30.07.2013:Meeting with Director (HR):GS, along with CHQ FS and Com.Badri Narayanan, ACS of Chennai Telephones met Director (HR) today and raised the issue of retention of SDEs who have been posted on promotion as DE (adhoc) from Chennai Telephones, Tamilnadu and Karnataka circles to other circles. We requested Director (HR) to reconsider the decision of keeping 15% vacant posts in DE grade in these circles. We explained to him that sending out a large number of officers out of circle on promotion also results in shortage in the SDE/Sr.SDE grade in these circles. We specifically requested Director (HR) to reconsider the cases of those SDEs who had declined DE promotion in the year 2010 because they were posted outside their circles but due to their family/ health problem could not join in these circles and ultimately declined their promotion. we also requested to reconsider the cases of female executives, spouse cases and those having serious medical problems. Director (HR) heard the cases in detail, wanted to know the number of such cases and assured us that he will discuss this with Sr.GM (Pers) and try to resolve the issue. To avoid transfering officers from other circles to fill up the shortage in DE grade in some circles, we requested Director (HR) to promote all the officers in the zone of consideration by the present CPC so that the shortage in these circles could be filled without disturbing officers from southern circles. Director (HR) assured us that this proposal could be considered if people avoid court cases.

26.07.2013:CHQ writes to GM (Pers) for modification in posting orders on promotion to DE on adhoc basis:'The problem of shortage of SDEs in Tamilnadu, Karnataka and Chennai Telephones Circles is particularly of immediate concern, as also 100% of the DE vacancies in these circles have not been utilized for posting promoted officers. 20.07.2013:A Herculian task accomplished:After a gap of three long years, orders of promotion to DE on adhoc basis have been issued for 1587 SDEs/Sr.SDEs. The process involved twists and turns with so many court cases till the last moment for staying the CPC, Management's initial reluctance to divert posts from MT quota and the long drawn process of collection of additional APAR and revised VC etc. AIBSNLOA and its office-bearers played a crucial role either by impleading in the court cases or by providing supportive documents to those who fought to vacate stay in Chennai CAT, Madras High Court, Jabalpur CAT and later to ensure that no stay is given by Madhya Pradesh High Court. AIBSNLOA's continuous pursuance with the Management for diversion of posts from MT quota is on record. Our Circle Secretaries did their part in early sending of APAR and VC. Finally the task has been accomplished although not to our entire satisfaction. The CPC was conducted to fill up 1860 DEs Posts (OC =1445, SC= 293, ST= 122). Promotion orders have been issued to 1587 officers (OC=1240, SC=249, ST=98). Remaining cases are either unassessed or VC pending cases. We will try our best to get the missing APARs /VCs collected and will ensure that left out promotions orders are issued shortly. To equalize the shortage in Circles, about 450 officers on promotion have been posted out of their circles due to non availability of DE posts in their Parent Circles like KTK,CHTD,STR,TN, UP(E) & Inspection Circle etc. We are grateful to Shri. R.K.Upadhyay, CMD, BSNL and Shri A.N.Rai, Director (HR), BSNL for their determination to ensure that the promotion orders are issued at the earliest as assured. 17.07.2013:Closure of contempt petition in Punjab & Haryana High Court:The contempt petition against CMD BSNL filed by the petitioners in CWP 5608/2007 relating to diversion of JTO posts has been reportedly disposed of by Hon'ble High court of Punjab and Haryana as withdrawn. Sr.GM (Est) had earlier on 10.4.2013 told us that the contempt petition was remaining a hurdle for exploring the ways for regularising the TTAs officiating as JTOs. Now that the hurdle has gone, it should not be difficult to resolve this long pending issue.

04.07.2013:Meeting with CMD and other senior officers:GS met CMD yesterday and thanked him for release of promotion orders to DGM (T) and requested him to cause early completion of the DPC for promotion to DE on adhoc basis and SDE (T). CMD assured us that he is taking personal care to ensure that all the HR issues are resolved at the earliest including filling up all vacancies in various grades. Later, GS also met Director (HR), Sr.GM (Pers) and GM (SR) separately and requested them for early completion of the DPC for promotion to DE on adhoc basis. We were assured that the process of holding of DPC for promotion to DE Adhoc will be completed soon.
