GS met CMD today and discussed:1.Retention of DEs:
CMD heard us patiently explain the facts of the case and the rationale for our request, with particular reference to Chennai Telephones. CMD said that no common decision has yet been taken. He said that the requests are being considered on case by case basis.2.Promotion to DE grade:
Initially CMD was of the opinion that promotion cannot be given till all the court cases are disposed of. We explained to him that no stay has been granted by any court and only a 'status quo' order by Supreme Court remained. We informed him that an IA has been filed by BSNL, which will be heard on 7th July 2014. We said that the case in Supreme Court relates to the seniority of 147 officers in connection with their promotion to DGM and the IA relates to promoting of a handful number of officers among the 147 who are yet to be promoted as DE. We suggested that these officers can either be promoted as DE subject to the outcome of the court decision or posts can be reserved for them and the DPC for DE promotion be held. Finally CMD has agreed to talk to the officers concerned on this issue.28.05.2014:
Meeting with Director (CM):
GS met Director (CM) today and apprised him of the initiative taken by AIBSNLOA in displaying advertisements in its website on BSNL products and the Suggestions Box to attract useful suggestions for improvement by the visitors to the site. On going through the advertisements, Director (CM) was very much impressed and appreciated our efforts. We handed over to him a printed copy of all the suggestions received till date. Director (CM) said that all the suggestions will be examined. GS and AGS (HQ)also met the new Executive Directors who took charge recently and welcomed them in their new assignment. Eligibility of officers to be considered for promotion by DPC- Fixing of Crucial Date:
DoPT has decided that the crucial date of eligibility shall be 1 st April of the vacancy year in case of financial year based vacancy year i.e. where the Annual Performance Appraisal Reports (APARs) are written financial year-wise. DoT issues orders for Pension under Rule 37 A for MTNL employees:
'(b) Pensionary benefits shall be restricted to the amount arrived at by calculating pensionary benefits of MTNL absorbed employees based upon the equivalent pay scales of similarly placed employees of BSNL. As most of the pay scales in MTNL are higher than that of BSNL, the additional liability arising from the same shall be borne by MTNL by making advance payment to Government.
(c) The arrangement shall continue till next wage revision by which time MTNL and BSNL achieve pay scale parity by bringing down the pay scale of MTNL to the level of BSNL pay scales.' Read More

GS and AGS (HQ) met Director (HR) today and requested him to take an early and favourable decision on extension of retention of DEs/AGMs who have been retained upto 31.3.2014. We also requested him to cause initiation of process of holding CPC to fill up the vacancies in DE/AGM grade, thereby paving the way for permanent retention of these executives in their circles. Director (HR) said that although there is no stay by any court on holding CPC, there is a status quo order by Supreme Court and therefore there is lack of clarity in promoting a few executives among the 147 executives, to DE grade. He said that an IA has already been filed in Hon'ble Supreme Court of India and filling the DE vacancies can be done depending upon the court direction on the IA.
