Director (HR) has written to all Circle Heads entrusting important responsibilities at different levels of officers/officials, apart from regular duties and responsibilities, for retention of existing business, marketing and revenue collection activities. Action against poor performers has also been suggested. GS met DGM (Pers) and conveyed the agony of the executives in general and of those who are eligible to be promoted but will retire this month. With no indication about Legal section changing its stand and the file remaining with them, we requested DGM (Pers) to seek legal opinion on the basis of our letter that the undertaking given to court has been complied with by circulating the DE seniority list after considering objections and therefore there is no need to go to court again. He agreed to consider this proposal.

GS met GM (Trg) today and expressed deep concern over DoT's move to take over ALTTC Campus. GM (Trg) said that BSNL was also opposed to the move and will take it up when the committee formed by DoT has its meeting. On the issue of the requests for refund of premium for GTI, he said that no decision has been taken and felt aggrieved that some individuals have issued notice to LIC too resulting in delay in issue of policy certificates and affecting coverage during the intervening period.

GS and AGS (HQ) met Director (HR) today conveyed our concern about the undue delay in holding DPC for promotion to DGM (T) grade. We contended that the advice by Legal section to seek leave from CAT Chandigarh for holding DPC after submitting the DE/AGM seniority list should be reviewed since the CAT in its orders had not suggested so. We said that this may prolong the delay. Director (HR) assured us that he will have discussions with Pers Section tomorrow and explore ways for early issue of promotion orders. CGM (Legal) was also present in the meeting and he agreed to discuss the matter further with Pers Section. Later, we also met DGM (Legal Pers) and explained our stand and insisted that promotion orders be issued at the earliest and there is no need to approach the CAT.

We were informed that Legal Section has advised BSNL to submit the DE/AGM seniority list to Hon'ble CAT and obtain Leave for holding the DPC based on the seniority list, since CAT Chandigarh had dismissed the OA on the basis of the undertaking by BSNL that DGM promotion orders will be issued based on DE/AGM seniority list only. Dismissing our apprehension about further delay due to approaching CAT Chandigarh, PGM (Pers) said that efforts will be made to get Leave from CAT Chandigarh at the earliest.

GS met GM (Estt) and DGM (Estt) and enquired about decision taken regarding refund of premium towards GTI to those who have represented citing written consent not taken. GM (Estt) said that meeting was held with representative of LIC and it has been decided that refund cannot be given as consent has been taken through ERP. But representations regarding technical issues like discrepancies in date of birth will be considered for changing the quantum of premium. As we insisted that written consent should have been taken, GM (Estt) wanted us to talk to GM (Trg) who is the nodal officer for the scheme.

MOC then wanted us to meet him with prior appointment as he also wanted to discuss issues related to BSNL. Later GS and other leaders of OBUA met Shri Dhotre Sanjay Shamrao and greeted him on his assuming charge as MOSC. MOSC said that he was aware of the issues faced by BSNL and its employees and will make all efforts to resolve them.

Meeting with PGM (Pers):

GS met PGM (Pers) today and conveyed the agony and frustration of executives caused by unforeseen delay in conduct of DPC and issue of promotion orders to DGM (T) grade. Every month started with hope about issue of orders and ended with disbelief and disappointment, particularly for those DEs/AGMs who are retiring every month. We pointed out that this month alone nearly 70 DEs/AGMs have retired without getting their due promotion. PGM (Pers) said that he was aware of the genuine concern. He informed us that legal cell has raised some queries and after a meeting with legal cell, the queries are being replied now. He assured that all possible efforts will be made to issue promotion orders early.
