Brief Report on 3rd State Conference of AIBSNLOA West Bengal:

The third State Conference of AIBSNLOA West Bengal was held on 12.7.2019 in a grand manner under the Presidenship of Com.Sukumar Ghosh. The Conference started with flag hoisting by Com.P.Ramachandran, CHQ President. Com.Praveen Agarwal, the Convenor, delivered Welcome Address. After adoption of CS Report and Statement of Income and Expenditure, State office bearers and Zonal Secretaries delivered speeches on the activities of the association and happenings in BSNL. General Secretary spoke elaborately on all issues, BSNL viability, present financial crisis with pending vendor payments, electricity bills, medical bills, contract workers' salary, proposed revival package for BSNL which is said to include VRS, reduction in retirement age, allotment of 4G spectrum and monetisation of land assets. In deviation with normal practice of a 'Open Session', a 3 hour-long 'Interaction Session with GS' was held. Most of the members participated in the session in a disciplined manner with a constructive approach in making suggestions for revival. Com.P.Ramachandran, CHQ President delivered a wonderful speech mainly on financial viability of BSNL. After dissolution of the old body, election of office bearers was conducted by Com.Sanjoy Dhar. BSNL, MTNL revival on cards - Amit Shah-led GoM may allow VRS, 4G spectrum:

Besides Shah, GoM included telecom, IT and law minister Ravi Shankar Prasad, finance minister Nirmala Sitharaman. The sources aware of the development said that the group during the two-hour-long meeting discussed the ways to bring back the two public sector service providers back to health and considered monetisation of land and building assets to fund VRS to the willing employees.   Read More

GS addresses meeting of Bihar Circle:

Members of Bihar Circle met at Patna yesterday. GS attended the meeting and explained the ongoing financial crisis and the revival plan proposed by the Government which includes VRS, reduction in retirement age, allotment of 4G spectrum to BSNL and land monetisation. He also apprised the members regarding the stalemate in promotion to various grades and the pay revision which has been sent to backburner now. The meeting unanimously elected Com.M.K.Singh, AGM, Com.Neel Kamal, AGM and Com.Dr.Ashok Kumar, AGM as President, Secretary and Finance Secretary respectively.

Purposeful deliberations in West Bengal State Conference:

The 3rd State Conference of West Bengal was held today with massive attendance and large scale participation by members in the deliberations on current issues viz. revival plan for BSNL which is said to include VRS, reduction in retirement age, allotment of 4G spectrum to BSNL, monetisation of land assets, pay revision, pension contribution on actual pay and HR issues, mainly promotion to various grades. The successful State Conference has unanimously elected Com.Sanet Aich, Com.Soumya Basak and Com.Gautam Majumdar as President, Secretary and Finance Secretary respectively. CHQ writes to Prime Minister regarding Efforts by DoT to take over Advanced Level Telecom Training Centre, Ghaziabad, New Delhi from BSNL :

'While according to PMO, the DoT has to pursue and lead the phased monetisation of BSNL and MTNL assets, it appears that the DoT’s illegitimate move to take over BSNL’s asset is aimed at thwarting the Government’s efforts to revive/restructure BSNL and MTNL. We feel that the DoT’s move to take over the asset of BSNL, which it is not empowered to do, is ill-conceived, unlawful and smacks of authoritarianism.   Read More

No income tax relief in Central Budget:

The budget proposals presented by the Finance Minister in the Parliament today has not provided any relief in Income Tax for the salaried class. The tax slabs for middle and lower income groups remain unchanged. The government has announced income tax reduction of Rs 1.5 lakh for loans taken to purchase electric vehicles and additional tax deduction of Rs 1.50 lakh on interest paid on home loans taken up to March 2020.

'An inter-departmental committee headed by the cabinet secretary Pradeep Kumar Sinha has proposed an examination of “legal impact” for the allocation of fourth-generation or 4G airwaves to the stressed public-owned Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL), and recommended a “reduction of employee strength in a cost-effective manner” from “time-bound monetisation” of land assets, mobile towers and fibre footprint.'

Telecom fix - Ravi Shankar Prasad seeks cut in licence fee, refund Rs 30,000 crore of stuck GST:

'Telecom and IT minister Ravi Shankar Prasad has batted for a slew of reforms in the telecom sector which will provide a relief of around Rs 3,000 crore annually to the financially stressed operators by way of revenue share licence fee payment.'
'He has written that nearly Rs 30,000 crore telecom funds are locked in GST input refunds.'
'Prasad has also sought from the finance ministry a separate budgetary allocation of Rs 1,000 crore for reviving the ailing state-owned firms, BSNL and MTNL.'   Read more
