CAT Chandigarh is reported to have stayed holding of DPC without finalising DE seniority list and issue of promotion order if DPC has already been held, till the date of next hearing - 7th May 2019.

27.04.2019:

Meeting with Director (HR):

GS along with AGS HQ met Director (HR) yesterday and thanked her for deciding to order DGM (T) promotions to all the existing vacancies, as per our request in the meeting with her on 10.4.2019 and also for directions issued by her for issue of promotion orders at the earliest.

We apprised her of confusion and apprehension in the minds of the Executives that they may not get E6 scale upgradation if they get regular promotion to DGM grade. Director (HR) said that it will be ensured that no one faces any financial loss due to promotion to DGM grade. She also wanted us to talk to PGM (Pers) again.

Then we informed Director (HR) about our meeting with the concerned authorities in LIC and the discussions that took place. We informed her that LIC authorities told us that they have put on hold the issuing of policy documents and have written to BSNL also that the premium can be returned to BSNL on their request. Director (HR) said that she would to talk to GM (Training) and do the needful.

27.04.2019:

Meeting with PGM (Pers):

GS along with AGS HQ met PGM (Pers) yesterday and briefed him about our meeting with Director (HR) and requested early issue of promotion orders to DGM (T) grade, filling up all the existing vacancies. PGM (Pers) informed us that efforts are on for issue of promotion orders by 30th April.

We requested PGM (Pers) to cause circulation of seniority list 9 at the earliest.

Then we reminded him regarding the improper reporting procedure followed in respect of Telecom Finance executives in Tamilnadu Circle. He said that the matter will be examined early and appropriate action taken.

26.04.2019:

Economy measures on issue of transfer orders - clarification:

BSNL CO has clarified that the provisions of the order dated 14.3.2019 are invariably applicable to all BSNL employees which includes Executives/Non-executives staff including ITS officers deployed i BSNL.   View orders

Meeting with PGM (Pers):

GS met PGM (Pers) today and requested early issue of promotion orders to DGM (T) grade. We also expressed concern over reports that promotion will be ordered only to the extent of regular vacancies and requested to order promotions to all the vacancies even on adhoc basis, since executives are retiring every month without getting promotion. After discussions PGM (Pers) agreed to examine our views in order that promotion is given for maximum number of vacancies. Then, we also raised the issue of a regular DGM of Telecom Finance being asked to report to another DGM who is IFA of the SSA for APAR purpose in Tamilnadu Circle and explained to him that no executive can be asked to report to another executive of the same rank and pointed out to court judgments on this subject. PGM (Pers) agreed to examine the matter and issue clarifications at the earliest.

24.04.2019:

Refund of wrongly recovered amount towards premium under Group Term Insurance:

GS met the concerned authorities in LIC yesterday and explained about receipt of representations regarding wrong recovery from their pay towards premium under GTI, either after inadvertently opting in ERP or not opting at all. GS also mentioned that some have raised a contention in their representation that recovery cannot be made without written consent. GS requested that refund may be made to those who have submitted representations against the recovery. The authorities said that they have also received some letters directly. They said that written consent will be required for issue of policy and therefore issue of policies has been put on hold and they have written to BSNL in this regard. They informed us that BSNL can refund the recovered premium to those who have submitted requests.

18.04.2019:

Claim of BSNL on account of pay & allowances etc to its employees working on loan basis in DOT/Field units:

BSNL CO has circulated DoT letter conveying approval for payment of around Rs.72 crores out of BSNL's claim of around Rs.175 crores on account of reimbursement of employees cost of BSNL employees deputed on loan basis in DoT and its field units. DoT has further directed that no employee of BSNL/MTNL will be engaged in DoT and its field units on loan basis w.e.f. 1.4.2019, except on deputation against sanctioned and vacant posts and that no claim of pay and allowances of BSNL/MTNL employee working after 31.3.2019 on loan basis shall be entertained for reimbursement by DoT in future.   View orders

We learn reliably that DoT has submitted the VRS proposal for consideration by the Cabinet and the matter is likely to be taken up in the Cabinet meeting on 12.04.2019.

Meeting with Director (HR):

GS met Director (HR) today and discussed:

1.Promotion to DGM (T) grade:

We requested for early completion of DPC for all the available vacancies and issue of orders before month end. Director (HR) spoke to PGM (Pers) and then assured us that all efforts are being made for early conduct of DPC. We later met PGM (Pers) and DGM (Pers) separately and urged them for early completion of the work.

2. Deduction of premium for GTI without written consent:

We explained the issue including advance payment of premium to LIC even before actual deduction from salaries and requested her intervention. Director (HR) assured us that she will have a meeting with the GM (Estt), GM (Trg) and GM (CA) shortly in order to resolve the issue. We hope that the issue will be resolved soon.

10.04.2019:

Meeting with General Manager (Trg):

GS met General Manager (Trg) today and discussed about the deduction of premium for GTI without written consent and requested consideration of representations for refund of the premium. GM (Trg) said that he has written to LIC authorities based on our letter and will have a meeting with them to resolve the issue.

BSNL CO has issued instructions to all circles to examine each case with due regards to facts, the cases of members of AIBSNLOA, SEWA BSNL and FNTO whose salary has been deducted,, inspite of their presence on duty/willing to perform duty but could not perform normal duties, due to locking of office gates, etc.   View orders

06.04.2019:

Meeting with Sr. GM (Estt):

GS along with AGS Com.Sanjay Vishnoi met Sr. GM (Estt) and explained the details in our letter dated 2.4.2019 to CMD regarding non-obtaining written option to the scheme. We brought to his notice, that recovery of premium has been reportedly made even in respect of some of those who had opted out. Sr.GM (Estt) agreed that our contentions were true and said that there are also cases of some who had not earlier opted for the scheme, now wanting to opt. However, he said that the matter was entirely handled by the GM (Trg) and therefore our letter is being forwarded to him for consideration and action.

03.04.2019:

OBUA leaders meet CMD:

GS along with other OBUA leaders Com.S.P.Sharma, Com.Ranapratap and Com.Zile Singh met CMD today evening and enquired about the present financial status of BSNL, after the episode of delayed salary payment for February and about the meeting with PMO. CMD said that PMO was apprised of BSNL proposals for its revival based on the recommendations of IIM Ahmedabad. He said that BSNL may get 4G spectrum shortly. While reduction of retirement age from 60 to 58 has been ruled out, proposals regarding VRS with financial support from Government is still under consideration by DoT. CMD further said that there is considerable improvement in revenue and salary payment will not be a problem in the future. He said that BSNL has achieved more than 91000 leased circuits during 2018-19 and lauded the employees for the achievement. He said that there is no need for any fear about BSNL's future and all steps are being taken for revival of BSNL. He appealed to all BSNL employees to put their best efforts in increasing revenue.

Meeting with PGM (Pers) and DGM (Pers):

GS along with AGS Com.Sanjay Vishnoi met PGM (Pers) and DGM (Pers) separately and discussed the following issues:

1. Promotion from DE to DGM (T) grade:

We requested early issue of promotion orders to DGM (T) grade. PGM (Pers) said that promotion orders will be first issued for executives whose seniority is not under dispute. We strongly argued that there is not dispute in seniority, with seniority attaining finality after Supreme Court Judgment last year and Supreme Court rejecting another petition on seniority yesterday. Piece-meal promotions will create an atmosphere for further court cases. We also pointed out that due to revision of seniority, the executives promoted as DE in 2015 are now senior to those promoted in 2014 but do not have required number of qualifying service. Relaxation should be given for them and they also should be promoted simultaneously. We therefore requested that all executives in the zone of consideration should be promoted. After prolonged discussions, PGM (Pers) agreed to issue promotion orders in one go.

2. Promotion from SDE to DE grade:

We requested issue of promotion orders to all eligible and left out SDEs. PGM (Pers) informed us that CAT Chandigarh has refused to allow BSNL to issue promotion orders to DE grade and BSNL will have to approach higher court.

3. Finalisation of Seniority list 9 of SDE (T) grade:

We requested that since Supreme Court decision has come, seniority list 9 of SDEs (T) may be finalised now and circulated. PGM (Pers) assured that he will do the needful.

4. Transfer requests:

We discussed some requests for transfers from our members. PGM (Pers) has agreed to consider the requests.
