Director (HR) Message on VRS:

'Some doubts have been expressed by some quarters of employees that VRS group will be treated as a separate group and will be dealt distinctly. Here, it is clarified that for BSNL employees, retirement on VRS (VRS 2019) is neither a distinct nor a separate group but will be at par with retirement on superannuation. Similarly Industrial Dearness Relief on pension amount will also be available to VRS optees as is available to employees who are retiring on superannuation.'   Read More

Grant of Financial upgradation of employees under Non-Executive Promotion Policy:

'But those who are opting for VRS may face financial loss (due to the pending fixation of pay beyond 31.01.2020). Such employees of the latter group may raise the issue of being given a fresh option for fixation of pay from the due date of upgradation. CHQ writes to CMD requesting issue of clarification regarding mandatory examination for VRS optees who have got financial upgradation:

'The reason attributed to the decision that exemption shall not be applicable to those taking voluntary retirement is that “Superannuation is a pre-defined point of time in the career of the employee, whereas the timing of voluntary retirement depends upon the choice of the employee who knows the pros and cons of his option before exercising it. While this argument may be correct in respect of those taking voluntary retirement under Rule 37 A (11A) of CCS (Pension) Rules 1972, it will not be correct in respect of those opting VRS under BSNL VRS 2019. In the latter case too, the employees do not have the choice of choosing the date of retirement which has been fixed as 31.1.2020.'   Read More

'We therefore request you to kindly cause orders for allowing those VRS optees who are willing to retain the quarters after their retirement under BSNL VRS 2019 till they attain the age of 60 years.'   Read More

Meeting with GM (Estt):

GS along with AGS and Finance Secretary met GM (Estt) today and requested him that the FAQ should be complete, by including doubts being raised about pension revision for persons taking VRS. GM (Estt) said that queries pertaining to BSNL have been covered and it is for DoT to clarify on issues like pension revision. He however said that DoT has been requested to clarify on the issue.

Meeting with Director (HR):

GS along with AGS and Finance Secretary met Director (HR) today and enquired if promotions are being withheld pending implementation of VRS. Director (HR) said that the process has not been stopped and hoped it will be possible to issue promotion orders to DGM (T) at the earliest.

MOC meets representatives of all registered unions and associations in BSNL:

As desired by the MOC, a meeting had been arranged at DoT premises yesterday and representatives of all registered unions and association in BSNL had been invited. Minister spoke elaborately on the revival plan for BSNL. He said that he was able to get the nod of the Cabinet after convincing it about the strategic and National importance of the PSU, and its standing up at the time of natural calamities. He said that PM was keen in getting the PSU revived. He said the VRS proposals have been designed to give maximum possible benefits and now it is for the employees respond. To a query by a union representative, he answered that reduction in age to 58 years is not on the table now but he cannot say it is off the table. He said that all State Governments have been requested to ensure that there is no disconnection of services due to non-payment of electricity bills. He also made it clear that the fund raised through land monetisation will be fully utilised by BSNL. When GS started raising queries, one after the other, he said that let them be given in writing. GS said that a Memorandum is being submitted to him. MOC assured that he will get the points examined.

'The clause 6.1 (c) further restricting the ex-gratia amount in respect of those entitled to pension / family pension under Rule 37-A of CCS Pension Rules, 1972, be removed and restriction as per Gujarat Pattern that “the ex-gratia should not exceed the salary payable during the remaining period of service” alone should remain.'   Read More

Reporting and reviewing structure for DGM (TR) of Accounts and Finance wing executives in BSNL:

In a peculiar and wrong procedure, last year, DGM (TR) of Trichy SSA was directed to report to DGM (F)/IFA of Trichy SSA. Circle Secretary Tamilnadu took up the issue with PGM (F) Tamilnadu Circle pointing out that a Regular DGM cannot be asked to report to another Regular DGM. But PGM (F) refused to modify the wrong order citing a irrelevant order of BSNL CO. Then the CHQ took up the issue with Restructuring Cell and had been pursuing the matter continuously. Now BSNL CO has issued amendment in the reporting and reviewing structure of DGM (TR), putting end to the wrong procedure.   View orders
