted, except in cases of appointment on deputation basis to an ex-cadre post or on direct recruitment basis or appointment/promotion on ad-hoc basis. CHQ writes to CMD regarding Grant of increment on regular promotion in the same scale – Unjustified rescinding of Para I.II (v) of BSNL Executive Promotion Policy by Dept. of Telecom:
'P&T Audit/DoT will also have to be reminded of such double fixation still available in all Central Government departments including DoT for promotion from Sr.Accounts Officer to JTS of Accounts and Finance Service Group A. Similar fixation was also extended in the 90’s to the Engineering wing of DoT for promotion from Lateral JTO to SDE. A copy of the letter from Controller of Defence Accounts dated 13.1.2010, conveying the clarification from Ministry of Finance, Department of Expenditure that “since both the feeder and promotional post have the identical pay structure of Grade Pay Rs 5400/- in the pay band 3, pay fixation on promotion of Sr. Accounts Officers of DAD to JTS of IDAS Group 'A' will be done by granting them one increment equal to 3% of the sum of the pay in the pay band and the existing grade pay and rounding it off to the next multiple of 10” is enclosed.' MAGNIFICIENT CIRCLE CONFERENCE OF AIBSNLOA TAMILNADU CIRCLE:
The Fourth Circle Conference of ALL INDIA BSNL OFFICERS’ ASSOCIATION, Tamilnadu Circle was held in Trichy on 23rd July 2017 under the Presidentship of Com. T.Gunasekaran, Circle President with grandiose and glory. Com. K.Rajasekaran, All India President delivered the inaugural address. The Open Session that followed was impressive with august presence of CGM, other senior officers of Tamilnadu and representatives of sister unions and associations. The Hall was overflowing with dignified delegates and visitors. Throughout the session, the delegates remained glued to their seats with rapt attention to the speeches delivered by the Guests. In a striking deviation from a formal appearance of Guests with grim faces in such meetings, the session witnessed camaraderie and friendship reverberating with happy and smiling faces throughout, evident from the pictures uploaded. The event was a testimony to the respect and reliability AIBSNLOA has earned from the CGM and other senior officers.Com. P.Manoharan, AGS & Chairman Reception Committee welcomed the gathering in the Open Session. Com. M.S.Radhakrishnan delivered the Keynote address. Shri V.Raju. PGM Trichy, Shri C.Vinod, PGM Thanjavur, Shri P.V.Karunanithi, PGM NWP-CFA, Chennai, Shri D.Porpathasekaran, GM Nodal Centre Trichy, Com. R.Rajasekar, Circle Secretary, SNEA, Shri P.Mohan, District Secretary AIBSNLEA and Shri K.Natarajan, Circle Secretary, NFTE BSNL felicitated the Conference. Smt.N.Poonguzhali, Chief General Manager, Tamilnadu Telecom Circle and Com. Rakesh Sethi, General Secretary delivered Special Address. Com. K. Ganapathysubramanian delivered the Vote of Thanks.
Smt. N.Poonguzhali, CGM, in her speech expressed happiness that Tamilnadu Circle ranked among the top three circles in revenue growth and EBITDA and that this was due to the aggressive implementation of innovative schemes like All India Free roaming in mobile, Sundays and Night Free calling in landline, SWAS [Service With A Smile], Nalanthaana? and Ethavida Osanthathu Ethu?. However, she said, that the revenue position in the first quarter of 2017 was not that rosy. She called upon the Executives to contribute their full efforts in ensuring sustaining revenue growth.
Shri Rakesh Sethi, General Secretary, AIBSNLOA mentioned about how BSNL has ensured that the revenue losses are matter of past and profit projected in the year 2018-19. He pointed out that representatives of AIBSNLOA, at all levels, always present a solution when they project a problem. He said that CMD is seriously pursuing with DoT to get 3rd PRC implemented for BSNL employees with 15% fixation and AIBSNLOA will not be a part of any agitation at this point of time. But if the DoT fails to get it implemented for BSNL employees, a joint strike by all employees and executives will become unavoidable.
Trichy District Branch of AIBSNLOA, for fourth year in succession, honoured meritorious students among wards of BSNL employees/contract labourers.
Later there was a lively debate by the delegates on various HR issues relating to BSNL Executives. The Conference then passed a resolution that if at all the Government refuses to grant pay revision with 15% fitment benefit to its employees, a united struggle by all the executives and employees will become inevitable. The Conference also resolved that in view of the large-scale retirement in Executive cadres every month, recruitment of skilled manpower has become absolute necessity and urged the BSNL Management to take advance action on this issue.
Com.M.S.Radhakrishnan, Circle Secretary, a charismatic leader, who will be retiring this month, was honoured with an elegant looking Trophy on behalf of the Conference and on behalf of CHQ. Office bearers of Circle Office Branch and AIBSNLOA Chennai Telephones honoured him with shawl and presented him a memento.
New Circle Office bearers with Com. T.Gunasekaran, AGM, Trichy, Com. P.Duraisamy, AGM, Erode and Com. A.Vijayabharathi, JTO, AT Chennai as President, Secretary and Finance Secretary respectively were elected unanimously.
The Reception Committee had made excellent arrangements, under the able guidance of Com.P.Manoharan Chairman and Com.T.Gunasekaran, Convenor, with Com.M.Anandan, Com.S.Benjamin Arokiaraj and Com.P.Senthilkumar contributing their mite. Com.Annadurai of BSNL SEWA lent a helping hand in the arrangements. This conference will be a milestone in the history of AIBSNLOA.

GS met PGM (Pers) today and discussed the following issues:1.Promotion to SDE/AO/DE/CAO grades:
PGM (Pers) said that the alternate solution under consideration will be finalised soon before putting up for approval by CMD and hoped that promotion orders can be issued within two months. He informed us that verdict in Ernakulam High court is expected in two weeks.2.CPSE Cadre Hierarchy:
PGM (Pers) said that legal cell has raised some objections and some queries. After issue of promotion orders to SDE,AO, DE, CAO grades, Cadre Hierarchy will be considered afresh taking into account the objections and queries raised by Legal Cell.3.Promotion to DGM (T) grade on regular basis:
We reiterated that around 100 DGMs have been serving for more than 4 years on adhoc basis and need to be given regular promotion. PGM (Pers) has agreed to call for details and process the issue.4.Granting E6 pay scale to DGM adhoc executives:
After some discussions, PGM (Pers) agreed to get the matter reviewed and again put up to Management Committee for consideration.5.Re-allotment on promotion to DGM (T) on adhoc basis:
We insisted that re-allotment could have been done using the retirement vacancies available now and expressed our disappointment over issue of orders on 'deemed refusal'. PGM (Pers) said that all decisions related to DGM promotion and posting were taken at higher level. We then requested him that while filling up the posts remaining vacant due to 'deemed declining', those who were promoted last year but had then declined should be promoted first. PGM (Pers) noted our point and agreed to examine the request.6.Transfer/retention requests:
We requested PGM (Pers) to consider the requests for inter-circle transfers, retention requests etc., handing over the list. PGM (Pers) assured that all the requests will be given due consideration.21.07.2017:

GM (FP) informed us that the file is pending with Personnel Section which has sought for information relating to year-wise vacancies.2.Promotion from AO to CAO grade:
The issue is stuck up with Personnel Section which is trying for a workable solution in the background of Supreme Court Judgment on reservation in promotion, DoP&T orders on the subject and the orders of High Court, Chandigarh. We requested GM (FP) to complete preliminary work for holding CPC so that there will be no further delay when decision is taken to hold the CPC. GM (FP) agreed to start the preparatory work.3. Promotion to DGM (F) grade:
GM (FP) informed us that MC memo is about to be submitted for approval by Management Committee. CPC process will commence after approval of CMD is obtained for relaxation in qualifying service by taking into account total service rendered in adhoc and regular basis.4. Request transfers in various accounts grades:

GS met GM (SR) today and enquired about news doing rounds in social media that cabinet has cleared 3rd PRC recommendations. GM (SR) said that he had no information about the cabinet clearing the issue. He informed us that BSNL Management is taking all efforts to get revised pay scales implemented for BSNL employees and has also provided the information sought for by the DPE.
