DEs Telecom on adhoc basis, which was earlier expected to be issued by this
month end, may be ready only in June 2009.

MODIFICATION OF ORDERS ON PAY FIXATION BENEFIT IN THE REVISED IDA
SCALE:
BSNL Management Committee is yet to consider the
memo revising the pay fixation benefit in revised IDA scale to the extent of
taking into consideration 78.2% of IDA merged with basic pay with effect from
1.1.2007 instead of 68.8% of the IDA as was ordered earlier. This modification
is necessitated following issue of Order by DPE modifying the fitment formula
taken up by our Association. It is believed that BSNL is delaying the decision
on the plea that pay negotiation for the non-executives is not yet finalized.
This is unacceptable and we are asking BSNL management to settle the matter of
pay fixation at the earliest.

set to spread wings:
BSNL will shortly appoint a panel of consultants
to guide it on its overseas business plans, including mergers and acquisitions
and bidding for licences.The company was seeking consultants for mergers and
acquisitions, strategic partnerships, acquiring telecom licences outside India,
a senior BSNL official said. BSNL, with a view to establishing itself as a
global player in the telecom sector and to achieve inorganic growth, was aiming
at expanding its area of operations, the official said. The state-run firm,
which so far concentrated only on the Indian market (except Delhi and Mumbai),
has decided to expand overseas. Sources said BSNL had a cash surplus of over $10
billion and would use part of these resources for its overseas foray. So far,
MTNL is the only state-owned telecom firm that has been bidding for licences
abroad. Moving aggressively on its overseas expansion plans, BSNL has already
set up a separate international business division to explore telecom
opportunities abroad ~ be it acquisition of companies or bidding for licences.
BSNL chairman, Mr Kuldeep Goyal, had earlier said the company would look at
valuable buyouts based on due diligence of the target company. The PSU, he said
had already received in-principle board approval to enter the global market and
bidding for Tunisia is one such step. The North African country is set to issue
new licences for fixed line and basic mobile telephone services. The licences,

BSNL gets nod to award deal to Huawei:
'BSNL has overcome opposition from the
Intelligence Bureau (IB) and the defence ministry, winning a permission to award
a lucrative contract for telecom equipment to Chinese company Huawei. A
government panel, which included representatives from IB and the defence
ministry, has endorsed BSNL’s position and allowed the company to place orders
with Huawei for only southern states as they have no international land
borders.'

Following our report yesterday on DoT issuing orders
making DOP&PW OM dated 02.09.2008 notifying amended provisions to CCS (Pension)
Rules, 1972 , applicable to BSNL Pensioners, we are reproducing the copy of DoT
orders here. It is obvious that the orders have been ready on 4.5.09, but has
been released after clearance by Secretary DoT after his return from abroad.

DoT issues orders making DOP&PW OM dated 02.09.2008 notifying
amended provisions to CCS (Pension) Rules, 1972, applicable to BSNL pensioners:
We had reported on 01.04.2009 that
'our General Secretary has been called today over phone by
a senior officer of DoP&PW and has been informed that, in response to our letter
No.AIBSNLOA/CHQ/2009/09 dated 13.03.2009,

addressed to DoT, with a copy to Dept. of P & PW) clarification has
since been issued to DoT to implement all the amended provisions of CCS
(Pension) Rules 1972 including enhanced limit of gratuity effective from
1.1.2006 for the BSNL Pensioners.' The long awaited DoT order has been
issued today, after Secretary DoT came back yesterday after his foreign tour for
about a week.

CHQ writes to CMD BSNL protesting against DoT's proposal to
revise pension of BSNL pensioners in CDA Pay Scale:
'We are very much troubled to learn that DoT has
moved a proposal wrongly relying on DoP&PW’s OM No 4/14/2001-P&PW(D) dated
19.09.2003 to revise the pension of the BSNL pensioners in CDA pay scale in
spite of the fact that the Department of Pension & Pensioners’ Welfare has
categorically advised DoT, while examining this proposal, that this Order is NOT
applicable for BSNL pensioners.'

Benefit of merger
of 50% IDA with basic pay for fitment purpose: 'The
DPE OM does not provide for any option to the individual PSU to decide whether
to allow or not allow this benefit to its employees and hence has to be

Subscribers willing to make use of the soon to be introduced mobile number
portability (MNP) may have to shell out a one time fee of around Rs 200-Rs
300.The final rates are yet to be announced by the country’s regulator, Trai.
