Revised Scheme and Syllabus for JAO LICE:
BSNL CO has circulated Revised Scheme and Syllabus for Limited Internal
competitive Examination (LICE) for filling up posts in the cadre of Junior
Accounts officer under both 40% and 10% quota.
Promotion and posting in SDE (Civil) grade:
BSNL CO has issued promotion and posting orders in SDE (Civil) grade on regular basis.
7th Central Pay Commission:
'The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalised. The decision will result in the benefit of improved pay and allowances as well as rationalization of the pay structure in case of Central Government employees and other employees included in the scope of the 7th Central Pay Commission.'
Furnishing of information regarding disclosure of APARs, in connection with
promotion to the grade of DGM on ad-hoc basis in Telecom Finance:
BSNL CO has requested circles to furnish a report regarding disclosure of
ACR/APAR gradings in respect of executives (mentioned in enclosed list) in compliance with the
existing guidelines on the subject.
Operation timings of CSC under Project Smile:
Reviewing its earlier decision on timings of CSCs, BSNL CO has decided that operation timing of various CSCs may be decided by respective CGMs
as per the requirement and availability of staff for smooth working of CSCs.
Revaluation of answer sheets in LICE:
BSNL CO has circulated the judgment of Hon'ble CAT Madras Bench on the subject.
Cabinet may discuss Rs 7,500 cr notional loan waiver of BSNL:
'Since the time of corporatisation of BSNL in October 2000, a 15-year notional loan has been showing in the financial books of loss making state-run telecom firm. The loan is being discharged at the rate of 14.5 per cent and penal interest of 2.75 per cent over and above normal rate interest rate.'
BSNL opposes TRAI’s recommendation of surrendering its CDMA spectrum:
'BSNL has claimed that TRAI’s proposal if accepted by DoT, will lead the loss-making operator to make additional investments worth Rs 3 billion by migrating the majority of its 10 million-plus CDMA customers to lower frequencies, thereby compromising on quality of the service.'
Payment of penslon contribution in respect of BSNL employees on actual pay drawn in IDA pay scales:
AIBSNLOA CHQ had addressed Secretary DoT on the above subject, submitting a copy to Shri P.Chidambaram, Minister of Finance. We had
specifically mentioned that "Since, the Hon'ble Minister of Finance happens to be the Chairman of
the Group of Ministers and has been also a party to the cabinet decision, there
should not be any difficulty in getting the concurrence of Ministry of Finance in
DoT's long pending proposal for allowing BSNL to pay pension contribution in
respect of its employees on the basis of actual pay drawn w.e.f. 1.1.2006."

Compiling of ACR/APAR grading of Junior Accounts Officers/AAOs:
BSNL CO has requested all circles/units to take necessary action for compiling of ACR/APAR grading for a period of five years (i.e from 2008-09 to 2012-13), obtaining
disclosure certificate, completing appeal formalities, etc., if any, required in connection with holding of the CPC/DPC of all eligible Junior Accounts Officers/AAOs
so that the administration will be in a better position to hold CPC/DPC even at a short span of time.
REVISION OF PENSION FORMS:
DoP&PW has issued amendment to CCS (Pension) Rules 1972, substituting Form 3, Form 5, Form 7, Form 8, Form 10, Form 11, Form 12,
Form 13, Form 14, Form 18, Form 19, Form 20, Form 21, Form 22 and Form 24 with new forms.
PROMOTION AND POSTING IN DGM (T) GRADE ON ADHOC BASIS:
BSNL CO has issued orders of promotion and posting in DGM (T) grade on adhoc basis for one Executive.
7th CPC Terms of Reference to include DA Merger and Interim Relief:
In a bid to woo central government employees ahead of General Elections, the UPA government is expected to ask the seventh pay commission to consider merging 50% dearness allowance with basic pay of the employees. This will form part of the 7th CPC terms of reference (ToR), to be considered by the Cabinet this week. The Commission may suggest interim relief as well. Officials said the ToR of the Pay Commission categorically states that a proposal in this regard should be actively considered. The hikes will be all the more appealing as the Centre is expected to increase the dearness allowance by 10% to 100% by the end of February.
LOOKING BEYOND - FEMALE FOETICIDE IN INDIA:
'As said, female foeticide is an ever-growing menace in Indian societies, and there is ample evidence. Censuses and surveys bring about seriously threatening statistics and figures. According to the latest Census 2011, the overall sex ratio in India is 940 females per 1000 males. This may seem insignificant – why’s 60 less girls such a big issue? However, consider the massive population of India of over 1.22 billion, and do your math right and you’ll see the gravity of the situation. A deficit of 60 females per 1000 males, translates into a deficit of about 37 million (3.7 crore) females in India – and that is a huge figure.'
Constitution of High Level Committee on superannuation benefits of DR employees and pay parity/loss of pay of DR JTO/JAO:
BSNL Management has constituted a High Level Committee to relook and reassess the issues related to superannuation benefits of
DR employees and pay parity/loss of pay of DR JTO/JAO
Transfer and posting in DE/AGM grade:
BSNL CO has issued inter-circle transfer orders in DE/AGM grade.
Promotion and posting to DGM (T) grade on adhoc basis:
BSNL CO has issued orders promoting four Executives to DGM (T) grade on adhoc basis.
CHQ writes to GM (SR) on MTNL merger:
'What is the necessity and objective for merger and how it is proposed to be done?
Whether MTNL will remain a subsidiary company of BSNL or will it be merged in
consonance with the M&A Rules of Govt. of India?'
Tenure transfers in DE/AGM grade:
BSNL CO has issued orders of tenure transfers in DE/AGM grade.
JTO (Telecom) Induction Training Structure & Syllabus:
In partial modification of its letter dated 13.11.2013, BSNL CO has conveyed that The qualification, MSc (Electronics) has
been inadvertently included in the said letter, which is not an eligible qualification for JTO LICE as per RR of JTO.
Electronic Indian Postal Order - extension of service to Indian Citizens residing in India:
'Department of Posts has extended the "elPO" (electronic Indian Postal Order) service to Indian citizens residing in India also
w.e.f. 13.02.2014, for purchasing Indian Postal Order electronically by paying a fee online through e-Post Office Portal.
This facility has been provided for Indian citizens to facilitate them to seek information from the Central Public Information Officers (CPIOs)
under the RTI Act, 2005.'
Financial assistance for revival of ITI Limited:
'The Cabinet Committee on Economic Affairs has approved the revival plan of ITI Limited based on the recommendations of the Board for Reconstruction of Public Sector Enterprise (BRPSE). The revival plan will be supported through financial restructuring by fund infusion of Rs. 4156.79 crore.'
Preparatory exercise for all india eligibility list of jto(t):
BSNL CO has circulated the names of 660 JTOs (T) in respect of whom the assessment details have not yet been received from circles.
Mandatory training under EPP - relaxation of drawal of second increment:
Based on the representation of Shri R.Duraisamy EE (Civil) being affected by provisions of Personnel section letter dated 4.4.2011 and
possibility of more such cases existing, BSNL CO has called for details from ALTTC Ghaziabad.
Closure of exchanges having less than 10 DELs:
BSNL CO has reiterated, that the instruction for authorization of SSA heads for closure of
exchanges having less than 10 DELS still stands.
BSNL CO has circulated comprehensive list of countries/codes with ISD tariff for various plans.
Ante-dating the date of effect of regular promotion in the grade of DE/AGM:
BSNL CO has approved ante-dating of date of effect of regular promotion in the grade of DE/AGM for three Executives.
Imparting all phases of induction training for JAOs at ALTTC Ghaziabad:
AIBSNLOA had taken up the issue vide its letter dated 27.12.2013 pointing out that "there is sufficient infra-structure and
required faculty strength for conducting JAO training at ALTTC Ghaziabad."
We had reported the same day that GM (Trg) had taken immediate action and had forwarded our letter on the subject by FAX
to CGM, ALTTC for necessary action and report. On 11.1.2014 we were informed that ALTTC will conduct JAO induction training
and the first batch will commence on 3rd February 2014. Now BSNL CO has addressed CGM NATFM, Hyderabad to include ALTTC
Ghaziabad for imparting induction training to JAOs henceforth.
The letter says, "On demand from the Staff Associations, ALTTC Ghaziabad has expressed their willingness for
imparting JAO induction training at their training centre." It may be noted that AIBSNLOA alone had raised this demand.
Paid media and analysts are misleading public and the government by calling the current auction “winner’s curse":
'Let us check the facts first. In 2001, when the customer base was only 25 lakh and tariff was Rs 6 a minute, the spectrum contributed only 80 paise per minute to the tariff at the best. The same spectrum is being used even now when the customer base is anything between 50 and 60 crores. This is nearly 200 times of the then customer base in 2001. '
Looking Beyond - Criminal records of the current Lok Sabha members:
'The rules laid out in the Representation of the People Act of 1951 state that persons convicted of a criminal offence for 2 years or more shall lose their seat, and be disqualified from contesting elections till 6 years after release. As one might expect, this has led to a very low conviction rate for members of Parliament. In several instances, charges related to serious crimes such as assault, murder, rioting, kidnapping, etc, have been pending in the courts.'

CHQ WRITES TO GM (SR) REGARDING THE PROPOSED MERGER OF BSNL AND MTNL:
'Most importantly, BSNL Management and its employees should ‘Stand as One’ to resist any plan by the DoT/the Government, which is detrimental to the growth and development of BSNL.'
CHQ WRITES TO GM (SR) ON CONDUCT OF MEMBERSHIP VERIFICATION OF BSNL EXECUTIVES' ASSOCIATIONS:
'In our letter we had requested that, “All participating associations should be extended equal facilities with the two associations already enjoying the facilities at least for one year prior to the date of verification through secret ballot. This is for the sake of equality and justice and also to allow level playing field to all. Otherwise, it will be an uneven competition.”'
BSNL's outstanding dues runs in hundreds of crores:
'Arrears for basic services far exceed the amount due on account of wireless services in the case of both the telcos. For BSNL's basic services, the maximum amount pending is against subscribers in Uttar Pradesh and Bihar.'
Centre to probe alleged hacking of BSNL network by Huawei:
'In a major incident of national security breach, India’s top intelligence agencies and Department of Telecom is all set to jointly launch an investigation into the alleged role of Chinese telecom equipment giant Huawei in hacking into Bharat Sanchar Nigam Limited (BSNL)’s network and sabotaging its expansion plans in Rajahmundry in coastal Andhra Pradesh.'
CHQ writes to GM (FP) on relieving of Accounts & Finance Executives on transfer back to their parent circles:
'Many of these Executives have not been relieved from the present circles even six
months after issue of transfer orders. This is one of the reasons that deter the Accounts
& Finance Executives from accepting long stay transfers to other circles.'[GS handed over the letter to GM (FP) in person and requested
his intervention in early relieving of these Executives. GM (FP) has agreed to do the needful.]

CANCELLATION OF DE (ADHOC) PROMOTION:
BSNL CO has cancelled the promotion orders in respect of those Executives who have foregone the promotion.
Tenure transfers in SDE (T) grade:
BSNL CO has issued transfer orders to 17 SDEs (T) as substitutes to 17 Executives who have completed their tenure and
already stand transferred/posted as DE (Adhoc) on promotion.
Composition of 7th Central Pay Commission:
The Finance Minister Shri P. Chidambaram has issued the following statement: “The Prime Minister has approved the composition of the 7th Central Pay Commission as follows: 1. Shri Justice Ashok Kumar Mathur (Retired Judge of the Supreme Court and Retired Chairman, Armed Forces Tribunal) - Chairman; 2. Shri Vivek Rae (Secretary, Petroleum & Natural Gas) - Member (Full Time); 3. Dr. Rathin Roy (Director, NIPFP) - Member (Part Time); 4. Smt. Action taken report (ATR) on the minutes of the 23rd Meeting of SCOVA (Standing Committee of Voluntary Agencies):
In respect of merger of 78.2% IDA with basic pension benefit to the absorbed BSNL pensioners, DoT has mentioned in the ATR, thus:
"A proposal was sent by D/o Telecom on 20.12.2013. D/o P&PW has communicated its 'No Objection' to the proposal subject to the approval of
Dept. of Expenditure. D/o Telecom has referred the proposal to D/o Expenditure on 8.1.2014. Approval of D/o Expenditure is awaited by
Medical facilities to ITS officers deployed in BSNL:
Modifying its earlier orders BSNL CO has issued orders extending BSNL MRS facility as available to all
BSNL employees to the deployed ITS officers till a final decision is taken by DoT regarding CGHS facility.
The February 2014 Auction of Spectrum in 1800 MHz and 900 MHz Band Begins - 4 Rounds of Bidding Already Completed:
The Auction of spectrum in the 1800 MHz and 900 MHz band began here today morning at 9 A.M. Till now, four rounds of bidding have been completed. Bids have been received in all 22 Service Areas in 1800 MHz band and in all 3 Service Areas in 900 MHz band. Thus, bidding has taken place in all the Service Areas in both bands. (PIB)
